To change your Texas driver’s license address, you have 30 days after moving to notify the Department of Public Safety and get a replacement card showing your new address. You can do it online through the Texas by Texas portal, by mail with Form DL-64, or in person at a DPS driver license office by appointment. The fee is $10 by mail or $11 online and in person, and your expiration date does not change.
The 30-Day Deadline
Texas Transportation Code Section 521.054 requires anyone who moves after being issued a driver license or ID card to notify DPS within 30 days. You must report your old address, new address, and license or ID number, and you must apply for a duplicate card showing the current address. If you miss the deadline and get cited, the charge can be dismissed if you fix the problem within 20 working days and pay a court reimbursement fee of up to $20. What to Have Ready Before You Start
Whichever method you choose, gather these first:
- Your current driver license or ID card number
- The last four digits of your Social Security number
- The audit number printed on the face of your current card (a separate code from the license number that confirms you have the physical card)
- Your full new address, including apartment or unit number, exactly as postal records show it
One important boundary: if you just moved to Texas from another state, you are not changing an address. You must apply for a new Texas license in person at a DPS office, which involves identity documents, a Texas residency check, and potentially a new photo.2Texas Department of Public Safety. The Three Ways to Submit the Change
Online Through Texas by Texas
The fastest option is the DPS online portal, reached through the Texas by Texas (TxT) platform. You enter your license number, audit number, and the last four digits of your Social Security number, then key in your new address. The system also lets you update emergency contacts and, if you want, your voter registration in the same session.3Texas Department of Public Safety. Driver License Payment is by credit or debit card. You get an immediate digital receipt that works as a temporary license while your new card is manufactured.
By Mail With Form DL-64

The mail fee is $10 because DPS waives the $1 administrative surcharge on mailed transactions.5Texas Department of Public Safety. Driver License Fees Processing takes longer than online since DPS has to receive and open the envelope first. Check the address on the form twice. A typo sends the replacement card to the wrong place.
In Person at a DPS Driver License Office
You can also visit a DPS driver license office. Most offices operate by appointment, so schedule one through the DPS website before showing up. If you walk in without one, the self-service kiosks in the lobby are there to help you book an appointment, not to process the change on the spot.6Texas Department of Public Safety. What It Costs
The base statutory fee for a duplicate Texas driver license or ID card is $10.7Texas Legislature. Texas Transportation Code 521.424 – Duplicate License or Certificate Fee DPS adds a $1 administrative surcharge to online and in-person transactions, so those cost $11. After You Submit
Once you finish online or in person, you receive a temporary paper receipt that functions as a valid license or ID. The permanent card typically arrives at your new address within two to three weeks. If nothing has arrived after three weeks, check the tracker first. A common culprit is an address typo entered during the application. If the address in the system is wrong, you may need to submit another change and pay the fee again.
What This Change Does Not Cover
Your license address does not update everything else automatically.
Voter Registration
When you use the online DPS portal, you get the option to update your voter registration at the same time. Federal law drives this: under Section 5 of the National Voter Registration Act, an address change submitted to a state motor vehicle agency must also serve as a voter registration change unless you opt out.8U.S. Department of Justice. Vehicle Registration
Changing your license address does not update your vehicle records. The Texas Department of Motor Vehicles handles vehicle registration and titles separately. To update the mailing address for your renewal notices or the address on your title record, complete TxDMV Form VTR-146 and mail it to the address on the form, or update the registration mailing address online at TxDMV.gov.10Texas Department of Motor Vehicles. Auto Insurance
Your address affects your car insurance rates because insurers price policies partly on where the vehicle is parked overnight. Notify your insurer as soon as you know the new address. There is no single legal deadline the way there is for your license, but most policies require prompt notification of material changes, and an outdated address can give an insurer grounds to dispute a claim.
Commercial Driver License Holders
If you hold a Texas commercial driver license or commercial learner’s permit, the same 30-day deadline applies and the same three submission methods are available. The difference is what happens if you don’t file. Failing to update a CDL address within 30 days is classified as a Class C misdemeanor, which carries a fine of up to $500.
Non-U.S. Citizens Have a Shorter Federal Deadline
If you are not a U.S. citizen, updating your Texas ID is only half the picture. Federal law requires most non-citizens to report a change of address to U.S. Citizenship and Immigration Services within 10 days of moving, well short of the 30 days Texas gives you.11U.S. Citizenship and Immigration Services. You satisfy the federal requirement by filing Form AR-11 online through your USCIS account or by mailing a paper copy. The requirement covers most visa holders, permanent residents, and other non-citizens. A and G visa holders (diplomats and international organization representatives) and visa waiver visitors are exempt.11U.S. Citizenship and Immigration Services. REAL ID and Your Address Change
Federal REAL ID enforcement took effect on May 7, 2025, and a REAL ID-compliant license or ID is now required to board domestic commercial flights and enter certain federal facilities.12Transportation Security Administration. TSA Publishes Final Rule on REAL ID Enforcement Beginning May 7, 2025 If your current card already carries the gold star, a routine online or mail address change keeps that status on your replacement card.
If your card does not have the gold star, an address change is a natural time to upgrade, but the upgrade must be done in person. You cannot upgrade to REAL ID through the online portal or by mail. Bring identity and residency documents to a DPS office: typically a birth certificate or passport, your Social Security card, and two documents proving your Texas address, such as a utility bill, lease agreement, or bank statement. Handling both in one visit saves a second trip.
