How to Calculate Sales Tax in Wisconsin: Rate, Base, and Exemptions

To calculate sales tax in Wisconsin, find the combined state and local rate that applies to the sale’s location, multiply it by the taxable price, and round to the nearest cent. The state rate is 5%, and most counties add 0.5%, so the typical combined rate is 5.5%. In the City of Milwaukee it climbs to 7.9%, and ten tourism-dependent municipalities add a premier resort area tax on top of the state and county rates.

The Three Steps

Say you’re buying a $250 item in a county with the standard 0.5% local tax.

  • Add the rates: 5.0% state + 0.5% county = 5.5%. As a decimal, that’s 0.055.
  • Multiply by the taxable price: $250.00 × 0.055 = $13.75.

Run the same $250 purchase inside the City of Milwaukee at 7.9%: $250.00 × 0.079 = $19.75 in tax, for a total of $269.75. Six dollars of the difference comes down to location alone.

Finding the Rate for Your Address

The state rate of 5% applies everywhere.2Wisconsin Department of Revenue. Tax Rates Two counties have not adopted the local tax, so purchases there are taxed at 5% flat.

Milwaukee is the big exception. Milwaukee County’s rate is 0.9% rather than 0.5%, and the City of Milwaukee layers on its own 2% city tax. Inside city limits the combined rate is 7.9%: 5% state, 0.9% county, 2% city.4Department Of Revenue. City of Milwaukee Sales and Use Taxes

Ten tourism municipalities add a premier resort area tax. Most charge 0.5%; the City of Wisconsin Dells and Village of Lake Delton charge 1.25%, which puts the combined rate in the Dells at 6.75% (5% + 0.5% + 1.25%). The other premier resort municipalities are the City of Bayfield, City of Eagle River, Village of Sister Bay, Village of Ephraim, Village of Stockholm, and the City of Rhinelander. What Counts as the Taxable Price

Tax applies to the total the seller receives, not just the sticker price. Some charges buyers expect to be separate are actually part of the taxable base.

  • Delivery charges on taxable goods are taxable, even when listed as a separate line on the invoice.7Cornell Law Institute. Wisconsin Administrative Code Tax 11.94
  • Installation fees for a taxable product are generally folded into the taxable amount.
  • Manufacturer coupons don’t reduce the taxable amount, because the retailer is reimbursed for the full price. Store coupons do reduce it.

There’s one notable deduction for vehicle buyers. When you trade in a motor vehicle on the purchase of another vehicle in the same transaction, the trade-in value is subtracted from the price before tax is calculated.8Wisconsin State Legislature. Wisconsin Administrative Code Tax 11.83(2)(a)

What’s Exempt So You Don’t Tax It

Before you calculate, make sure the item is actually taxable. Several everyday categories are not.

Other exemptions cover qualifying nonprofits and certain agricultural goods. For any exempt sale, the seller must collect a completed exemption certificate (Form S-211) from the buyer, either before the sale or within 90 days afterward. If the Seller Didn’t Charge Tax

Buying a taxable item without being charged Wisconsin sales tax doesn’t make the purchase tax-free. You owe use tax at the same combined rate that would have applied if the seller had collected it. The common situations are online orders from out-of-state retailers who aren’t registered in Wisconsin, items bought during out-of-state travel and brought home, and goods ordered from sellers outside the United States.12Wisconsin State Legislature.
