How to Become a Licensed Professional Counselor in Florida

To become a Licensed Professional Counselor in Florida, you pursue the Licensed Mental Health Counselor (LMHC) credential, because Florida does not issue a standalone LPC license. The path has five stages: earn a qualifying master’s degree of at least 60 semester hours, pass the National Clinical Mental Health Counseling Examination (NCMHCE), register with the state as a Mental Health Counselor Intern, complete two years of supervised post-master’s clinical work, and submit a licensure application to the Florida Board of Clinical Social Work, Marriage and Family Therapy, and Mental Health Counseling.¹

The term “Licensed Professional Counselor” does appear in Florida law, but only inside the Professional Counselors Licensure Compact, where it refers collectively to counselors from member states practicing across state lines. For anyone actually getting licensed to practice in Florida, LMHC is the credential.

Step 1: Complete a Qualifying Master’s Degree

You need at least a master’s degree in mental health counseling or a closely related field, totaling a minimum of 60 semester hours (or 80 quarter hours) of graduate coursework.² If your program is accredited by the Council for Accreditation of Counseling and Related Educational Programs (CACREP) and includes courses in human sexuality and substance abuse, the education requirement is satisfied.

If your program is not CACREP-accredited, the Board reviews your transcripts course by course. You need at least three semester hours in each of these eleven areas:

Counseling theories and practice
Human growth and development
Diagnosis and treatment of psychopathology
Human sexuality
Group theories and practice
Individual evaluation and assessment
Career and lifestyle assessment
Research and program evaluation
Social and cultural foundations
Substance abuse
Legal, ethical, and professional standards in mental health counseling

Beyond those eleven, you need three additional semester hours in diagnostic processes covering differential diagnosis and the DSM.² Research credits, thesis work, and fieldwork hours do not count toward these content-area minimums.

Your program must also include at least 700 hours of supervised clinical practicum, internship, or field experience, with at least 280 hours of direct client contact. These practicum hours are separate from the post-master’s supervised experience you complete later. You cannot double-count them.

Step 2: Pass the NCMHCE

Florida requires a passing score on the National Clinical Mental Health Counseling Examination (NCMHCE). You do not need Board approval before sitting for the exam, which surprises many applicants. You apply directly through the Center for Credentialing and Education (CCE), submitting its exam application along with an official transcript showing your conferred master’s degree.³

The exam is built around eleven case studies that simulate clinical work with clients over time, from intake through multiple sessions. Each case includes a narrative followed by 9 to 15 multiple-choice questions, totaling 130 to 150 questions. You get 255 minutes.⁴ The content spans professional practice and ethics, intake and assessment, treatment planning, counseling skills and interventions, and core counseling attributes.

If you fail, you can retake it after a three-month wait. Once you pass, have the official score sent to the Florida Board.

Step 3: Register as a Mental Health Counselor Intern

Before you log a single hour of post-master’s supervised experience in Florida, you must register with the Board as a Registered Mental Health Counselor Intern. Hours accumulated before registration do not count toward licensure.² This is one of the more expensive mistakes to make.

Registration costs $150 and is non-refundable. You submit an official transcript and a letter from a Board-approved qualified supervisor confirming the supervision arrangement, including the supervisor’s license number and original signature. You also complete electronic fingerprinting for a background check, a requirement added after the 2024 legislative session.⁵

Incomplete applications expire one year from filing. The Board will not hold them open longer than that.

Step 4: Complete the Supervised Clinical Experience

Once your intern registration is active, you need at least two years of post-master’s clinical experience. That includes a minimum of 1,500 hours of direct face-to-face client contact spread over at least 100 weeks.⁶ The 100-week minimum means you cannot compress two years of experience into a shorter calendar period, even if you hit the client-hour count faster.

During those two years you receive at least 100 hours of supervision, with sessions of at least one hour occurring no less than every two weeks. If you work in a private practice setting, a licensed mental health professional must be physically on the premises whenever you provide clinical services as an intern.²

If your master’s program was not CACREP-accredited and your transcripts were missing required content-area courses, your supervision clock does not start until you have completed at least seven of those courses, one of which must be psychopathology or abnormal psychology.²

Who Can Supervise You

Not every licensed clinician qualifies. A qualified supervisor must hold an active Florida license as a mental health counselor, clinical social worker, marriage and family therapist, or psychologist. Beyond the license itself, the supervisor needs at least five years of clinical experience (two of which can come from a post-master’s internship) and specialized training in clinical supervision, whether through a graduate course, a continuing education course, or a recognized credential like the Approved Clinical Supervisor (ACS) designation.⁷ Verify these credentials before you sign on.

Keep Your Own Records

All supervised experience must be documented on the Verification of Clinical Experience form (DH-MQA 1181), completed and signed by your supervisor.⁸ Maintain detailed logs in real time. Reconstructing two years of supervision records from memory is much harder than keeping them as you go.

Step 5: Apply for LMHC Licensure

Once education, exam, and supervised experience are complete, you submit a formal licensure application through the Department of Health. You include official transcripts, the Verification of Clinical Experience form, and proof of your passing NCMHCE score.

Florida law requires the Board to review your initial application within 30 days of receipt.¹⁰ If something is missing, the Board issues a deficiency letter, and you have one year from the original filing date to cure it before the application expires.⁵

If You Are Already Licensed in Another State

You may not need to repeat the whole process. Florida offers licensure by endorsement under Section 456.0145, applied to Chapter 491 professions.¹¹ Your education and experience must be substantially equivalent to Florida’s, meaning your graduate program should meet the 60-semester-hour threshold and your licensing exam should be comparable to the NCMHCE. You submit to a background screening, pay the required fees, and arrange for official license verification to be sent directly from your current state’s licensing authority.

A note on the Counseling Compact: Florida joined the Professional Counselors Licensure Compact after House Bill 1521 passed in 2022, and this is where the “Licensed Professional Counselor” terminology enters Florida statutes.¹² As of the Board’s most recent guidance, however, the Compact is still in development and applications for the privilege to practice are not yet available.¹³ For now, endorsement remains the practical route for out-of-state counselors seeking to practice in Florida.

Renewing Your License

The LMHC license renews every two years for a $115 biennial fee.¹⁴ The renewal cycle for this Board typically falls on March 31 of odd-numbered years.¹⁰

Each renewal period requires Board-approved continuing education, capped by statute at no more than 25 classroom hours per year.¹ The Board sets mandated topics by rule, and these have historically included prevention of medical errors, professional ethics and boundaries, and periodic courses on domestic violence and laws and rules. The mandated topics rotate, so check the Board’s current renewal instructions for the specific requirements applying to your cycle.

What It Costs in Total

The administrative fees add up faster than most people expect. Between intern registration ($150), the licensure application ($180), the NCMHCE exam fee, fingerprinting and background check costs, and official transcript orders, plan for several hundred dollars in state and testing costs before you are fully licensed. Professional liability insurance, which most employers and supervisors require during the internship period, typically runs $400 to $800 per year for early-career counselors. Mapping these out at the start is easier than absorbing them as surprises.
