How to Buy Pseudoephedrine in Oregon: Limits, ID Rules, and Penalties

To buy pseudoephedrine in Oregon, you go to a pharmacy counter, show a government-issued photo ID, and let the pharmacist log the sale in a real-time tracking database. No prescription has been required since January 1, 2022, but the product still sits behind the counter, the buyer must be at least 18, and purchases are capped at 3.6 grams per day and 9 grams per 30 days.¹

What You Need at the Pharmacy Counter

Every sale goes through a pharmacist, pharmacy intern, or pharmacy technician. You cannot pull pseudoephedrine off a shelf. The product is stored in an area closed to the public, and only pharmacy staff can hand it to you.¹

Bring three things to the counter:

Proof you are 18 or older. The pharmacist verifies age before the sale.²
A valid government-issued photo ID. A driver’s license, state ID, passport, or military ID all work. The statute does not limit the ID to Oregon-issued documents, so an out-of-state license is accepted.¹
A few extra minutes. You will sign an electronic or written log showing the date, your name, and the amount transferred.¹

Non-liquid pseudoephedrine products come in blister packs holding no more than two doses per blister, or in unit-dose packets or pouches where blister packs aren’t feasible.²

Purchase Limits and How Tracking Works

Before the pharmacist rings up the sale, your information goes into the National Precursor Log Exchange (NPLEx), the electronic system Oregon’s Board of Pharmacy requires for all non-prescription pseudoephedrine transactions.³ The system checks your recent purchase history against Oregon’s limits in real time.

Submitted data includes your name, address, date of birth, your ID type and number, and the issuing agency. Pharmacies keep these records for at least two years.¹

Oregon’s caps match the federal Combat Methamphetamine Epidemic Act:

In practical terms, a standard 24-count box of 30 mg Sudafed contains 720 mg (0.72 grams) of pseudoephedrine. That means about five boxes in a single day and roughly twelve and a half boxes across 30 days. Most cold sufferers never come close.

If NPLEx flags a limit being exceeded, the pharmacist cannot complete the sale. A pharmacist can use a system override to proceed despite an alert, but must record that override in NPLEx. It is a professional judgment call, not something you can request.

When a Prescription Still Makes Sense

The behind-the-counter rules, electronic tracking, and gram limits do not apply when pseudoephedrine is dispensed under a prescription.² For someone with chronic sinus disease or severe allergies whose regular use would bump against the 9-gram monthly cap, a prescription lets the doctor authorize the quantity actually needed, and the pharmacy fills it like any other prescription. The same route can help if you need a higher-dose combination product.

What About Online or Mail Order

Oregon’s law is built around an in-person transaction. The statute requires the product to be transferred from behind the pharmacy counter, requires you to present ID to the pharmacist directly, and requires you to sign the log at the time of transfer.¹ Nothing in the law creates a channel for home delivery or online ordering of non-prescription pseudoephedrine.

Federal law permits mail-order sales under stricter caps (7.5 grams per customer per 30 days) with identity verification before shipment,⁴ but Oregon’s in-person requirement effectively closes that channel for state residents without a prescription.

Penalties If You Push the Limits

Violating Oregon’s pseudoephedrine rules is a Class A misdemeanor. That means up to 364 days in jail, a fine of up to $6,250, or both.⁵ The same charge covers several situations:

Buying more than 3.6 grams in a day or 9 grams in 30 days.¹
Visiting multiple pharmacies to accumulate pseudoephedrine beyond the limits (“smurfing”). NPLEx tracks purchases statewide in real time, so the system flags cumulative amounts regardless of which pharmacy you use.
Providing false information or fraudulent identification in the required records, which is separately punishable under Oregon’s controlled substances laws.⁶

Pharmacists and pharmacy staff who skip the verification or logging face the same misdemeanor charge personally. That is why the process is followed to the letter at the counter.

Alternatives You Can Grab Off the Shelf

If the counter process is not worth it for your situation, a few alternatives sit on regular store shelves with none of the tracking.

Phenylephrine tablets are the most common substitute, but there is a serious caveat. In September 2023 an FDA advisory committee unanimously concluded that oral phenylephrine is not effective as a nasal decongestant at recommended doses.⁷ The FDA has since proposed removing oral phenylephrine from the over-the-counter monograph, though the proposal had not been finalized as of early 2025.⁸ Phenylephrine nasal sprays were not part of that finding and remain considered effective.

Oxymetazoline nasal sprays (Afrin and generics) work quickly with no special purchase process. Using them for more than three consecutive days can cause rebound congestion, so they suit short-term cold relief rather than ongoing sinus issues.

Saline rinses and sprays, including neti pots and squeeze-bottle kits, contain no medication and physically flush mucus and irritants from the nasal passages. For mild congestion or daily maintenance, they are a reasonable first step and the only drug-free option with a meaningful track record.
