How to Apply for SSI in NC: Eligibility, Forms, and Appeals

To apply for SSI in North Carolina, you file through the federal Social Security Administration — online at ssa.gov, by phone at 1-800-772-1213, or in person at your local Social Security field office. North Carolina does not run its own SSI program, so the eligibility rules and application forms are the same as in every other state. The state does operate a separate benefit called State-County Special Assistance for people living in licensed adult care homes, and that one is applied for through your county Department of Social Services, not Social Security.

Before you start the application, it helps to know whether you qualify, what the income and resource limits are, and which documents the SSA will ask for. Most denials at the initial stage come down to missing paperwork or a misunderstanding of the financial rules, not a weak medical case.

Who Qualifies for SSI

SSI is for people with limited income and resources who are at least 65 years old, legally blind, or living with a disability that will last a year or more or is expected to result in death.1Social Security Administration. Who Can Get SSI Children with severe disabilities can also qualify. If you are 65 or older, you do not need to prove a medical disability — your age alone meets that part of the test.

Unlike Social Security Disability Insurance, SSI does not require any work history. Eligibility is based on financial need.

If you are working, the SSA looks at whether your monthly earnings cross the “substantial gainful activity” line. In 2026, that limit is $1,690 per month for non-blind applicants and $2,830 for blind applicants.2Social Security Administration. Substantial Gainful Activity Earning above those amounts generally rules out a disability finding. Earning below them clears that hurdle but does not guarantee approval.

The federal SSI payment for 2026 is up to $994 a month for an individual and $1,491 for an eligible couple, reduced by any countable income you have.3Social Security Administration. SSI Federal Payment Amounts for 2026

Income and Resource Limits

What Counts Against the Resource Cap

A single applicant cannot have more than $2,000 in countable resources. For a married couple, the cap is $3,000.4eCFR. 20 CFR 416.1205 – Limitation on Resources These limits have been in place since 1989. Countable resources include bank accounts, cash, stocks, and any additional vehicle beyond your primary one.

Several significant assets are excluded. Your home and the land under it do not count as long as you live there. One vehicle per household is excluded regardless of value. Most household goods and personal belongings are also excluded, as is property you cannot use or sell.5Social Security Administration. Exceptions to SSI Income and Resource Limits Many people assume their house or car disqualifies them when it doesn’t.

How Income Reduces the Payment

SSI counts income against your monthly check. Earned wages and unearned income such as pensions, unemployment, and cash gifts all reduce the benefit, though earned income is treated more favorably in the formula. Gather recent pay stubs, benefit letters, and bank statements before you apply.

If you live with a spouse who does not get SSI, the SSA may “deem” part of that spouse’s income to you, which lowers your payment even though the money isn’t yours. The same deeming rule applies to children under 18 who live with parents not receiving SSI.6Social Security Administration. Understanding Supplemental Security Income SSI Income Deeming stops when the living arrangement changes or when a child turns 18.

Shelter paid for by someone else — a relative letting you live rent-free, for example — is treated as “in-kind support and maintenance” and also reduces your check. Food received from others no longer counts in this calculation as of September 30, 2024.7Social Security Administration. Understanding Supplemental Security Income Living Arrangements

Documents to Gather Before You Apply

Identity and Citizenship

You’ll need your Social Security number and a birth certificate. If you have no birth certificate, the SSA accepts a U.S. passport or a religious record made before age five. Non-citizens must present current Department of Homeland Security documents: a Permanent Resident Card (I-551), an Employment Authorization Document (I-766), or an Arrival/Departure Record (I-94) along with an unexpired foreign passport.8Social Security Administration. Disability Report (Form SSA-3368)

If you are applying based on disability rather than age, you will complete the Disability Report, Form SSA-3368. This is the longest piece of the application. It asks for a complete list of every healthcare provider you have seen — names, addresses, phone numbers, and treatment dates — plus every medication you take, the reason for it, and the prescribing doctor.9Social Security Administration. SSA-3368-BK Disability Report – Adult Pulling this information together before you sit down to fill out the form saves hours of back-and-forth.

Work History Report (Form SSA-3369)

Form SSA-3369 asks you to describe every job you held in the 15 years before your disability began. For each job, you report your duties, how much time you spent standing, walking, and lifting, and the heaviest weight you carried.10Social Security Administration. Work History Report – Form SSA-3369-BK Be specific. “Office work” tells the examiner nothing. “Sat at a desk eight hours a day and lifted boxes up to 20 pounds once a week” gives them something to evaluate.

SSI Application (Form SSA-8001)

Form SSA-8001-BK is the core SSI application. It collects your personal information, living arrangements, citizenship, and the details of your income and resources.11Social Security Administration. How to Submit the Application

SSI is not a fully self-service online application. Most paths end with an interview with a Social Security representative.12Social Security Administration. Supplemental Security Income SSI Application Process You have three ways to start:

  • Online. Begin at ssa.gov. The system may let you complete the disability portion online and will prompt you to schedule an appointment to finish the rest.
  • By phone. Call 1-800-772-1213 (TTY 1-800-325-0778) to schedule a telephone appointment. Representatives are available Monday through Friday, 7 a.m. to 7 p.m.13Social Security Administration. Apply Online for Disability Benefits
  • In person. Visit your local Social Security office. Call ahead for an appointment — walk-in waits can be long.

Someone else can call to set up the appointment and help you through the forms. After you submit, keep proof of your filing date. Online submissions generate a confirmation code. For paper applications, ask for a date-stamped copy. Your filing date matters because back pay, if awarded, is calculated from it.

If the SSA decides a beneficiary cannot manage their own payments — common for minor children and legally incompetent adults — it appoints a representative payee to receive and manage the money.14Social Security Administration. Frequently Asked Questions for Representative Payees Holding power of attorney does not make you a payee automatically. You apply separately through the SSA for that role.

What Happens After You Apply

The Social Security field office forwards your file to North Carolina Disability Determination Services, a state agency that handles the medical review for the SSA.15NC DHHS. Disability Determination Services DDS medical and psychological consultants review your clinical evidence against federal disability criteria.16Social Security Administration. Disability Determination Process If your records are thin, DDS will contact your providers for more.

Most initial decisions take three to six months. You can track yours through a “my Social Security” account. The outcome arrives by mail in a formal Notice of Decision.

If DDS cannot decide based on records alone, it will schedule a consultative examination with an independent doctor at no cost to you. Attend it. Missing a CE without good cause almost always leads to a denial because the SSA will decide on the file as it stands.17Social Security Administration. POMS HA 01250.024 – Claimant Does Not Attend or Refuses to Undergo a Consultative Examination

Certain severe conditions qualify you for immediate payments while DDS finishes its review. These “presumptive disability” categories include amputation of a leg at the hip, total deafness, total blindness, ALS, Down syndrome, and conditions causing complete inability to perform basic self-care.18eCFR. 20 CFR Part 416 Subpart I – Impairments That May Warrant a Finding of Presumptive Disability or Presumptive Blindness If one applies, raise it with the SSA representative when you apply.

If Your Claim Is Denied

Roughly two-thirds of initial SSI disability claims are denied. A denial is not the end. The SSA has four appeal levels, and you must move through them in order.19Social Security Administration. Understanding Supplemental Security Income Appeals Process

  • Reconsideration. A different SSA examiner reviews your file, including any new evidence. You have 60 days from the denial notice to request it.20Social Security Administration. Request Reconsideration
  • Hearing before an Administrative Law Judge. If reconsideration is denied, you have 60 more days to request a hearing. Many claims denied on paper are approved here because you appear in person, often with a representative, and explain your limitations directly.21Social Security Administration. SSA Hearing Process
  • Appeals Council review for legal errors in the ALJ’s decision.
  • A civil suit in federal district court.

The 60-day deadlines are firm. Extensions require a convincing reason. The single most useful thing you can do at any appeal stage is add new medical evidence — recent treatment records or a specialist opinion that directly addresses why you cannot work.

North Carolina Special Assistance for Adult Care Home Residents

North Carolina does not add a state supplement to every SSI check. The state does run a separate program, State-County Special Assistance, for people in licensed adult care homes. It is authorized under North Carolina General Statutes Section 108A-40 and administered by county departments of social services.22North Carolina General Assembly. North Carolina Code 108A-40 – Authorization of State-County Special Assistance Program

For 2026, the Basic Rate is $1,397 per month and the Enhanced Rate (for residents needing a higher level of care) is $1,792 per month.23NC DHHS. Special Assistance Change Notice January 2026 Those payments go toward the cost of the adult care home, with a small personal needs allowance set aside for the resident.

To apply, contact the Department of Social Services in the county where you live or where the adult care home is located.24NC DHHS. State and County Special Assistance for Adult Care Home Residents The county uses state forms separate from the federal SSI application. You will need proof of North Carolina residency, documentation of all monthly income (including your federal SSI payment), and verification that the facility is licensed by the NC Department of Health and Human Services. Social Security offices do not handle these state forms.
