How to Apply for Utah Residency: License, Vehicle, and Voting

To establish residency in Utah, you move here with the intent to make it your permanent home and then document that intent: get a Utah driver’s license, register any vehicle you own within 60 days, register to vote if you’re eligible, and file your next tax return as a Utah resident. There is no single residency application. Residency is proved through the paper trail these steps create.

What Utah Counts as Residency

Utah anchors residency to “domicile,” which is the place you consider your permanent home even when you travel or spend time elsewhere. You can only have one domicile at a time, and once Utah becomes yours, it stays your domicile until you affirmatively adopt a new one in another state.1Utah State Tax Commission. Tax Training – Income Tax Residency, Domicile and Special Instructions For income tax purposes, you’re a Utah resident for any portion of the tax year you’re domiciled here.

No single act proves domicile on its own. Agencies look at the whole picture: where you keep your belongings, where your family lives, where you work, and where you carry out civic obligations like voting. The more ties you build in Utah and the more you sever with your previous state, the stronger your standing.

The Core Steps That Prove You Live Here

Every action below builds documentation that state agencies, employers, and schools will later ask for.

  • Get a Utah driver’s license or state ID. This is the single most important document, and it requires surrendering any license you hold from another state.
  • Register any vehicle titled in your name in Utah.2University of Utah Admissions. Residency Frequently Asked Questions
  • Register to vote in Utah if you’re eligible.
  • Update your mailing address with banks, employers, the U.S. Postal Service, and the IRS.
  • Take a job with a Utah employer, or enroll children in Utah schools.

Cutting old ties matters as much as building new ones. A license, vehicle registration, or voter registration still on file in another state undercuts your claim to Utah domicile, and universities in particular verify that those connections are gone.

Documents you’ll be asked to produce along the way include utility bills in your name at your Utah address, a lease or property deed, bank or credit card statements from a Utah account, pay stubs from a Utah employer, and your voter registration confirmation.

Getting Your Utah Driver’s License

Apply in person at a Driver License Division (DLD) office. There is no online option for an original license. Bring documents in four categories:

  • Identity and lawful presence: a valid U.S. passport, certified birth certificate, permanent resident card, or naturalization certificate.
  • Social Security verification: your Social Security card, a W-2, or an SSA-1099 showing your full number.
  • Two proofs of Utah residency: items like a utility bill, bank statement, rental contract, mortgage document, property tax notice, or vehicle title showing your name and Utah address.

Documents need to display your name and principal Utah address, and anything more than 90 days old may need extra review before it’s accepted.3Utah Department of Public Safety Driver License Division. Required Documents to Obtain a Utah License or Identification Card Non-citizens with lawful status provide an Employment Authorization Document or foreign passport with a valid visa and I-94, plus proof of their specific immigration status, all of which is verified through the federal SAVE system.

Utah Code 53-3-105 – Fees for Licenses, Renewals, Extensions, Reinstatements, Rescheduling, and Identification Cards If you already hold a valid license from another state, you’ll take a written knowledge test but generally won’t need a driving skills test.

Registering Your Vehicle Within 60 Days

You have 60 days from arriving in Utah to transfer your title and registration.6Utah State Tax Commission. Registering Your Vehicle in Utah Handle it at a Division of Motor Vehicles office or a county assessor’s office. Bring your existing vehicle title (unless a lienholder is holding it), your most recent registration from your prior state, and proof of Utah auto insurance. Every vehicle titled or registered in Utah for the first time also needs a VIN inspection, which a DMV employee can perform on site.

Insurance Minimums

Your policy has to meet Utah’s minimum liability limits before you can register. For policies issued or renewed on or after January 1, 2025, those minimums are $30,000 for bodily injury to one person, $65,000 for bodily injury to all persons in a single accident, and $25,000 for property damage.7Utah Legislature. Utah Code 31A-22-304 – Motor Vehicle Liability Policy Minimum Limits Utah also requires personal injury protection (PIP), which covers your own medical expenses regardless of fault. If your former state’s minimums were lower, call your insurer before your registration appointment.

Registration Fees

Utah charges an age-based uniform fee on passenger vehicles, running from $150 for the newest models down to $10 for vehicles with a model year of 2010 or older. Mid-range vehicles fall in between: roughly $110 at four to six years old, $80 at seven to nine, and $50 at ten to twelve. Motorcycles, motor homes, and trailers each have their own fee schedules, and your county may add local fees on top.8Utah Legislature. Utah Code 41-1a-1206 – Registration Fees

Inspections

Safety inspections were removed for most passenger vehicles in 2018 and now apply only to rebuilt salvage vehicles, first-time street-legal ATV registrations, and certain commercial vehicles. Emissions inspections depend on your county. Five counties require them: Salt Lake, Davis, Utah, Weber, and Cache. In the first four, vehicles less than six years old need testing every two years and older vehicles generally test annually. Cache County exempts vehicles less than six years old and tests older ones biennially. Electric vehicles and motorcycles are exempt statewide.9Utah State Tax Commission. Vehicle Inspections Outside those five counties, no emissions testing is required.

Registering to Vote

Registering to vote reinforces your domicile claim. You must be a U.S. citizen, at least 18 on or before election day, and a Utah resident for at least 30 continuous days before the election.10Utah Legislature. Utah Code 20A-2-101 – Voter Qualifications Seventeen-year-olds who’ll turn 18 by the general election can register for the primary that precedes it.

Register online, by mail, or in person at a county clerk’s office. Online registration requires a valid Utah driver’s license or state ID, and the address on your DLD record must match the one on your registration. By mail or in person, you provide your Utah license or ID number, or the last four digits of your Social Security number. The registration deadline is generally 11 days before the election; the deadline for Utah’s June 23, 2026 primary is June 12, 2026.11Utah Lieutenant Governor. Learn How to Register to Vote

Filing Taxes After You Move

Utah levies a flat-rate individual income tax on all taxable income. In the year you move, you file as a part-year resident with both Utah and your former state, allocating income based on where you lived when you earned it.

Utah’s individual return is Form TC-40, and part-year residents attach Schedule TC-40B to split income. Wages generally follow where you worked. Interest and dividends are typically allocated by how many months you lived in each state. Rental income follows the property’s location regardless of where you live. Most states offer a credit for taxes paid to another state so the same income isn’t taxed twice; check whether your former state or Utah provides it in your situation.

Update your address with the IRS using Form 8822, by writing the new address on your next federal return, or by sending a signed written statement with your full name, old address, new address, and Social Security number to the IRS office where you last filed.12Internal Revenue Service. Address Changes A U.S. Postal Service forwarding order alone isn’t reliable. Address changes take four to six weeks to process.

In-State Tuition Has a Higher Bar

Being a Utah resident for everyday purposes doesn’t automatically qualify you for in-state tuition. Under the “one-year rule,” you must maintain continuous Utah residency for 12 full months before the first day of classes for the term you want resident tuition.2University of Utah Admissions. Residency Frequently Asked Questions During that year, evaluators expect all three core ties in place: a Utah driver’s license, Utah vehicle registration if you own a vehicle, and Utah voter registration if you’re eligible.

Students who moved primarily to attend school face heavier documentation. Schools may ask for monthly proof of physical presence — 12 consecutive utility bills, pay stubs, or rental agreements — plus federal and state tax returns filed as a Utah resident. If you’re claimed as a dependent, your parent’s residency and tax filing status may control instead of your own.13Salt Lake Community College. Utah Residency for Tuition Purposes

Things That Are Easy to Forget

Estate planning documents deserve a look after you move. Utah is an equitable distribution state, meaning courts divide marital property fairly but not necessarily equally.14Utah Courts. Property Division – Divorce If you’re arriving from a community property state such as California, Arizona, or Texas, the framework governing your assets has changed, and a will or trust drafted under community property rules may not operate the way you expect. Powers of attorney and advance medical directives are state-specific too. Check whether the person you named as executor is eligible to serve under Utah law.

If your job requires a state-issued professional license, you can’t practice on your out-of-state license. Utah requires out-of-state professionals to apply through the relevant licensing board, typically with proof of a current license in good standing, an application fee, and sometimes Utah-specific exams or coursework. Teachers, for example, may need additional assessments or training even with years of experience. Utah does offer expedited reciprocity for military spouses with valid professional licenses from other states. Start early: boards can take weeks or months, and you can’t legally work in the meantime.
