To become a Tennessee resident, you have to establish domicile: physically move to the state with the intent to make it your permanent home, and then back that intent with concrete actions. The two hard deadlines are 30 days for a Tennessee driver’s license and 30 days for vehicle registration. Everything else, from voter registration to updating your address with federal agencies, builds the paper trail that locks the change in.
What Tennessee Counts as Residency
Tennessee treats residency as a question of domicile. The Secretary of State defines your residence as the place where your habitation is fixed and where you intend to return during periods of absence. You can only have one domicile at a time.1Tennessee Secretary of State. Guidelines for Determining Residency
Two things establish domicile together: being physically present in Tennessee, and intending to stay permanently. Neither alone is enough. A vacation home you visit twice a year does not create domicile, and telling people you plan to move to Nashville someday does not either. The state looks at what you actually did, not what you said. Changing your driver’s license, registering to vote, opening local bank accounts, signing a lease or buying a home, and moving your belongings all serve as evidence of intent. The more ties you sever with your old state and create in Tennessee, the stronger your residency stands.
The 30-Day Clock
Tennessee gives new residents 30 days for two major obligations. You must apply for a Tennessee driver’s license within 30 days of establishing residency.2TN.gov. New Residents Your vehicle gets the same window: a passenger vehicle you own can legally operate on out-of-state registration for up to 30 days from the date you establish residency, after which it must be titled and registered in Tennessee.3Justia. Tennessee Code 55-4-101 – Registration Required Before Operation
The clock runs from the date you establish residency, not the date you first set foot in the state. If you spend two weeks house-hunting before signing a lease, the count starts when you move in. Do not push it. Driving on an expired out-of-state registration or without a valid Tennessee license after the grace period can produce a misdemeanor citation, and it creates a gap in your residency documentation that causes problems later.
Getting Your Tennessee Driver’s License
Your driver’s license is the single most useful residency document. It proves your identity, confirms your Tennessee address, and satisfies requirements for voter registration, vehicle titling, and county clerk transactions. If you hold a valid license from another state, you can exchange it for a Tennessee license without retaking the driving skills test, but you will need to pass a vision screening.
Where to Go
Apply in person at a Driver Services Center run by the Tennessee Department of Safety and Homeland Security. The state operates Full-Service Centers, which handle new applications, knowledge and skills testing, and all issuance services, and Express Service Centers, which only handle replacements and renewals.4TN.gov. Driver Service Locations and Appointments As a new resident, you need a Full-Service Center. County clerks and self-service kiosks cannot process first-time Tennessee applications.
What to Bring
Tennessee requires three categories of documentation:
- Proof of U.S. citizenship or legal presence, such as an official birth certificate issued by a U.S. state or territory, or a valid unexpired U.S. passport.
- Proof of Social Security number, meaning your Social Security card, a W-2 or 1099 from the last 12 months, or a payroll check stub.
- Two proofs of Tennessee residency, meaning two separate documents showing your name and Tennessee address.
Acceptable residency documents include a current utility bill (electric, water, gas, landline phone, or cable), a current bank statement, a mortgage contract or deed of sale, an unexpired auto or health insurance policy, a Tennessee vehicle registration or title, an employer verification letter on company letterhead with an original signature, a Tennessee voter registration card, or an IRS W-2 from the last 12 months. “Current” means dated within the past four months unless the document type says otherwise. Everything must be an original or certified copy; photocopies will not be accepted.5TN.gov. REAL ID – Required Documents
Rental leases have a special rule. A lease with wet ink or electronic signatures counts as only one proof of residency, and it must be accompanied by a signed letter from your landlord dated within the last 30 days.5TN.gov. REAL ID – Required Documents If a lease is your only proof of address, you will need a second document from the list above.
REAL ID
Federal REAL ID enforcement began on May 7, 2025. A Tennessee driver’s license is not automatically REAL ID compliant. You have to request the REAL ID version when you apply and bring the required documents. Without it, your license will be printed with “NOT FOR REAL ID ACT PURPOSES” on the front, which means it cannot be used to board domestic flights or enter federal buildings.6TN.gov. REAL ID Since you are already gathering the documents for a new-resident license, ask for the REAL ID version at the same visit.
Registering Your Vehicle
Vehicle registration goes through your local county clerk’s office, not the Driver Services Center. Bring your most current out-of-state registration and the name and address of your lienholder if you are still making payments. If you do not have that information, you will need to provide your out-of-state title instead. If your vehicle is paid off, bring the original title.7TN.gov. Registration New
You will also need a government-issued photo ID. If your ID was not issued by Tennessee, you must present two proofs of Tennessee residency along with it.8Nashville.gov. Apply for Vehicle Title and Registration That is one reason it pays to handle the license first: a Tennessee license satisfies the ID requirement without extra residency documents.
Fees and Sales Tax
Registration fees include the title fee, a standard registration fee, and a local wheel tax that varies by county. Expect the combined cost to fall somewhere around $60 to $80 for a standard passenger vehicle in most counties, though the exact amount depends on where you live.
The bigger cost surprise for many new residents is sales tax. If you bought your vehicle in another state and paid a lower sales tax rate than Tennessee’s, you owe the difference when you title the vehicle. If you paid no sales tax at all in the other state, the full Tennessee sales tax applies at titling.9TN.gov. VTR-37 – Sales Tax on a Vehicle Purchased out of State Tennessee’s combined state and local sales tax rate is among the highest in the country, so this can be a significant unexpected charge. Budget for it before heading to the county clerk.
Registering to Vote
Voter registration is one of the strongest signals of residency intent. You can register online, by mail (download the voter registration application and mail it to your county election commission), or in person at a county election commission office, county clerk’s office, public library, or register of deeds office. You can also register during transactions with several state agencies, including the Department of Safety’s motor vehicles division.10Tennessee Secretary of State. How to Register to Vote
Time it well and you can knock this out during your driver’s license visit. Online registration is faster once you already hold a Tennessee-issued ID.
Updating Federal Agencies
A new Tennessee address means updating records with agencies that will not learn about your move on their own.
File IRS Form 8822 to update your mailing address. If your last federal return was a joint return, both spouses must sign the form unless one spouse is establishing a separate residence. Tennessee residents send Form 8822 to the Department of the Treasury, Internal Revenue Service, Kansas City, MO 64999-0023. Processing typically takes four to six weeks.11Internal Revenue Service. Form 8822 Change of Address
If you receive Social Security benefits, update your mailing address through your my Social Security account online, or by calling 1-800-772-1213 (TTY 1-800-325-0778). Phone support runs Monday through Friday, 8 a.m. to 7 p.m.12Social Security Administration. Update Contact Information An outdated address can delay benefit payments or send important notices to the wrong place.
Submit a change-of-address request with USPS online at usps.com or at your local post office. Standard mail forwarding lasts 12 months, which gives you time to update banks, insurance companies, subscriptions, and anyone else who sends you mail.
Cutting Tax Ties With Your Old State
One of the biggest draws of Tennessee residency is the absence of a state income tax. Tennessee does not tax wages, salaries, freelance income, or retirement income. The state formerly levied the Hall Tax on interest and dividend income, but that was fully repealed as of 2021. Tennessee offsets this with a high sales tax rate, so the tax burden shifts from income to consumption. Property taxes, set by each county, tend to be moderate compared with high-income-tax states.
If you are moving from a state that levies income tax, establishing Tennessee domicile cleanly matters. States with income taxes have an incentive to argue you are still a resident, especially if you keep property, a mailing address, or business ties there. Most states apply a domicile analysis (where you intend to live permanently) and a statutory residency test (typically 183 or more days in the state while maintaining a home there). Working through the steps above — license, registration, voter registration, address changes, local bank accounts, updated insurance — comprehensively cuts those ties and reduces the risk of being taxed as a resident of two states at once.
In-State Tuition Is a Separate Test
Establishing residency for driver’s license and voting purposes does not automatically qualify you or your dependents for in-state tuition at Tennessee’s public universities. Tuition residency has its own, stricter requirements. You must have lived in Tennessee for at least one full year immediately before the semester begins, and that year must be for purposes other than attending college. The presumption is that a person who moves to Tennessee and immediately enrolls as a full-time student came for educational purposes, not to establish domicile. Someone working 30 or more hours per week in Tennessee may apply to take a part-time course load at the in-state rate before the one-year waiting period expires.13Tennessee Technological University. Military Members and Spouses
Active-duty service members and their spouses have federal flexibility civilians do not. The Servicemembers Civil Relief Act lets a military member keep a legal residence in a state different from where they are stationed. The Military Spouses Residency Relief Act extends this to spouses, allowing them to claim the same state of legal residence as their service member. The Veterans Benefits and Transition Act goes further, letting a spouse choose the service member’s home state even if the spouse has never lived there.15Military OneSource. The Military Spouses Residency Relief Act Military families who want Tennessee to be their domicile follow the same process as civilians. Those stationed here but keeping residency elsewhere cannot be forced to obtain a Tennessee license or pay Tennessee tax on military income.
A Workable Order
Start with the driver’s license, since a Tennessee ID simplifies every step that follows. Register your vehicle next to beat the 30-day deadline. Register to vote whenever it is convenient. Update your address with the IRS, Social Security Administration, and USPS. Open local bank accounts, transfer insurance policies, and update any professional licenses to your Tennessee address. Each action builds the paper trail that proves your domicile, and together they make your residency unambiguous to any agency that asks.
