Confirm You’re the Right Person to File
Alabama’s administrative code limits who can request a replacement. If the vehicle has no lien, the owner listed on the original title applies. If a lienholder is on record, an authorized representative of the lienholder must file — unless the lienholder provides a separate lien release.2Cornell Law. Co-owners need to watch the conjunction on the original title. Names joined by “and,” or with no conjunction at all, require every listed owner to sign. Names joined by “or” or “and/or” let either owner sign alone.3Alabama Administrative Code. Someone who is not an owner or lienholder can sign for one, but the application must include supporting legal authority: a power of attorney, letters testamentary, letters of guardianship, a court order, or similar documentation.2Cornell Law. Check Whether Your Title Is Electronic First
Alabama runs an electronic lien and title (ELT) program. If your lienholder holds the title electronically, they can print a paper copy for you at no charge. Once that paper copy has been printed, though, it cannot be printed again. Any further replacement means filing Form MVT-12-1 and paying the $15 fee.4Alabama Department of Revenue. Information the Form Requires
The application asks for details that must match state records exactly. Mismatched names or a wrong VIN are among the most common reasons applications are kicked back. Gather these before you start:
- Full seventeen-character VIN, visible through the lower driver’s-side windshield or on the door-jamb sticker.
- Current Alabama license plate number.
- Previous title number if you can find it on old paperwork. It speeds the department’s search but isn’t always required.
- Full legal names and current mailing addresses for every owner and any lienholder, matching what the department has on file.
- Reason for replacement: lost, stolen, mutilated, or destroyed.

The address entry is more important than it looks. The department mails the new certificate to the first lienholder named on the title, or to the owner if there’s no lien. Online Through the Public Title Portal
The titled owner or recorded lienholder can apply through the Alabama Department of Revenue’s Public Title Portal. You complete the form, upload supporting documents, and pay online. Through a County Designated Agent
In most counties the designated agent is the licensing official or probate judge’s office. What Happens After You Submit
The department issues titles within about ten to fifteen business days from when it receives a complete application. The replacement certificate carries a printed legend: “This is a replacement certificate of title and may be subject to the rights of a person under the original certificate.”2Cornell Law. Alabama Admin Code r 810-5-75-.15 – Application for Replacement Certificate of Title That language protects anyone who might hold a claim under the original document, and for most owners it doesn’t affect future sales or transfers.
The department will not issue a replacement if it has evidence the original was issued in error or obtained by fraud.2Cornell Law. Mistakes That Get Applications Rejected
Department staff can fix small discrepancies when their own records show the application is just wrong about a detail, but that still slows things down.2Cornell Law. - Filing as the owner when a lienholder is on record, without a lien release. The department will bounce the application until the lienholder files it or releases the lien.
- Missing a co-owner signature when the names on the title are joined by “and.”
- Transposing a character in the seventeen-digit VIN, which prevents the department from matching your application to the vehicle record.
- Signing under a power of attorney or similar authority without including the supporting document in the same submission.
- Claiming the title was mutilated without enclosing the physical remnants.
Verify every field against your registration receipt or insurance card before you submit. Fifteen minutes of checking saves weeks of correspondence with Montgomery.
Odometer Disclosure Still Applies Separately
A replacement title does not change federal odometer disclosure obligations. Under the Truth in Mileage Act, owners of model year 2011 or newer vehicles must provide an odometer reading to the buyer at every transfer for the first twenty years of the vehicle’s life.
