Confirm Your Insurance Is on File First
Insurance is where most renewals stall. Liability Minimums
Most motor carriers of property need a combined single-limit liability policy of at least $750,000. Carriers operating only vehicles under 10,000 pounds GVWR and hauling no hazardous commodities qualify for a $300,000 minimum. Workers’ Compensation
If you have employees, a workers’ compensation certificate must also be on file. Carriers with no employees can satisfy the requirement by signing a statement under penalty of perjury that they are not subject to workers’ compensation laws. Information to Have in Front of You
Before you start the form, gather the identifiers the DMV expects to match against its records:
- Your CA Number (California Carrier Identification Number).
- Your Federal Employer Identification Number or Social Security Number, whichever is tied to your carrier registration.
- The VIN and license plate number for every power unit you operate. Trailers are not counted toward fleet size for fee purposes.
Verify that the VINs and plate numbers on your list match what the DMV already has. Mismatches trigger delays or a request for more documentation.
Filling Out the MC 134 M
The renewal form is shorter than the original application (MC 706 M) because your prior information carries over. A few fields still need careful attention.
Carrier Type
You must indicate whether you operate as a for-hire carrier (transporting other people’s property for compensation) or a private carrier (transporting your own goods). The choice drives your fee. For-hire carriers owe both a safety fee and a uniform business license tax fee. Private carriers with ten or fewer vehicles pay a flat $35, and larger private carriers pay only the safety fee.5Justia. Fleet Size and Vehicle List
Report the total number of power units you intend to operate in California. That number sets your fee tier and must match the VIN and plate list you attach. If you have added or removed trucks since your last renewal, update the list before submitting the form.
Insurance Certification and Signature
The form includes a certification that the insurance information currently on file with the DMV is accurate and active. Signing is a formal declaration of financial responsibility, and the signature must come from someone authorized to bind the carrier, meaning the owner, a partner, or a corporate officer. An unauthorized signature will send the form back, and that return can push you past your expiration date.
What the Renewal Costs
Fees are set by Revenue and Taxation Code Section 7236 and scale with fleet size. For-hire carriers pay a safety fee plus a uniform business license tax fee. Private carriers pay less.

Use certified mail so you have dated proof the DMV received your packet before the permit expired. Paper renewals take several weeks to process, so do not wait until the final days.
After the DMV Approves the Renewal
The DMV mails your new permit to the address of record. Keep it accessible; California Highway Patrol officers can ask to see it during roadside inspections. If your business address has changed, update it with the DMV before or during the renewal so the new permit reaches you.
What Happens If the Permit Lapses
Operating on a suspended or expired MCP is a misdemeanor. The fine reaches $2,500, and jail time can go up to three months. Each day of continued operation counts as a separate offense.6California Legislative Information. California Vehicle Code 34660
CHP can also impound the vehicle on the spot, whether it is on a highway, public land, or an off-street parking facility. Getting it back requires proof of compliance with the MCP division, a valid driver’s license of the correct class, and current registration. Federal Filings the MCP Does Not Cover
The MCP is a state permit. It does not satisfy the federal obligations that most carriers also carry, and lapses on the federal side can affect your operating authority even when California is current.
Carriers under FMCSA jurisdiction must update their USDOT registration every 24 months on Form MCS-150, whether or not anything has changed. Filing month follows the last digit of the USDOT number; odd or even year follows the next-to-last digit. Missing the update deactivates the USDOT number and can carry civil penalties up to $1,000 per day, capped at $10,000.7Federal Motor Carrier Safety Administration. If any vehicle in your fleet has a taxable gross weight of 55,000 pounds or more, you also owe the federal Heavy Highway Vehicle Use Tax on IRS Form 2290. For-hire property carriers running vehicles at or above 10,001 pounds GVWR must carry at least $750,000 in federal liability coverage, matching California’s minimum for most carriers.
