To change the address on your Utah concealed carry permit, email or mail your new address to the Bureau of Criminal Identification (BCI). That update is free and requires no form. If you also want a replacement card that shows the new address on its face, you’ll need to submit a notarized replacement application and a $10 fee.
The Free Email or Mail Update
Send your address change to BCI at DPSFIREARMS@utah.gov. Include four things: your permit number, your full legal name exactly as it appears on the permit, the address currently on file, and your new residential address.1Utah Department of Public Safety. Address Change No form. No fee. No notary.
If you’d rather mail it, send the same information to:

What To Do With Your Old Card
You don’t have to replace the physical card. After BCI confirms the update, you can simply write your new address on the back of your existing permit and keep carrying it.1Utah Department of Public Safety. Address Change Your record in the state system reflects the new address either way.
Getting a Replacement Card That Shows the New Address
If you want a freshly printed card with the new address on the front, go through the replacement card process instead. It involves four steps:
- Download the Replacement Application for Concealed Firearm Permit from the BCI website and fill it out with your current permit information and new address.1Utah Department of Public Safety. Address Change
- Have the completed form notarized. Because of the notary requirement, BCI will not accept the form by fax or email.2Utah Department of Public Safety. How to Apply for a Replacement Card
- Pay the $10 fee by credit card (Visa, MasterCard, Discover, or American Express), check, or money order made payable to “BCI.” Checks must have your name and address printed on them.3Utah Bureau of Criminal Identification. Replacement Application for Concealed Firearm Permit
- Mail the notarized form and payment to the Taylorsville address above, or deliver them in person.1Utah Department of Public Safety. Address Change
There is no online portal for the replacement form and no expedited option. Hold on to proof of submission while you wait for the new card.
Changing Your Name at the Same Time
Marriage, divorce, or a court-ordered name change can be handled on the same replacement application as your address update. The $10 fee covers both.1Utah Department of Public Safety. Address Change BCI requires a copy of your driver license showing the new name, so update your license first and then submit the permit replacement.3Utah Bureau of Criminal Identification. If You’re Stopped Before the Update Goes Through
Utah does not require you to tell a law enforcement officer that you’re carrying a concealed firearm, but BCI recommends doing so.4Utah Department of Public Safety. Concealed Firearm Permit Frequently Asked Questions An address mismatch between your permit and your driver license isn’t illegal, but it can cause confusion during an encounter. Keeping your BCI confirmation email or submission receipt accessible helps explain the gap if it comes up.
If You’re Moving In or Out of Utah
An address change inside Utah is one thing. Crossing a state line is another. Utah bases permit residency on which state issued your ID: a Utah driver license makes you a resident, an out-of-state license makes you a non-resident. BCI does not offer a direct conversion between resident and non-resident permits, and the application fees differ ($52 resident, $87 non-resident).5Utah Department of Public Safety. How do I Apply for a Concealed Firearm Permit? If your move changes which state issued your ID, email BCI at DPSFIREARMS@utah.gov about what your situation requires rather than relying on a basic address update.
