To become a CPL instructor in Michigan, you need to meet the state’s legal eligibility rules, earn certification through a recognized firearms training organization (most civilians go through the NRA or USCCA; MCOLES is reserved for law enforcement and military backgrounds), and be prepared to deliver an eight-hour course that satisfies MCL 28.425j.1Michigan Legislature. Michigan Code 28.425j – Pistol Training or Safety Program Everything else flows from those three pieces.
Who Qualifies to Teach
You must be at least 21 and a legal U.S. resident, with no felony conviction or any other offense that would make you ineligible for a concealed pistol license under Michigan law.2Michigan Commission on Law Enforcement Standards. CCW Civilian Pistol Safety Training Course Instructor Certification Federal law layers on its own disqualifiers, including convictions for crimes punishable by more than a year in prison and misdemeanor domestic violence offenses.3Bureau of Alcohol, Tobacco, Firearms and Explosives. Identify Prohibited Persons
This is not a one-time check. You have to stay in compliance for as long as you want to teach. A pending felony charge, a personal protection order, or a new disqualifying conviction will stop you from functioning as a state-recognized instructor. Certifying organizations and county clerks who process your students’ CPL applications verify instructor credentials, so a lapse in good standing will surface quickly.
Pick a Certifying Organization
Michigan law lets CPL training programs be certified by the state or by a national or state firearms training organization.1Michigan Legislature. Michigan Code 28.425j – Pistol Training or Safety Program Three organizations handle most of the instructor pipeline: the National Rifle Association (NRA), the United States Concealed Carry Association (USCCA), and the Michigan Commission on Law Enforcement Standards (MCOLES). Your background decides which door is open to you.
NRA Pistol Instructor
The NRA Pistol Instructor course is the most common civilian route. It runs about 16 hours in two parts: a Basic Instructor Training module on teaching methodology, and a pistol-specific module where you demonstrate range safety, organizational skills, and shooting proficiency.4NRA Firearm Training. Become An Instructor Before registering, you need to have completed the NRA Basics of Pistol Shooting course and show a solid firearm safety background. The course includes a pre-qualification shoot and a written exam, and the NRA Training Counselor running the session has to endorse you before certification is issued.
Sessions are hosted by regional Training Counselors, and you locate them through the NRA’s training portal. Costs usually fall between $200 and $400 depending on the counselor. Active NRA membership is required to keep your rating current.
USCCA Concealed Carry and Home Defense Fundamentals Instructor
The USCCA path combines an online classroom component with a two-day in-person course that includes live fire. USCCA membership is not a prerequisite. One rule catches new instructors off guard: you have to log at least 20 students per year to keep your credentials active. If you lapse, recertification runs around $300 and extends your status for another year.
MCOLES
MCOLES certification is not open to the general public. You must be a current or former MCOLES-certified law enforcement officer, a current or former officer certified in another state, a current or former federal law enforcement officer, or a current or former member of the U.S. Armed Forces.2Michigan Commission on Law Enforcement Standards. CCW Civilian Pistol Safety Training Course Instructor Certification On top of that, you need a firearms instructor training course of at least 40 hours registered with MCOLES or nationally recognized, and you must submit a lesson plan built around MCOLES training objectives plus show ongoing professional development in firearms law and technology.
MCOLES will not certify you if you were terminated from a law enforcement agency, allowed to resign in lieu of termination, or dishonorably discharged from the military.2Michigan Commission on Law Enforcement Standards. CCW Civilian Pistol Safety Training Course Instructor Certification For most civilians, that leaves the NRA or USCCA.
What Your Course Must Contain
Whichever body certifies you, every CPL course you deliver has to meet MCL 28.425j. The program must run at least eight hours: a minimum of five hours of classroom instruction and at least three hours on a firing range.1Michigan Legislature. Michigan Code 28.425j – Pistol Training or Safety Program
The classroom portion must cover:
- Safe storage, use, and handling of a pistol, including protection of child safety.
- Ammunition knowledge and the fundamentals of pistol shooting.
- Pistol shooting positions.
- Firearms and the law, including civil liability issues and the use of deadly force — this block must be taught by an attorney or an individual trained in the use of deadly force.
- Avoiding criminal attack and controlling a violent confrontation.
- All laws that apply to carrying a concealed pistol in Michigan.
Plan the deadly-force block carefully. If you are not an attorney and have not been trained specifically in use-of-deadly-force instruction, bring in a qualified guest instructor. Many CPL instructors partner with local attorneys or retired law enforcement professionals for that segment. Teaching it without the proper qualifications puts your certification at risk.
On the range side, the three hours must happen at an established firing range, and each student must fire at least 30 rounds.1Michigan Legislature. Michigan Code 28.425j – Pistol Training or Safety Program You can set a higher minimum; 30 is the statutory floor. The law doesn’t require students to bring their own pistol, so have loaners or a plan for anyone who shows up without one.
Issuing a Valid Certificate of Completion
When a student finishes, you issue a certificate. Michigan law dictates what has to be on it: your printed name and signature, and since December 2015, your telephone number, the name and phone number of the certifying organization, your instructor certification number, and the expiration date of your certification.1Michigan Legislature. Michigan Code 28.425j – Pistol Training or Safety Program The certificate must carry the statement: “This course complies with section 5j of 1927 PA 372.”
County clerks verify that the certificate is legitimate and that your credentials were active on the date of instruction, so an expired certification or paperwork error on your end will delay or block your students’ CPL applications. One timing point worth passing along: the training must have been completed within five years before the student applies.1Michigan Legislature. Michigan Code 28.425j – Pistol Training or Safety Program
Keeping Your Certification Active
Each organization sets its own renewal rules, and letting them lapse invalidates every certificate you issue after that point.
The NRA requires active membership and periodic renewal of your instructor rating. The USCCA requires at least 20 students taught per year; if you fall behind, recertification costs about $300 and includes practical demonstrations, shooting qualifications, and teach-back exercises. MCOLES expects ongoing professional development in firearms law, technology, and instructional methods.2Michigan Commission on Law Enforcement Standards. CCW Civilian Pistol Safety Training Course Instructor Certification
Staying current on Michigan firearms law is a separate obligation. Legislative changes, court decisions, and regulatory updates all affect what you teach in the legal and deadly-force portions. Build a habit of reviewing updates from the Michigan Legislature and Michigan State Police at least quarterly and refreshing your lesson plans.
Penalties for Signing Off on Students Who Didn’t Complete
MCL 28.425j makes it a felony to grant a certificate of completion to someone you know did not actually complete the course, and a felony for anyone to present a fraudulent certificate to a county clerk. Either offense carries up to four years in prison, a fine of up to $2,500, or both.1Michigan Legislature. Michigan Code 28.425j – Pistol Training or Safety Program
Michigan’s general forgery statute covers anyone who falsely makes or alters a certificate or public record with intent to defraud, with up to 14 years in prison.5Michigan Legislature. Michigan Compiled Laws 750.248 – Forgery of Public Record or Certificate Do not sign off on students who did not finish, did not show up, or did not fire the required rounds.
Is There Still a Market After Permitless Carry?
Michigan adopted permitless carry in 2023, so residents who may legally possess a firearm can now carry concealed without a CPL. The demand for training didn’t vanish with it. A Michigan CPL provides reciprocity with roughly 40 other states, which permitless carry does not. As of June 2025, the ATF determined that a Michigan CPL qualifies as a NICS alternative permit for possessing and transporting firearms, which streamlines future background checks.6Michigan State Police. Concealed Pistol Application and Instructions A CPL also removes the need for a separate pistol purchase permit and the return paperwork to local law enforcement after a handgun purchase.
What changed is who walks in the door. Your students are no longer people who must have training to carry legally; they’re travelers who want reciprocity, buyers who want the purchase convenience, and people who want real instruction. Marketing has to speak to those benefits rather than lean on a mandate that no longer exists.
Insurance and the Business Side
Teaching people to shoot creates real liability. If a student is injured on the range, or if someone later alleges negligent instruction, professional liability coverage is what stands between you and personal exposure. Policies written for firearms instructors generally cover third-party injuries during training and allegations of negligent instruction. Annual premiums for a $1 million per occurrence / $2 million aggregate policy typically run a few hundred dollars, often with a small medical expense benefit and no deductible. Force-on-force coverage, if you teach defensive scenarios with simulated ammunition, usually costs extra.
Most CPL instructors operate as sole proprietors or form an LLC and report income and expenses on Schedule C of the federal return.7Internal Revenue Service. Instructions for Schedule C (Form 1040) Ordinary and necessary business expenses are deductible: training ammunition, range rental, insurance premiums, certification and renewal fees, printed materials, and a home office if you use part of your residence for administrative work. Document everything.
Range rental runs anywhere from around $25 per hour at some facilities to several hundred dollars for a full-day session. Price your course to cover ammunition, range time, insurance, and your hours. Many Michigan instructors charge between $75 and $150 per student for the eight-hour course, with local competition and your actual costs setting where you land.
