How to Become a Tax Preparer in Arizona: PTIN, EFIN, and WISP

To become a tax preparer in Arizona, you need a federal Preparer Tax Identification Number (PTIN) from the IRS, because Arizona does not issue a state license for individual tax preparers.1Internal Revenue Service. Understanding Tax Return Preparer Credentials and Qualifications The PTIN costs $18.75 for 2026 and you can get it in a single online session.2Internal Revenue Service. PTIN Top FAQ 4 From there, you’ll add an Electronic Filing Identification Number if you plan to e-file, set up a business entity in Arizona, and put federal data-security and due-diligence safeguards in place before you take your first client.

Get Your PTIN

Federal law requires anyone who prepares returns for pay to hold a PTIN.3Office of the Law Revision Counsel. 26 USC 6109 – Identifying Numbers That applies whether you’re independent, work for a firm, or only prepare returns seasonally. Because Arizona adds no state credential on top, the PTIN is the one thing you cannot skip.

You apply through the IRS Tax Professional PTIN System at irs.gov. Have your Social Security Number ready, your legal name and business address, any professional credentials you already hold, and information on your personal tax compliance history, including any felony convictions. Online applicants receive the number immediately after paying the $18.75 fee. The paper alternative, Form W-12, takes four to six weeks.

Your PTIN expires December 31 every year. Renewal opens in mid-October through the same online system, and the 2026 renewal fee matches the new-application fee at $18.75.4Internal Revenue Service. Add an EFIN If You’ll E-File

There is no fee for the EFIN itself.5Internal Revenue Service. Set Up Your Arizona Business

Federal credentials in hand, the next job is a legal business in Arizona. Many preparers form a Limited Liability Company to keep personal assets separate from business liabilities. You create one by filing Articles of Organization with the Arizona Corporation Commission.7Arizona Legislature. Arizona Revised Statutes Title 29 – 29-3201 Formation of Limited Liability Company The standard fee is $50, or $85 for expedited processing.8Arizona Corporation Commission. Schedule of Fees – LLCs

Within 60 days of the Commission approving your Articles, Arizona requires you to publish notice of the LLC’s formation. The notice runs for three consecutive publications in a newspaper of general circulation in the county where your statutory agent’s street address sits.7Arizona Legislature. Arizona Revised Statutes Title 29 – 29-3201 Formation of Limited Liability Company In counties with populations above 800,000, which includes Maricopa, the Commission may handle the notice through its own public database instead.

If you want to trade under a name other than your LLC’s legal name, you can register a trade name with the Arizona Secretary of State. It isn’t required, but it puts the name on the public record.9Arizona Secretary of State. Trade Names and Trademarks

Arizona does not issue a statewide general business license.10Arizona Commerce Authority. Business Licensing Professional services like tax preparation are generally not subject to Arizona’s Transaction Privilege Tax, but if you also sell tangible products such as tax software, confirm with the Arizona Department of Revenue whether a TPT license applies. Many cities and towns do require their own local business license, and the rules split: some apply only to businesses physically located inside city limits, others apply to anyone doing business there. Check with the clerk’s office in each municipality where you’ll work before you take clients.

Put a Written Information Security Plan in Place

Federal law treats paid tax preparers as financial institutions for data-security purposes. The Gramm-Leach-Bliley Act and the FTC Safeguards Rule require you to develop, implement, and maintain a Written Information Security Plan (WISP) with administrative, technical, and physical safeguards for client data.11Federal Trade Commission. FTC Safeguards Rule – What Your Business Needs to Know The plan has to fit the size of your practice and the sensitivity of the data. At a minimum, designate someone to coordinate the program, identify the risks to client information, and test your safeguards on a regular schedule.12Internal Revenue Service. IRS, Security Summit Remind Tax Pros They Must Have a Written Information Security Plan to Protect Client Data

Keep a copy of every return you prepare, or at minimum a record showing the taxpayer’s name, identification number, tax year, and type of return, for three years after the close of the return period in which you presented the return for signature.13eCFR. 26 CFR 1.6107-1 – Tax Return Preparer Must Furnish Copy of Return or Claim for Refund to Taxpayer and Must Retain a Copy or Record

Meet Due Diligence Requirements on Credit Returns

Any return you prepare that claims the Earned Income Tax Credit, Child Tax Credit, American Opportunity Tax Credit, or head-of-household filing status triggers specific due-diligence duties. You complete Form 8867 (the Paid Preparer’s Due Diligence Checklist), run the credit calculations on the appropriate worksheets, make reasonable inquiries when a client’s information looks incomplete or inconsistent, and keep the supporting records for three years.14Internal Revenue Service. Due Diligence Law, Regulations and Requirements

Missing any piece of that for any one credit on any one return costs $650 per failure for returns filed in 2026.15Internal Revenue Service. Consequences of Not Meeting the Due Diligence Requirements A single return claiming multiple of these credits can draw multiple penalties, one for each credit you got wrong on diligence. If you employ other preparers, the firm can be held responsible for their failures too.

What a PTIN Does Not Let You Do

A PTIN alone lets you prepare and sign returns. It does not give you the right to represent clients before the IRS in audits, appeals, or collection matters.1Internal Revenue Service. Understanding Tax Return Preparer Credentials and Qualifications Two voluntary paths extend your authority.

The IRS Annual Filing Season Program (AFSP) is a yearly continuing-education program for preparers who are not CPAs, enrolled agents, or attorneys. Earning the Record of Completion gives you limited representation rights: you can represent clients whose returns you prepared and signed before IRS revenue agents, customer service representatives, and the Taxpayer Advocate Service, but not in appeals or collections, and not for returns you didn’t prepare.16Internal Revenue Service. AFSP – Record of Completion AFSP participants also appear in the IRS public directory of credentialed preparers.17Internal Revenue Service. Annual Filing Season Program

The Enrolled Agent (EA) credential is the highest the IRS issues. EAs have unlimited representation rights and can represent any taxpayer before any IRS division on any matter. Qualifying means holding a PTIN, passing all three parts of the Special Enrollment Examination within a three-year window, and clearing a suitability check on your tax and criminal history.18Internal Revenue Service. Become an Enrolled Agent

One more practical note: Arizona does not require tax preparers to carry errors and omissions insurance, but most preparers budget for it from the start because a single client claim can otherwise land entirely on you.

Penalties for Preparing Without a Valid PTIN

Preparing a return without a current PTIN, or signing one and leaving your PTIN off, triggers a penalty for each failure. The base statutory penalty is $50 per return and adjusts annually for inflation, with an annual cap that also adjusts.19Office of the Law Revision Counsel. 26 USC 6695 – Other Assessable Penalties With Respect to the Preparation of Tax Returns for Other Persons For returns filed in 2025, the adjusted figure was $60 per failure, capped at $31,500 per calendar year.20Internal Revenue Service.
