What the Status Will Tell You, and What It Won’t
If an intercept has happened, the status will indicate that your refund was adjusted or applied to an outstanding debt, and the system may identify which agency received the funds.1Wisconsin Department of Revenue. Check Your Refund It won’t give you a full accounting of the debt, and it won’t always name every creditor if more than one claim was involved.
For details, look for a written notice. Wisconsin calls this program the Tax Refund Interception Program, or TRIP, and the agency that submitted your debt is responsible for sending you paperwork about it. If you can’t find a notice, you’ll need to contact the referring agency directly.
Debts That Can Take Your Refund
Wisconsin’s intercept program reaches a wide range of government creditors, including state agencies, local governments, the IRS, tribal governments located in Wisconsin, and other states.3Wisconsin Department of Revenue. - Past-due child support of $150 or more on a court case where the local child support agency has your Social Security number on file.4Wisconsin Department of Children and Families. Your Guide to Past Due Support
- Debts of more than $20 owed to a state agency, provided the debt has been reduced to a judgment or you were given notice and a chance to respond.5Wisconsin State Legislature. Wisconsin Statutes 71.93

Notices You Should Have Received
Agencies are not supposed to intercept your refund without warning you. The timing depends on who you owe.
For a state agency debt, the referring agency must send written notice at least 30 days before certifying the debt to the DOR, and the notice must give you an opportunity to be heard on the amount.5Wisconsin State Legislature. For a municipal or county debt, the timing flips. The local government must send you written notice within five days after certifying the debt. You then have 20 days from that notice to contest the debt before the DOR processes the intercept.6Wisconsin State Legislature. Wisconsin Code 71.935

How to Dispute an Intercept
The DOR processes intercepts but has no authority over the underlying debt. If you think the debt is wrong or already paid, you have to take it up with the agency that submitted it.
Where to call depends on the debt:

- Local government, other state, or other federal agency debts: the number on your intercept notice.
For a child support intercept, you can request an administrative review by writing to the Wisconsin Bureau of Child Support at PO Box 7935, Madison, WI 53707-7935. Include your name, Social Security number, case number, current address, and phone number. You don’t need an attorney, and there is no strict deadline.10Wisconsin Bureau of Child Support. One point worth raising right away if it applies to you: if you have a repayment agreement in place or are actively negotiating the debt, the agency is not supposed to refer it to the DOR in the first place.8Wisconsin Department of Revenue. Protecting a Joint Refund
If you filed jointly and the debt belongs only to your spouse, you can claim your share back as an injured spouse. This is one of the most overlooked protections in the process.
On your Wisconsin return, enter code “05” in the Special Conditions box on page 1 of Form 1 and include a copy of federal Form 8379 along with your federal return and W-2s.7Wisconsin Department of Revenue. An injured spouse claim doesn’t cancel the intercept. It allocates the refund so the non-debtor spouse’s share is returned, while the debtor spouse’s share still goes to the creditor agency.
Your Federal Refund Is a Separate Check
The DOR tool only covers your Wisconsin state refund. Your federal refund runs through a different system, the Treasury Offset Program (TOP), administered by the federal Bureau of the Fiscal Service.
