To cancel a license plate in Louisiana, use one of three channels run by the Office of Motor Vehicles: the online Express Lane portal, mail, or any OMV field office. One rule sits above all the others: cancel the plate before you cancel the vehicle’s liability insurance. Louisiana requires every registered vehicle to carry coverage, and reversing that order triggers reinstatement fees that start at $125 and climb from there.
The Three Ways to Cancel
Online is the fastest option. The OMV’s Express Lane cancellation page asks for your VIN, plate number, driver’s license number, name, and zip code. You don’t have to physically return the plate, but you do have to remove it from the vehicle and destroy it. By mail, send the plates to the OMV and keep proof of shipment. A tracking number or certified mail receipt matters if a dispute comes up later.
In person, bring the plates to any OMV field office and the cancellation is processed on the spot.

Cancel the Plate Before You Drop Insurance
The OMV instructs owners to cancel the plate first because Louisiana requires every registered vehicle to maintain liability insurance.2Louisiana Office of Motor Vehicles. Cancel Plate Cancel the policy while the plate is still active and the state treats the vehicle as uninsured immediately.
Under Louisiana Revised Statutes 32:863, when the secretary of the Department of Public Safety determines a vehicle lacks required insurance, the state can revoke the registration, impound the vehicle, and cancel the plate.3Louisiana State Legislature. What a Lapse Costs
Past that ten-day grace period, the OMV charges reinstatement fees based on how long the vehicle went uninsured while the plate stayed active:
- 2–30 days uninsured: $125
- 31–90 days uninsured: $275
- 91 or more days uninsured: $525
Every cancellation also carries a $25 administrative fee. If you owe multiple reinstatement fees and clear them on the same day, the combined reinstatement charges are capped at $850, with the $25 admin fee still applying per cancellation. Let the debt go delinquent and the OMV transfers it to the Office of Debt Recovery, which adds a 15% collection surcharge. If You’re Replacing the Vehicle, Transfer Instead
You don’t need to cancel a plate if you’re moving from one vehicle to another. Louisiana law lets the commissioner transfer a plate when a licensee replaces a vehicle, as long as the plate is still legible. Take the plate and the paperwork to any OMV field office and the transfer is completed on the spot.5Louisiana State Legislature. When You Sell the Vehicle
Louisiana plates belong to the owner, not the car. The plate doesn’t go with the vehicle at sale. If you aren’t transferring it to a replacement, cancel it.
Dealers taking in a vehicle for resale, including trade-ins and lease returns, are required to remove the plate, destroy it, and send electronic notification to the Department of Public Safety.5Louisiana State Legislature. Leave the plate active and you remain the registered owner in the state’s system, still exposed to insurance requirements and any property tax tied to the registration.
Check for Loose Ends Before You Cancel
Vehicle registration is linked to local property tax assessments in Louisiana. As long as a plate stays active, the parish tax assessor may keep billing you. If a plate lingered after a sale, contact the parish assessor to dispute charges that accrued afterward; a cancellation receipt or the date of your online submission will make that conversation shorter.
Financing adds another layer. Most loan and lease agreements require the vehicle to stay registered and insured for the life of the contract. Canceling the plate on a financed vehicle without telling the lender may put you in breach. Call the lender or leasing company first, especially if the vehicle was totaled, stolen, or otherwise out of your possession.
A Note for Nonresident Military Personnel
Louisiana Revised Statutes 47:503 provides a registration exemption for service members stationed in Louisiana but domiciled elsewhere, and for their spouses, as long as the vehicle is registered in the home state. If that’s your situation, the standard cancellation timeline may not apply to you the same way. Check directly with the OMV before assuming either the exemption or the deadlines fit your circumstances.
