To change your residency to Georgia, you need to act within 30 days of moving: get a Georgia driver’s license, put your vehicle on a Georgia auto insurance policy, and title and register the vehicle at your county tag office. After that, update your voter registration, plan to file a part-year Georgia tax return for the year you moved, and — if you bought a home — apply for the homestead exemption before April 1.
When Georgia Considers You a Resident
Georgia law treats you as a resident once any one of three things is true: you’ve kept a permanent home in the state with the intent to return to it, you’ve accepted a job or enrolled your children in a Georgia school, or you’ve been physically present in Georgia for 30 or more consecutive days.1Georgia Department of Driver Services. Section 1: General Licensing Information Whichever trigger hits first starts a 30-day clock to convert your license and register your vehicle.
For state income tax, Georgia looks at domicile rather than day count. Once you’ve established a permanent home here, you’re a Georgia tax resident even during temporary absences, and you stay one until you become a permanent resident of another state.2Georgia Secretary of State. Ga. Comp. R. and Regs. R. 560-7-3-.02 – Definitions The concrete actions that show intent are the same ones on the to-do list below: getting a Georgia license, registering to vote, opening local bank accounts, signing a lease or closing on a home, and filing a Georgia return.
Get a Georgia Driver’s License
Your first stop is a Department of Driver Services customer service center. Before you go, submit the license application through the DDS Online Services portal or the DDS 2 GO mobile app — there is no paper form for this, despite what older guides suggest.3Georgia Department of Driver Services. DDS Forms Check your Social Security number and physical address carefully before you submit; errors delay everything downstream.
Bring three categories of documents to the office: one identity document, proof of your Social Security number, and two proofs of your Georgia address.4Georgia Department of Driver Services. Georgia REAL ID Information
- Identity: an unexpired U.S. passport or passport card, a certified U.S. birth certificate with a raised seal, or citizenship/naturalization paperwork.
- Social Security number: DDS tries to verify electronically first. If that fails, bring your Social Security card, a W-2, or a 1099 showing your full name and number.
- Two proofs of Georgia address from separate sources, dated within the past six months and showing a residential address (not a P.O. box). A signed lease, a mortgage statement, a utility bill, a bank statement, a pay stub, or USPS-postmarked mail all count.
At the counter, an examiner runs a vision screening. A standard Class C license requires at least 20/60 vision in one eye, with or without correction, and a 140-degree field of vision.5Georgia Department of Driver Services. Switch Your Auto Insurance to a Georgia Policy
You cannot register a vehicle in Georgia on an out-of-state insurance policy. Either move your existing policy to a Georgia one with your current carrier, or buy a new policy from a Georgia-licensed insurer, before you head to the tag office.8Department of Revenue. Insurance Coverage
Georgia’s minimum liability limits are $25,000 per person and $50,000 per incident for bodily injury, and $25,000 per incident for property damage.9Georgia Office of the Commissioner of Insurance. Auto Insurance Those are the legal floor.
Your insurer submits your policy electronically to the Georgia Electronic Insurance Compliance System (GEICS), and the tag office verifies coverage through that database rather than by looking at a paper card. If the VIN on your policy doesn’t match the VIN on your registration paperwork, the tag office cannot complete your registration, and only your insurer can fix the mismatch.10Department of Revenue. Georgia Electronic Insurance Compliance System Call your carrier and confirm the VIN before your appointment.
Title and Register Your Vehicle
Vehicle titling and registration happen at your county tag office, not at DDS.11Department of Revenue. County Tag Offices Bring your original out-of-state title, your new Georgia driver’s license, and proof of Georgia insurance. The deadline is 30 days from the date you became a Georgia resident.
The main cost is the Title Ad Valorem Tax, a one-time tax based on the vehicle’s fair market value. New residents pay 3%.12Department of Revenue. Title Ad Valorem Tax (TAVT) On a $20,000 vehicle, that’s $600. TAVT replaces the old annual ad valorem property tax on vehicles, so you won’t get a separate yearly vehicle tax bill.
Miss the 30-day deadline and you face a $10 penalty for late title application. Operating an unregistered vehicle on Georgia roads is also classified as a criminal offense.13Department of Revenue. Motor Vehicles Fees, Fines, and Penalties The $10 sounds like nothing; the criminal charge is what actually stings.
Emissions Inspections in Metro Atlanta
If you live in Cherokee, Clayton, Cobb, Coweta, DeKalb, Douglas, Fayette, Forsyth, Fulton, Gwinnett, Henry, Paulding, or Rockdale county, your vehicle must pass an emissions inspection before you can register it.13Department of Revenue. Motor Vehicles Fees, Fines, and Penalties Certified stations charge up to $25. Residents of every other county are exempt.
Once you’ve paid the TAVT and any fees, the tag office issues your Georgia license plate and a temporary registration decal that stands in until the permanent documents arrive by mail.
You can register through the Secretary of State’s online portal or by mailing a paper application. You must be a U.S. citizen, a legal resident of Georgia and the county where you’re registering, and at least 17½ years old, with the requirement to be 18 by Election Day to actually cast a ballot.14Justia. Georgia Code 21-2-216 – Qualifications of Electors Generally

File Georgia Income Taxes as a Part-Year Resident
If you moved partway through the calendar year, you’ll file Georgia Form 500 as a part-year resident and use Schedule 3 to allocate income between Georgia and your former state.16Department of Revenue. Residency Filing Requirements Income you earned before the move generally isn’t taxable by Georgia, but the allocation depends on tracking pay periods against your move date, so keep the paperwork.
Georgia’s income tax rate for 2026 is a flat 5.19%.17Georgia General Assembly. 2026 Special Committee to Eliminate Income Tax Final Report If another state taxed the same income that Georgia is now taxing, Georgia allows a credit to prevent double taxation. Claim the Homestead Exemption If You Own a Home
Renters can skip this one. If you bought in Georgia, the standard homestead exemption reduces your home’s assessed value by $2,000 for county and school tax purposes, and many counties and cities layer additional exemptions on top.18Department of Revenue. Property Tax Homestead Exemptions
To qualify, you must own the home and occupy it as your legal residence as of January 1 of the tax year. The application deadline is April 1, though you can also file within 45 days of receiving your notice of assessment.18Department of Revenue.
