How to Complete and Submit the DE 2580GF for PFL Certification

The DE 2580GF is California’s Continued Claim Certification for Paid Family Leave Benefits. The Employment Development Department mails it to you when your PFL claim shows you worked during your leave period, and you use it to certify the exact days and hours you worked so the department can pay you the right amount. It is not an overpayment notice. You have 20 days from the date printed on the form to return it, online or by mail, or your PFL benefits will stop.1Employment Development Department. Why the EDD Sent You This Form

The EDD sends the DE 2580GF when your Paid Family Leave claim indicates you are working during the leave period. That usually means you reported intermittent leave or continued work when you filed, or you updated your claim later to reflect that.2Employment Development Department. Intermittent leave means you have partially returned to work at irregular intervals during your claim period — scattered days, partial weeks, or blocks separated by weeks.3Employment Development Department. Part-time, Intermittent, or Reduced Work Schedule FAQs It applies to all three PFL claim types: bonding with a new child, caring for a seriously ill family member, and supporting a military family member deploying to a foreign country.4Employment Development Department. If you originally filed for continuous leave and have since started working intermittently, contact the EDD to update your claim before certifying. Call 1-877-238-4373 for English or 1-877-379-3819 for Spanish, or write to the PFL Customer Service Center, PO Box 45011, Fresno, CA 93718-5011.

What to Report on the Form

The form asks you to certify the days you worked during the period your current PFL claim covers. List the specific dates and the number of hours worked on each day. Be precise. The EDD uses these entries to decide whether your part-time earnings reduce your weekly benefit, so rounded or approximate numbers can delay payment or cause an overpayment later.

Report all wages tied to that work: regular hourly or salaried pay, commissions, bonuses, and any other compensation for the days you worked. The department cross-checks what you write against employer wage records, so your figures need to line up with theirs. Underreporting, even by accident, can lead to an overpayment determination, penalties, and a false statement disqualification.2Employment Development Department. How Part-Time Work Changes Your Weekly Benefit

Working during PFL does not disqualify you, but it can reduce your weekly payment. The EDD adds your part-time wages to your weekly benefit amount and compares the total to your regular weekly wages. If the combined figure is higher than what you normally earn, your benefit is reduced by the amount over your regular pay.5Employment Development Department. Say your regular weekly wages are $1,000 and your weekly benefit amount is $600. If you earn $500 in part-time wages that week, $500 plus $600 comes to $1,100 — $100 over your regular wages — so your benefit for that week drops to $500. If you earn $300 instead, $300 plus $600 is $900, still under $1,000, and you receive the full $600 benefit.5Employment Development Department. Paid Family Leave Benefit Payment Amounts

By Mail

Use the return address printed on the form or the self-addressed envelope the EDD included. Keep a photocopy of the completed form and ask USPS for a certificate of mailing. That gives you proof you met the 20-day deadline if any question comes up later.

What Happens If You Miss the Deadline

If the EDD does not receive the DE 2580GF within 20 days, your PFL benefits stop. Without the certification, the department cannot calculate what you are owed for the weeks you worked intermittently, so payments halt until you return the form. If you used less than the full eight weeks of PFL and later want to resume your claim, you have to file a new claim using the Claim for Paid Family Leave Benefits form, DE 2501F.1Employment Development Department. Errors on This Form Are a Common Source of Overpayments

The DE 2580GF is not itself an overpayment notice, but inaccurate wage reporting on it is one of the most common ways PFL claimants end up owing money back. The EDD compares what you certify against employer records and state tax data. If you received more in benefits than you were entitled to because you underreported hours, missed a work day, or left out earnings, the department will seek to recover the difference.

Under California’s regulations on benefit recovery, a claimant who is overpaid is generally liable for the full amount unless the overpayment was not due to fraud or misrepresentation, was received without fault, and recovery would be against equity and good conscience. All three conditions must be met.6Cornell Law Institute. California Code of Regulations Title 22 Section 1375-1 – Recovery of Overpayments If the EDD decides you were overpaid, it will mail a Notice of Overpayment with the total due and a week-by-week breakdown.7Employment Development Department. Benefit Overpayments and Penalties

You have 30 days from the mail date on that notice to appeal. Appeals can be submitted on the Appeal Form, DE 1000M, or in a written letter that includes your name, address, Social Security number, and the reason you disagree. If you miss the 30-day window, you can still file, and an Administrative Law Judge will decide whether you had good cause for the delay.7Employment Development Department. Benefit Overpayments and Penalties The best protection against any of that is filling out the DE 2580GF carefully the first time, with dates, hours, and wages that match what your employer will report.
