To become a wedding officiant in Utah, you need to fit into one of the categories Utah Code 81-2-305 authorizes to solemnize marriages. For almost everyone who isn’t already a judge, mayor, or military chaplain, that means one of two paths: get authorized by a religious denomination (online ordination counts), or ask the county clerk to designate you to perform one specific ceremony.1Utah Legislature. Utah Code Title 81 Chapter 2 Part 3 – Marriage License and Solemnization
You also have to be at least 18. Beyond that, Utah doesn’t make officiants register with the state, take a class, or pay a fee to the government. The work is in doing the ceremony correctly and returning the paperwork on time.
The Two Realistic Paths
Utah’s statute lists a long roster of people who can solemnize a marriage, including the governor, legislators, judges, mayors, county clerks, and military chaplains.1Utah Legislature. Utah Code Title 81 Chapter 2 Part 3 – Marriage License and Solemnization If you don’t already hold one of those roles, two categories are open to you:
- Any person 18 or older authorized by a religious denomination to solemnize marriages.
- A person the county clerk designates for a specific ceremony under Section 17-70-302.
The first is how most friends and family members become officiants. The second is a way to skip ordination entirely if you only ever plan to marry one couple.
Getting Ordained Online
The statute says you must be “authorized by a religious denomination,” but it doesn’t dictate how that authorization happens. No seminary, no congregation, no minimum years of service. The law simply looks at whether a denomination has authorized you.
Organizations like the Universal Life Church and American Marriage Ministries offer free or low-cost online ordination that meets this standard. After you’re ordained, save your ordination certificate and any credential letter the organization sends. Utah doesn’t require officiants to register with the state or any county, but a county clerk can ask for proof of your authorization, so keep the documentation accessible.1Utah Legislature. The County Clerk Designee Option
If ordination isn’t for you, ask the clerk in the county issuing the marriage license about being designated to perform one ceremony. Salt Lake County, for example, explains that couples can select someone to be authorized by the county clerk to officiate their wedding.2Salt Lake County. Marriage – Clerk
Procedures and fees vary by county. Call the clerk’s office well before the wedding date, since some counties want advance paperwork and none of them appreciate a last-minute request.
What You Have to Do at the Ceremony
Utah law requires five things for a marriage to be legally solemnized:3Utah Legislature. Utah Code 81-2-302 – Marriage Licenses Use Within State Expiration
- A valid marriage license issued by a Utah county clerk.
- Each person willingly stating, without duress, that they intend to marry the other.
- Any affidavits the county clerk required before the ceremony.
- Your pronouncement that the couple is married.
- At least two witnesses, both 18 or older, who see the declarations and the pronouncement.
Everything else is optional. There’s no required script, no mandated religious content, no minimum length. A short backyard ceremony is legally identical to an hour-long church service, as long as those five elements are all there.
Before the ceremony starts, check the license. It expires 32 days after issuance, and after that it’s void.4Utah Legislature. Utah Code 30-1-7 – Marriage Licenses Use Within State Expiration Confirm the names on the license match the couple’s identification, and confirm both parties are consenting freely. If anything looks coerced, don’t proceed.
You Must Be in Utah, and You Can’t Hand It Off
The officiant has to be physically present in Utah when the ceremony takes place. A Utah marriage license is only considered used within the state if the officiant is in Utah at the time of solemnization.1Utah Legislature. Utah Code Title 81 Chapter 2 Part 3 – Marriage License and Solemnization Officiating a Utah wedding over video from another state isn’t allowed.
You also can’t delegate. If you agreed to officiate and can’t make it, the replacement has to be independently authorized. The only exception is the county clerk, who can designate someone under the process described above.1Utah Legislature. Utah Code Title 81 Chapter 2 Part 3 – Marriage License and Solemnization One friend handing the role to another on the day of the wedding does not create a valid officiant.
Returning the License Within 30 Days
After the ceremony, fill in the marriage certificate section of the license. That includes the date and place of the ceremony and your signature. Both members of the couple sign, and so do at least two adult witnesses.5Utah Legislature. Utah Code 30-1-11 – Return of License After Ceremony Failure Penalty
You then have 30 days to return the completed license to the county clerk’s office that issued it. That deadline sits with you, not the couple. Some clerks accept returns by mail or online submission, but confirm the method with the issuing county, particularly if the wedding is in a different county than the one that issued the license.
Missing the 30-day deadline is an infraction under Utah law.5Utah Legislature. Utah Code 30-1-11 – Return of License After Ceremony Failure Penalty It carries a possible fine, and it delays the couple’s certified marriage certificate, which they may need for insurance, a name change, or immigration paperwork.
Tips If This Is Your First Time
Write the two required moments into your script where you can’t miss them: the couple’s declarations of intent, and your pronouncement. Every other element of the ceremony is decoration around those.
Bring two pens. Signatures happen right after the pronouncement, witnesses sign too, and someone always forgets.
If you were ordained online, keep the ordination certificate on your phone. Most clerks won’t ask, but the one time you’re asked without it is the time it matters. Look at a copy of the specific county’s license form before the wedding day so you’re not squinting at unfamiliar fields with guests watching.
