To apply for SSI in Texas, contact the Social Security Administration directly — online at ssa.gov, by phone at 1-800-772-1213, or at your local Social Security field office. Who Qualifies
You have to fit one of three categories: 65 or older, blind, or disabled. Age alone qualifies you on the medical side — no proof of disability is required once you turn 65. Blindness means central visual acuity of 20/200 or less in your better eye with corrective lenses, or a visual field of 20 degrees or less. Disability means a medically determinable physical or mental condition that prevents substantial gainful activity and is expected to last at least 12 continuous months or result in death.3Social Security Administration. Substantial gainful activity is measured in monthly earnings. In 2026, that threshold is $1,690 for non-blind applicants and $2,830 for blind applicants.4Social Security Administration. Substantial Gainful Activity Earning consistently above those figures generally means the SSA will not consider you disabled, regardless of your diagnosis.
You must also be a U.S. citizen or a qualifying noncitizen such as a lawful permanent resident, and you must actually live in Texas or another U.S. state. Resource Limits
Countable resources cannot exceed $2,000 for an individual or $3,000 for a married couple.6Social Security Administration. Several major assets do not count:
- The house you live in and the land it sits on, with no cap on value
- One vehicle used for transportation, regardless of value
- Up to $1,500 per person set aside for burial expenses

Property you are actively trying to sell is also excluded while you make reasonable efforts, and jointly owned real estate that cannot be sold without causing another owner to lose their housing stays off the count.9Social Security Administration. Excluded Resources
Income Rules
SSI does not have a single income cutoff. Your benefit is reduced as your income rises, using a formula that treats wages and self-employment more favorably than unearned income like pensions or Social Security retirement. For unearned income, the SSA ignores the first $20 per month. For earned income, it ignores the first $65 (plus any unused portion of the $20 general exclusion) and then counts only half of the rest.10Social Security Administration. Documents to Gather Before You Apply
Missing paperwork is one of the most common reasons for delay. Have the following ready:
- Your Social Security number and an original birth certificate. If you do not have one, religious or school records showing your date of birth may work.
- Proof of citizenship or qualifying immigration status: a U.S. passport, birth certificate showing U.S. birth, or permanent resident card.
- Bank statements for every account, information on any property you own, vehicle titles, and details on life insurance policies including cash surrender values.8Social Security Administration. SSI Spotlight on Resources
- Pay stubs, pension statements, benefit award letters, and records of any other income.
- For disability or blindness claims: names, addresses, and phone numbers of every doctor, hospital, or clinic that has treated you, approximate treatment dates, and a list of current medications and dosages.11Social Security Administration. You do not need to pull your own medical records. The SSA contacts your providers directly using an authorization you sign during the application.12Social Security Administration. More Info: Medical Evidence
Be ready for one question in particular: whether you gave away or sold anything for less than its fair market value in the 36 months before filing. If you did, you can be disqualified for up to 36 months depending on what you transferred.13Social Security Administration. Three Ways to File
- Online. If you are applying based on disability, start at ssa.gov. The online tool lets you begin the disability application and schedule a follow-up interview.16Social Security Administration. SSI Application Process and Applicants’ Rights
- By phone. Call 1-800-772-1213 (TTY 1-800-325-0778) between 7 a.m. and 7 p.m., Monday through Friday, to schedule a telephone interview.

The main application is Form SSA-8000-BK, but you do not fill it out yourself. An SSA staff member completes it based on the answers you give during your interview.18Social Security Administration. Form SSA-8000-BK
The Protective Filing Date
The day you first contact the SSA about applying — online, by phone, or in person — can become your protective filing date. It locks in when your benefits start if you are approved, even if it takes weeks to finish the full application.19Social Security Administration. Every day you wait costs money. Make the initial contact now, even if you have not gathered every document.
What Happens After You File
The SSA forwards disability and blindness claims to Texas Disability Determination Services, a state agency operating under federal rules. DDS specialists review your medical records, contact your providers if they need more, and decide whether your condition meets SSA’s definition of disability.20Texas Health and Human Services. If existing records are not enough, DDS may schedule a consultative examination with an independent physician. The SSA pays for it. Skipping the appointment almost guarantees a denial for failure to cooperate, so keep the date or reschedule immediately if you cannot make it.
Plan on three to five months from filing to decision. You will receive a letter explaining either your monthly payment amount or the specific reasons for denial.
Presumptive Disability Payments
Certain severe conditions qualify you for up to six months of immediate SSI payments while DDS finishes its review. Qualifying conditions include amputation of a leg at the hip, total deafness or blindness, ALS, Down syndrome, end-stage renal disease requiring dialysis, and terminal illness with a life expectancy of six months or less, among others.21Social Security Administration. Living Arrangements Can Reduce Your Payment
Where you live and who pays your bills affects the amount of your check. The SSA treats free or reduced-cost food and shelter as “in-kind support and maintenance,” which counts as unearned income. Living in someone else’s household and paying less than your fair share of housing costs triggers the “one-third reduction rule,” which cuts the federal benefit rate by one-third — roughly $331 in 2026, dropping the maximum payment from $994 to about $663.22Social Security Administration. Understanding Supplemental Security Income Living Arrangements If you live in your own place but someone helps with rent or groceries, a different, smaller reduction applies. Paying your fair share of household expenses, and keeping receipts or a written agreement showing it, avoids the reduction.
Automatic Medicaid and the Texas Nursing-Home Supplement
Once the SSA approves your SSI claim, it notifies the Texas Health and Human Services Commission through an automated data exchange. HHSC certifies you for Medicaid and mails you a Your Texas Benefits Medicaid card. No separate application. No additional eligibility screening.1Texas Health and Human Services. Texas does not add a general state supplement on top of the federal SSI payment. The state supplement is narrowly limited to people living in Medicaid-funded long-term care facilities such as nursing homes. When you enter one, your federal SSI drops to $30 per month as a personal needs allowance, and HHSC adds $45 to bring the total to $75.23Texas Health and Human Services. If Your Claim Is Denied
More than half of initial SSI disability claims are denied. You have 60 days from the date you receive the denial notice to request an appeal.24Social Security Administration. Understanding Supplemental Security Income Appeals Process There are four levels:
- Reconsideration. A different SSA reviewer examines your file from scratch. You can submit new medical evidence. File using Form SSA-561-U2.
- Hearing before an Administrative Law Judge. If reconsideration is denied, request a hearing. You appear before an ALJ in person or by video, present your case, and can bring witnesses. You may hire an attorney or representative, and many disability attorneys work on contingency.
- Appeals Council review. If the ALJ denies you, the Appeals Council in Virginia can grant your claim, send it back for a new hearing, or uphold the denial.
- Federal court. As a last resort, file a civil lawsuit in U.S. District Court.
The one thing that decides most appeals is new medical evidence. A reconsideration with no additional documentation almost always produces the same result. If your condition has worsened, get updated records. If your doctor has not clearly documented your functional limits — how far you can walk, how long you can sit, how often pain interrupts daily activity — ask them to write a detailed statement. The medical file is where most denied claims fall apart, and it is the piece you can actually influence.
