To apply for Section 8 in California online, you submit an application through the web portal of a local public housing agency (PHA) whose waiting list is currently open. There is no single statewide application. Each California PHA runs its own list on its own schedule, and most stay closed for long stretches, so the practical work is finding an open list, confirming you meet the income limits, and having your documents ready before the window closes.
Before You Apply: Income and Basic Eligibility
Section 8, officially the Housing Choice Voucher Program, is funded by HUD and administered locally. Where you live changes the numbers dramatically. For FY 2025, the very low income limit for a family of four is around $46,950 in Bakersfield or Fresno, $75,750 in the Los Angeles metro, and $84,600 in Orange County. Your PHA uses the figures for its specific jurisdiction.
Not every dollar counts. Before deciding you earn too much, check the exclusions. Two other gates matter. First, at least one household member must be a U.S. citizen or a noncitizen with eligible immigration status; mixed families still qualify, but the subsidy is prorated.4GovInfo. Finding a California PHA With an Open Online List
This is where most people get stuck. California has dozens of PHAs, and their online application portals only accept new applicants when the waiting list is open. Some lists open once every few years for windows as short as a single week. Others accept applications on a rolling basis. Start with HUD’s PHA directory to find every agency serving the areas where you might live.8USAGov. Section 8 Housing Then visit each agency’s website to check its waiting list status. Sign up for email alerts wherever the option exists, and call the office if the website is unclear about when the next enrollment window will open.
Apply to more than one PHA. This is one of the most important choices you can make. If you live in Los Angeles County but would use a voucher in Riverside or San Bernardino County, apply to those agencies too. Documents to Have Ready Before the Portal Opens
Scrambling to collect paperwork during a short application window is how people miss deadlines. Get these together in advance so you can move quickly when a list opens:

- Birth certificates for everyone who will live in the unit.
- Photo ID for all adults: driver’s license, state ID, or passport.

- Proof of California residency: utility bills, a lease, or official mail showing your address.
- Asset information: current bank balances, retirement account statements, and details on any property you own.
Scan or photograph each document so you can upload files quickly through a portal. Keep the digital copies organized and consistent with what you plan to type into the application.
Filling Out the Online Application
Most California PHAs now accept applications through online portals. You create an account, work through screens covering household composition, income sources, addresses, and preference categories, and upload supporting documents. Some agencies still accept paper applications by mail or through drop-boxes, but the online route is standard and usually faster.
A few things to do every time you apply:
- Save your login credentials and any confirmation number the portal generates. You will need them to check status or update your information later.
- Take a screenshot or download the confirmation page. If the agency later disputes whether it received your application, that record is your evidence.
- Keep a copy of everything you uploaded.
- Double-check names, birthdates, Social Security numbers, and income figures before submitting. A mismatch between what you report and what the PHA finds during verification can result in denial.
Be accurate. If you mail a paper application instead, use a delivery method that gives you a receipt, so you can prove it arrived before the deadline.
What Happens After You Submit
Once the application window closes, the PHA decides who goes on the waiting list and in what order. The two common methods are a lottery (random selection) and first-come, first-served (by application date). Large California agencies usually use lotteries because they receive far more applications than they have spots.
Most PHAs also apply preference categories that move certain applicants up the list. Common California preferences include veterans, people currently experiencing homelessness, households displaced by government action, and residents who already live or work in the PHA’s jurisdiction.9Housing Authority of the City of Los Angeles. Keep your contact information current with every PHA where you applied. Log back into each portal periodically and confirm your address, phone, and email. When your name reaches the top of the list, the agency sends a letter to your address on file asking you to attend an eligibility interview. If that letter comes back undeliverable because you moved and did not update your record, the PHA will remove you from the list. After years of waiting, that is a painful way to lose your spot.
If Your Application Is Denied
If a PHA denies your application, it must send you written notice explaining why and telling you how to request an informal review.13eCFR. 24 CFR 982.554 – Informal Review At the review, you can present written or oral arguments. The person conducting the review cannot be the same person who made the original decision or anyone who reports to that person.
Federal regulations do not set a specific deadline for requesting a review. Individual PHAs set their own deadlines in their administrative plans, and those deadlines are often short. Read any denial letter the day you receive it and note the deadline. Missing it by a day typically forfeits your right to appeal.
Denials are often fixable. Missing documents, income calculation errors, and confusion about household composition all get resolved at informal review.
After You Get on the List: What Comes Next
Applying gets you onto a waiting list, not into a home. When your name comes up, the PHA schedules an eligibility interview, verifies everything on your application, and, if approved, issues a voucher.
