To approve your IHSS provider’s timesheet as a recipient, review the hours your provider has entered for the pay period, confirm they match the work actually performed and stay within your authorized maximums, and then sign off through the Electronic Services Portal at etimesheets.ihss.ca.gov, the Telephone Timesheet System, or by signing a paper SOC 2256 form that gets mailed to the processing facility in Chico. Your approval is what triggers payment. Without it, your provider doesn’t get paid.
What to Have in Front of You
Pull a few things together before you log in or pick up the phone. Your seven-digit IHSS case number identifies your care plan, and your provider’s nine-digit provider number ties them to your authorized services. Both appear on county IHSS correspondence and inside the Electronic Services Portal once you’ve registered.
You also want your Notice of Action, or the SOC 2271 notification sent to your provider, which lists your maximum authorized monthly hours and your maximum weekly hours.1California Department of Social Services. IHSS Provider Notification of Recipient Authorized Hours and Services and Maximum Weekly Hours When you look at the timesheet, those caps are what you’re comparing the entered hours against. If a week goes over the authorized maximum without prior county approval, your provider risks a violation and may not be paid for the excess.
Each month runs on two pay periods: the 1st through the 15th, and the 16th through the last day of the month.2California Department of Social Services. IHSS Provider Resources One timesheet covers one pay period. Entries should only reflect days inside that window.
The Three Ways to Approve
California gives you three approval methods, and all three carry the same weight. Pick whichever fits how you prefer to handle paperwork.
Electronic Services Portal
The Electronic Services Portal (ESP) at etimesheets.ihss.ca.gov is the fastest route. Register by clicking “Register Here” and working through the prompts.3California Department of Social Services. Electronic Services You’ll need your name, date of birth, seven-digit case number, an active email address, and the last four digits of your Social Security number or Individual Taxpayer Identification Number.4Riverside County Department of Public Social Services. Electronic Services Portal Registration Frequently Asked Questions During registration you create a PIN, and that PIN becomes your electronic signature.
When your provider submits a timesheet electronically, it shows up in your portal for review. Log in, open the timesheet review screen, check the daily hours against what your provider actually worked, and click Approve. The system returns a confirmation number worth saving. If something looks wrong, reject the timesheet instead, and your provider can correct and resubmit it.
Telephone Timesheet System
If you don’t have reliable internet, the Telephone Timesheet System (TTS) lets you approve by phone. Before your first call, contact your county IHSS office to enroll and create a Recipient Authentication Number, which acts as your phone PIN. Then call (833) 342-5388 to review and approve the timesheet your provider has submitted.5San Diego Public Authority. Electronic Services The automated system reads the reported hours back to you, and you confirm with the keypad. Your provider still submits the timesheet electronically through the ESP; TTS covers only your approval step.
Paper SOC 2256
The paper option is form SOC 2256. Your provider fills in daily hours on the front, and both of you sign in ink. Keep the paper flat; folds that cover the barcodes or signature areas get the form kicked back, because the processing facility relies on automated scanning.
Mail the signed form to the Timesheet Processing Facility in Chico, California, at the address printed on the form itself. Paper is the slowest route because you’re adding mail time on top of processing time, and timesheets should go out as soon as possible after each pay period ends.6California Department of Social Services. Completing Your Timesheet
When Your Approval Becomes a Paycheck
Timesheets are due as soon as possible after the 15th and after the last day of each month.6California Department of Social Services. Completing Your Timesheet There’s no hard cutoff that voids a late timesheet, but every day of delay pushes the paycheck back by at least that much. Electronic approvals reach Chico instantly; paper arrives whenever the mail does.
Once the Timesheet Processing Facility in Chico has an approved, error-free timesheet in hand, payment is issued within ten working days.6California Department of Social Services. Completing Your Timesheet That clock starts when the timesheet is received, not when it was submitted or mailed. If ten working days pass with no payment, your provider should call the county IHSS office.7California Department of Social Services. IHSS Payroll Hearing The ESP also shows status updates, so you can see when a timesheet moves into the payment queue after your approval.
Why Timesheets Get Rejected
A rejected timesheet means no paycheck until it’s fixed and resubmitted. Most rejections come from a short list of avoidable problems you can catch before you approve:
- Hours over the authorized maximum. Weekly or monthly totals that exceed what your Notice of Action allows get flagged. Check the totals first.
- Missing or illegible signatures on paper forms. Both the recipient and the provider must sign in ink, and a signature obscured by a fold stops processing.
- Wrong pay period. Entries dated outside the current 1st–15th or 16th–end-of-month window will be rejected.
- Barcode or scanning problems. Paper forms that are torn, stained, or folded across the barcode can’t be read by the automated scanners. Start with a clean form if the original is damaged.
- Mismatched identification numbers. If the case number or provider number doesn’t match what’s on file, the claim can’t be linked to your care plan.
When the ESP rejects a timesheet, it tells you why. Fix that specific issue and resubmit; the ten-day processing clock restarts from the new receipt date.
If Someone Else Signs for You
If a disability, cognitive impairment, or other reason keeps you from reviewing or signing timesheets yourself, you can name an authorized representative to do it. The paperwork is form SOC 839, where you specify that the representative is authorized to sign your provider’s timesheets.8Riverside County IHSS. SOC 839 – Authorized Representative
One restriction matters here. If your authorized representative is also your provider, that person generally cannot sign their own timesheets, and you’ll need to name a different individual as the timesheet signatory. The same rule applies when a spouse or domestic partner serves as both your provider and authorized representative.8Riverside County IHSS. SOC 839 – Authorized Representative The person confirming the hours can’t be the same person who worked them.
Why Accuracy Matters
Approving hours that weren’t actually worked is Medicaid fraud, and the exposure runs to both the recipient who signs and the provider who claims the time. California’s Department of Health Care Services and county agencies have express authority to investigate fraud in the provision or receipt of IHSS services, and counties can investigate overpayments as small as $500.9California Legislative Information. California Code WIC 12305.82
Administrative consequences include termination from the IHSS program.9California Legislative Information. California Code WIC 12305.82 At the federal level, the False Claims Act allows penalties of up to three times the program’s loss plus $11,000 per false claim, and civil liability doesn’t require proof of intent to defraud; “deliberate ignorance” or “reckless disregard” of whether the information was true is enough.10Office of Inspector General. Fraud and Abuse Laws A provider convicted of Medicaid fraud faces mandatory exclusion from all federal health care programs for a minimum of five years on a first offense, ten years on a second, and permanent exclusion after a third.11U.S. Department of Health and Human Services Office of Inspector General. Background Information and Exclusion Authorities
The practical rule is simple. Approve only the hours your provider actually worked. If a number on the timesheet looks off, reject it and ask for corrected entries before you sign.
