To become a Washington State resident, you need to show that you intend to live here on more than a temporary basis, and the clearest way to do that is to get a Washington driver license and register your vehicle within 30 days of moving, then register to vote and move your address onto the rest of your paperwork. Washington has no waiting period and no single declaration form. Residency is triggered by what you do, not by how long you’ve been in the state, and different agencies apply different tests depending on what benefit or obligation is at stake.
How Washington Decides You’re a Resident
Under RCW 46.16A.140, you become a Washington resident when you demonstrate an intent to live here on more than a temporary basis. The statute lists several actions that count as evidence of that intent: registering to vote in Washington, receiving state public assistance, or declaring Washington residency to obtain a state license or resident tuition rates.1Washington State Legislature. p>The law also creates a presumption of residency if you meet at least two items on a separate checklist. Those include maintaining a home in Washington for personal use, holding a Washington driver license or resident hunting or fishing license, using a Washington address on your federal or state tax returns, and claiming Washington residency for purposes like holding public office. So the practical path to residency is to stack those factors deliberately. Get the license, register the car, register to vote, put your Washington address on your tax return. Each step both signals intent and creates a paper record you can point to later.
Get a Washington Driver License Within 30 Days
New residents have 30 days after moving to Washington to get a state driver license.2Washington State Department of Licensing. Get Your First License or Permit Do this first. The Department of Licensing (DOL) will not process your vehicle registration until you already hold a Washington license, so plan on two separate visits.
What to Bring
The DOL uses a tiered document system to verify identity. You can satisfy it with a single stand-alone document like a valid U.S. passport, or by combining lower-tier documents; a certified birth certificate, for example, is a B-List document that needs to be paired with something else. Fees and License Type
A first Washington driver license costs $111 for a six-year term or $131 for eight years. That’s a $50 application fee, a $10-per-year issuance fee, and a $1 technology fee.5Washington State Department of Licensing. Driver Licensing Fees There is no five-year option.
Think about which license you actually need. Since REAL ID enforcement began on May 7, 2025, a standard Washington license will not get you through a TSA checkpoint.6Transportation Security Administration. The EDL doubles as a land and sea border-crossing document for Canada, Mexico, and the Caribbean, but it requires proof of U.S. citizenship and proof of Washington residency on top of the standard identity documents.7Washington State Department of Licensing. Register Your Vehicle Within 30 Days
You also have 30 days after moving to register any out-of-state vehicle and get Washington plates.9Washington State Department of Licensing. Washington normally charges a use tax on vehicles brought into the state, but new residents are exempt for personal vehicles they’ve owned and operated for at least 90 days before crossing the state line. Owned it for less than 90 days? You’ll need to show that you already paid sales tax on the purchase. The exemption doesn’t cover boats, motor homes, trailers, or commercial vehicles.
Registration fees vary by vehicle weight, county, and whether you live in a Regional Transit Authority district. The base license tab fee is $30, with an additional $10 weight fee for most passenger vehicles, but local transportation taxes can push the total considerably higher. Miss the deadline and the penalty is real. Operating an unregistered vehicle on a public road is a traffic infraction with a mandatory $529 fine that a court cannot reduce or suspend. If a judge finds you intentionally kept your car registered elsewhere to dodge Washington fees and taxes, the offense becomes a gross misdemeanor punishable by up to 364 days in jail plus the $529 fine and a separate $1,000 fine.12Washington State Legislature. Register to Vote
Washington runs its elections by mail, so voter registration is both a residency step and the only way you’ll actually receive a ballot. You can register online at VoteWA.gov, by mailing a paper form to your county elections office, or in person at the county auditor’s office.13Washington Secretary of State. Online and mailed registrations must arrive at least eight days before an election. In-person registration stays open through Election Day itself.14Washington Secretary of State. Dates and Deadlines 2026 Because voter registration is one of the actions the residency statute names explicitly, doing this early also strengthens your paper trail if anyone later asks when you became a resident.
Move the Rest of Your Paperwork
Beyond the three headline steps, small changes accumulate into a solid residency record. Use your Washington address on your next federal tax return. Move your bank accounts, or at least open a local one. Update the address on your employment records. Sign a lease or record a deed in your name. These are the same categories universities look at when deciding tuition residency, and they’re the categories the DOL would look at if your intent were ever questioned.
Residency for Other Purposes Takes Longer
The 30-day driver license and vehicle steps make you a resident for motor vehicle purposes, but a few benefits use their own clocks. Don’t assume the license alone unlocks them.
For in-state college tuition, RCW 28B.15.012 requires that you maintain a domicile in Washington for at least one year immediately before the first day of the semester or quarter, and that the domicile was established primarily for reasons other than school.15Washington State Legislature. For a resident hunting or fishing license, you must have kept a permanent place of residence in Washington for at least 90 consecutive days, hold a Washington driver license or state ID, and not hold a resident hunting or fishing license in any other state.17Washington Department of Fish and Wildlife. What Changes Financially Once You’re a Resident
Washington does not tax personal or corporate income from wages, salaries, or business profits.19Washington Department of Revenue. Income Tax For anyone arriving from a high-income-tax state, that’s usually the biggest financial reason to establish residency here. But Washington is not a tax-free state, and a few things are worth planning for before you finalize the move.
Washington taxes long-term capital gains at 7% on gains above a standard deduction that is indexed annually (the 2025 threshold was $278,000). Gains over $1 million face a 9.9% rate, and the $1 million threshold isn’t indexed. Short-term gains and gains from the sale of real estate are excluded. This matters mainly if you’re selling significant investment assets.
The state base sales tax rate is 6.5%, and cities, counties, and transit districts add more on top. Combined rates run roughly from 7.5% to over 10% depending on where you live. Without an income tax, sales tax carries a heavier share of state revenue and you’ll feel it on everyday purchases.
Washington also imposes its own estate tax, separate from the federal one, and the threshold is much lower. For deaths occurring in 2026, estates valued above $3,076,000 must file a Washington estate tax return.20Washington Department of Revenue. Expect a Jury Summons
Once you register to vote or get a Washington driver license, your name enters the county jury pool. Washington courts draw jurors at random from voter registration rolls and DOL records combined.22Washington State Courts. A Juror’s Guide Eligibility requires being at least 18, a U.S. citizen, a resident of the county where you’re summoned, and able to communicate in English. A summons can arrive within weeks of registering, so don’t be surprised when it does.
