How to Complete and Submit the California CSET Waiver Form

There is no California CSET waiver form. The Commission on Teacher Credentialing does not use the word “waiver,” and it does not publish a document by that name. What candidates call a waiver is really one of four alternative pathways to demonstrate subject matter competency without sitting for the California Subject Examinations for Teachers, and you document your chosen pathway on a standard credential application filed through the CTC Online system. The $100 application fee and LiveScan fingerprinting apply no matter which pathway you use.

The Four Pathways That Replace the CSET

California Education Code Section 44280 recognizes four ways to satisfy subject matter competency without the exam. Pick the one that fits your background before you start the application, because the pathway you select tells the reviewer which documents to look for.

  • Commission-approved subject matter program. Finish a program at a California institution that the CTC has formally approved. Your university’s credential analyst verifies completion when recommending you.
  • Qualifying degree. Hold a bachelor’s or higher degree from a regionally accredited institution in a major that matches your credential subject. The CTC publishes the list of approved degree titles for each single subject and multiple subject credential on its website.
  • Domain-covering coursework. Complete coursework at one or more regionally accredited institutions that addresses every domain in the CTC’s subject matter requirements for your credential area. A Commission-approved preparation program has to verify that your transcript covers each domain.
  • Combination. Mix coursework, an approved program, and partial CSET scores to cover all required domains. Useful when you’ve passed some CSET subtests but not all, or when your coursework covers most but not every domain.

Documents to Gather Before You Apply

Every applicant needs official, sealed transcripts from every college where relevant coursework was completed, a government-issued ID whose name matches the application exactly, and a Social Security number for identity verification. What you need beyond that depends on your pathway.

Approved-Program Completers

If you finished a Commission-approved subject matter program, your university’s credential analyst handles the verification and submits the recommendation through the CTC’s online system. The recommendation itself is your proof of subject matter competency, so you generally do not compile a separate evidence packet for that piece.

Degree-Match and Coursework Applicants

For a degree match, the CTC checks whether your major appears on its list of appropriate degrees for the credential you want. Your transcript has to show the degree posted; if conferral is not yet on the transcript, wait to apply.

For the coursework route, a Commission-approved preparation program must review your transcripts and confirm your courses cover every required domain. That means you need to be connected with an approved program even if you are not using the approved-program pathway itself. The program’s verification is what makes coursework count.

Foreign Transcripts

Coursework or degrees from schools outside the United States require a detailed, course-by-course foreign transcript evaluation before the CTC will accept them. This applies even if a U.S. college already accepted the credits as transfer work. The evaluating agency must be a current member of the National Association of Credential Evaluation Services or the Association of International Credential Evaluators, Inc. Send the agency your original, official documentation, and include a photocopy of any foreign teaching certificate you hold.

How to Submit the Application

Standard teaching credential applications now go through the CTC Online system rather than a paper form. The old paper Form 41-4 still exists but is reserved for narrow situations such as extensions by appeal, American Indian languages credentials, and eminence credentials.

When a Program or Employer Recommends You

This is the common path. If you completed a California preparation program, or your district is sponsoring the credential, the program or employer submits the recommendation through CTC Online on your behalf. You then log into your CTC Online educator account and complete your portion of the application, including payment.

Do not choose the “New Credential” option in this case. Select “University/Program Recommendation” or “Employer/County Office Recommendation” instead. Picking the wrong option can cause delays or denial.

When You Apply Independently

If no program or employer is recommending you, create a CTC Online educator account, then select “New Credential.” Fill out your personal information, choose the credential type, and indicate which of the four pathways you used to meet subject matter competency. Be precise here, because the pathway you name directs the reviewer to the right documents in your file.

If You Need a Paper Form

For the narrow situations that still require it, download Form 41-4 from the CTC’s website, sign and date it with a wet-ink or acceptable digital signature, and mail it with supporting documents and payment to the Commission in Sacramento.

Fees and Fingerprinting

The credential application fee is $100 whether you apply online or by paper, and online applications add a $2.65 service fee. The fee is nonrefundable and is considered earned the moment the CTC receives it, even if you do not end up qualifying for the credential.

California residents must use LiveScan electronic fingerprinting for any document the CTC issues. The Department of Justice will not accept fingerprint cards from anyone with a California address. Find a nearby LiveScan provider through the California Attorney General’s website. The rolling fee varies by location, so call ahead; budget roughly $30 or more. Out-of-state applicants who cannot reach a California LiveScan site should contact the CTC directly for alternative submission instructions.

Processing Times and Tracking

How long you wait depends on how the application arrives:

  • Online renewals or recommendations from approved programs: about 10 business days.
  • Online applications for new credentials or independent submissions: up to 50 business days.
  • Paper applications mailed to the Commission: up to 50 business days.

Those timelines assume no complications. Applications that trigger a background review, need additional fingerprint processing, or require a fitness evaluation can take longer, and they are not subject to the 50-day maximum under California Code of Regulations, Title 5, Section 80443.

Track your file by logging into your CTC Online educator account. A status of “Pending Evaluation” means the CTC has your application in the review queue. Once approved, the subject matter competency requirement is marked as satisfied on your credential record, and you can view and print your credential document from the same account.

Mistakes That Delay or Sink Applications

Most problems are preventable.

  • Wrong application option. Choosing “New Credential” when a program or employer is recommending you confuses the system. Match the option to your situation.
  • Incomplete transcripts. If your transcript does not yet show your degree posted, the CTC cannot verify a degree match. Wait until conferral is official.
  • Missing domain coverage. On the coursework pathway, even one uncovered domain means the subject matter requirement is not met. Map every domain with your preparation program’s credential analyst before you apply.
  • Fingerprint issues. LiveScan results that raise questions about your record can pause everything. If you know your background check may raise flags, contact the CTC early.
  • Unsigned forms. Paper applications returned without a wet-ink or acceptable digital signature are treated as incomplete.

If you believe your application was wrongly denied based on subject matter competency, contact the CTC directly. Disputes over subject matter documentation are handled through the Commission’s standard review process rather than through the Committee of Credentials, which addresses fitness and misconduct issues.
