To change your residency to Washington, move into the state with the intent to stay, and then within 30 days get a Washington driver’s license and register any vehicles you brought with you.1Washington State Legislature. RCW 46.20.021 – New Residents Around those two hard deadlines, you’ll want to register to vote, move your health coverage onto a Washington plan, and think through how the state’s tax rules and community property law will apply to you. None of the individual steps are complicated. The order and timing are what trip people up.
What Establishes Residency in Washington
Washington law treats you as a resident once you show an intent to live in the state on more than a temporary or transient basis.1Washington State Legislature. RCW 46.20.021 – New Residents That’s a practical standard. Signing a lease, starting a job, registering to vote, or enrolling in Washington public assistance can each be evidence that you plan to stay. The statute specifically points to voter registration, receipt of Washington public benefits, and claims of residency for a state license or in-state tuition as indicators.
Domicile is the closely related concept used for tuition classification, estate planning, and other longer-term questions. It means Washington is your true, fixed, and permanent home, and state rules determine it by looking at your overall situation rather than any one factor.2Washington State Legislature. WAC 250-18-030 – Establishment of a Domicile Moving your belongings here, setting up utilities, opening local bank accounts, and cutting ties to your former state all strengthen the case. The more of those actions point to Washington, the clearer your domicile.
Get Your Washington Driver’s License Within 30 Days
You have 30 days from becoming a resident to apply for a Washington driver’s license.1Washington State Legislature. RCW 46.20.021 – New Residents You’ll surrender your out-of-state license at a Department of Licensing office; the DOL invalidates it and notifies the issuing state. Until your permanent card arrives, the invalidated license together with your temporary Washington paperwork serves as your ID. The permanent card usually comes in the mail within about ten business days.
Bring proof of identity, your Social Security number, and two documents that show your Washington address. A utility bill, a signed lease, or a home insurance policy all work if each shows your name and physical address.
Standard License, Enhanced License, or REAL ID
Federal REAL ID enforcement began on May 7, 2025, so you now need a REAL ID-compliant license or an acceptable alternative like a passport to board domestic flights and enter certain federal facilities.3Transportation Security Administration. REAL ID Washington offers two compliant options: a standard driver’s license and an Enhanced Driver License. The Enhanced version also works as a border-crossing document for travel to Canada, Mexico, and some Caribbean nations, but you’ll have to show proof of U.S. citizenship on top of the standard paperwork.4Washington State Department of Licensing. REAL ID
License fees depend on the type and term:5Washington State Department of Licensing. Driver Licensing Fees
- Standard license: $111 for six years or $131 for eight years
- Enhanced license: $153 for six years or $187 for eight years
- Standard ID card (non-driver): $61 for six years or $81 for eight years
Register Your Vehicles Within 30 Days
The same 30-day clock applies to vehicle registration, and the statute explicitly bars stacking it with any other reciprocity period.6Washington State Legislature. Chapter 46.16A RCW – Registration You’ll apply for a Washington certificate of title and complete registration before driving on state highways past that deadline.
Tab fees start with a base fee of $43.25, a $30 license tab fee, and a $10 weight fee for passenger vehicles, which puts the minimum around $83 before any regional taxes.7Washington State Department of Licensing. Calculate Vehicle Tab Fees If you live in a Regional Transit Authority area, most of the Puget Sound region, you’ll also owe an RTA excise tax based on your vehicle’s value. Use the DOL’s online estimator or a vehicle licensing office to see your exact total.
Missing the deadline is expensive. Operating an unregistered vehicle on Washington roads carries a mandatory $529 fine that cannot be reduced or suspended, plus any delinquent taxes and fees you would have owed on time.8Washington State Legislature. Washington Code 46.16A.030 Deliberately registering your vehicle in another state to avoid Washington taxes is a gross misdemeanor: the same $529 fine, additional assessments, and up to 364 days in jail.
Update Your Auto Insurance
Washington requires liability insurance before you drive on state roads. The minimums are $25,000 for bodily injury or death of one person per accident, $50,000 for bodily injury or death of two or more people per accident, and $10,000 for property damage per accident.9Washington State Department of Licensing. Mandatory Insurance Call your current insurer, confirm the policy meets Washington’s 25/50/10 minimums, and update your address. Driving without valid proof of insurance is a separate traffic infraction.10Washington State Legislature. Chapter 46.30 RCW – Mandatory Liability Insurance
Register to Vote
Washington runs elections almost entirely by mail, and registration is quick. You can register online or by mail up to 8 days before an election, or in person at any county elections office through 8 p.m. on Election Day.11Washington Secretary of State. Register to Vote in Washington Because voter registration is one of the actions the driver’s license statute lists as evidence of residency, doing it early strengthens your paper trail.1Washington State Legislature. RCW 46.20.021 – New Residents
Move Your Health Coverage
Moving to Washington triggers a Special Enrollment Period on the state’s insurance marketplace, giving you 60 days from your move date to sign up through Washington Healthplanfinder.12Washington Healthplanfinder. Report a Change You don’t have to wait for open enrollment. Log in, report your change of address, and the system will tell you whether you qualify for subsidized coverage or Apple Health, Washington’s Medicaid program.
Medicaid does not transfer between states. If you were on Medicaid elsewhere, you’ll need to apply separately for Apple Health through Healthplanfinder, by phone at 1-855-923-4633, or by paper application.13Washington State Health Care Authority. Apply for or Renew Coverage If approved, coverage begins the first day of the month you submitted your application, and a ProviderOne services card arrives in about two weeks. Cancel your former state’s coverage so you’re not enrolled in two programs at once.
Plan Around Washington’s Tax Rules Before You Move
Washington has no traditional personal income tax on wages, salaries, or retirement income. That’s the headline. But two other taxes catch newcomers, and both are easier to handle before the move than after.
The state’s capital gains tax applies to long-term gains on stocks, bonds, and other financial assets (not real estate) above $270,000 for individuals. For the 2025 tax year, the rate is 7% on the first $1 million of taxable Washington capital gains and 9.9% on any amount above that.14Washington Department of Revenue. New Tiered Rates for Washington’s Capital Gains Tax Gains realized before you establish Washington domicile generally fall under your former state’s rules, so if you’re planning a large sale, the sequence of the sale and the move can matter a lot.
Washington also imposes its own estate tax, separate from the federal one. For deaths in 2026, the filing threshold and exclusion amount is $3,076,000, well below the federal exemption, with graduated rates that top out at 35%.15Washington Department of Revenue. Estate Tax Tables If you’re coming from a state with no estate tax, talk to an estate planning attorney before you finalize domicile here.
Community Property Rules for Married Movers
Washington is a community property state. If you’re married and moving from a common law state, the classification of what you own and earn changes the day you establish domicile. Income either spouse earns after the move is generally community property, owned equally regardless of who earned it.
Assets you owned before the move don’t automatically convert, but the community property presumption means you may need clear documentation showing that an asset was acquired before you became a resident. Without that proof, a court could treat it as community property in a divorce. Real estate in your former state generally follows the property laws where the real estate sits, while personal property like brokerage accounts and vehicles follows the law of your domicile. The paperwork you organize before the move is far more useful than paperwork you try to reconstruct after a dispute starts.
In-State Tuition Uses a Stricter Standard
If part of your reason for moving is college for yourself or a family member, know that in-state tuition doesn’t ride on the 30-day driver’s license rule. A financially independent student must establish domicile in Washington and maintain it for a full year immediately before the first day of the semester or quarter, and the move must have been primarily for reasons other than attending school.16Washington State Legislature. RCW 28B.15.012 – Classification as Resident or Nonresident Student – Definitions For a dependent student, one or both parents or legal guardians must have maintained Washington domicile for at least one year before the start of the term.
Institutions ask for a residency questionnaire covering housing history, employment, financial independence, and ties to other states. Having your Washington driver’s license, voter registration, and bank records dating back at least a year before the term goes a long way. If you’re claimed as a dependent on an out-of-state tax return, expect the school to deny resident classification no matter how long you’ve been in Washington.
