To become a certified driving instructor in Michigan, you need to be at least 21 with a valid driver’s license, pass a fingerprint-based criminal background check, complete an approved four-course instructor preparation program, pass a state exam, and submit a $45 application to the Michigan Department of State. Certification is issued by the Secretary of State under the Driver Education Provider and Instructor Act (Public Act 384 of 2006), and the whole path takes several months from your first course to an issued certificate.
Who Qualifies to Apply

A fingerprint-based criminal background check is also mandatory. Your prints go to both the Michigan State Police and the FBI, and certain convictions disqualify you.4Michigan Legislature. Complete an Approved Instructor Preparation Program
Before you can apply for certification, you have to finish an instructor preparation program that the Secretary of State has approved. Programs are run by colleges, universities, or other entities that hold prior approval from the Department of State. The Michigan Driver and Traffic Safety Education Association is a professional group in the field, but it does not approve programs; that authority sits with the Department of State.5Michigan Department of State. - Driver task analysis
- Classroom and program knowledge
- Vehicle operation skills
- A supervised practicum with real students
That is at least eight semester hours of academic work in total. When you eventually apply for certification, you’ll need an official transcript from your approved program.7Michigan Legislature. Submit the Application and Pass the Exam
Once your preparation program is complete, you send an application packet to the Michigan Department of State. It collects your personal information, date of birth, driver’s license number and state of licensure, and home address. Certificate Classifications

- Teen (T) authorizes you to teach students under 18 in Michigan’s two-segment teen driver education program.
- Adult (A) authorizes you to teach students 18 and older.
- Truck (TR) authorizes you to teach commercial vehicle operation, and typically requires additional preparation and your own commercial driver’s license.
Most new instructors start with teen and adult, since those cover the bulk of students.
Conditional Certificates
If you’ve completed some of your preparation courses but not all of them, Michigan offers a conditional instructor certificate that lets you begin teaching under supervision while you finish the rest. What the Job Requires in the Car
You will not be teaching in your personal car. All behind-the-wheel instruction for teens and adults has to happen in a dual-controlled vehicle, meaning the car has a duplicate brake pedal (and clutch, if applicable) on the right front floorboard within reach of the instructor. Every training vehicle also needs signage identifying the driver education provider and displaying “Student Driver” in black block letters at least two inches tall on a school-bus-yellow background. If you hold a teen classification, know this rule going in: you cannot be alone in a training vehicle with a student under 18. There must always be at least three people in the car, including you, so in practice a second student rides along as an observer while the first drives. Only one student may sit in the front with you at a time, and the total number of occupants cannot exceed the vehicle’s installed seatbelts.9Michigan Department of State. Renewal and Continuing Education
Certification is not permanent. The Department of State emails you a renewal application about 60 days before your certificate expires. Renewal costs $45, paid the same way as your original application, and you have to submit it before the certificate lapses.10Michigan Department of State. Each renewal also requires proof that you completed an approved professional development course within the previous two years. If your certificate expires, you cannot legally provide instruction until the renewal goes through. Plan ahead. Approved professional development courses fill up, and last-month scrambling is how instructors lose income to a lapsed certificate.
Where You Can Actually Work
A Michigan instructor certificate does not let you freelance on your own. Students have to enroll through a licensed driver education provider, and the provider holds its own separate certificate from the Secretary of State.9Michigan Department of State. If your goal is to run your own driving school, you’ll need a provider certificate in addition to your instructor certificate.
