Whether you fill out the form yourself depends on whether IRSC classifies you as dependent or independent. You don’t have to be a U.S. citizen. Permanent residents and people granted indefinite stay can establish residency. Most temporary visa holders, including F-1 students, cannot, unless they fit a narrow statutory exception such as certain Latin American or Caribbean scholarship recipients. The Two Documents You Need
IRSC wants two documents showing the claimant has maintained legal Florida residence for the full 12-month qualifying period. At least one has to come from the Tier 1 list. - Florida driver license or state ID card, issued at least 12 months ago
- Florida voter registration card
- Florida vehicle registration in the claimant’s name showing a Florida address
- Proof of Florida homeownership or homestead exemption for a primary residence
- Proof of permanent full-time Florida employment at 30+ hours per week for the previous 12 months
- Florida high school transcript showing multiple years of enrollment and graduation within the past 12 months (dependent students only)
Tier 2 (Supporting)

- Florida professional or occupational license

Hunting or fishing licenses, library cards, and shopping club memberships do not count as residency evidence at any Florida public institution.

Type every date exactly as it appears on the document. A voter registration date entered a month off, or a driver license issue date that doesn’t match, can push your 12-month timeline out of compliance and get the form denied. If you’re a dependent student, your parent or guardian usually needs to be involved because they’re the claimant.

Appealing a Denial
If you think the denial was wrong, submit a Residency Petition for In-State Tuition to the Residency Appeals Committee in the Student Records Department. Include documentation supporting your case, anything that strengthens the argument that your Florida ties are permanent and predate enrollment. If You’re Already Paying Non-Resident Rates
Students who enrolled as non-residents and have since built permanent Florida ties can request reclassification. The bar is a step higher: three documents instead of two, at least one from Tier 1, all three covering 12 consecutive months of legal residence before the term you want reclassified. Reclassification is not retroactive. It starts with the term you request, so past semesters at the non-resident rate won’t be refunded. File as soon as your 12-month clock runs out.
Automatic Residency Categories
Florida law gives automatic resident status to several groups regardless of how long they’ve been in the state. - Active-duty military, spouses, and dependents stationed or residing in Florida at the time of acceptance, plus active drilling Florida National Guard members
- Military stationed at installations in counties bordering Florida (and their families) when attending an institution within 50 miles of the base
- Full-time instructional and administrative staff at Florida public schools and state institutions, plus their spouses and dependents
- Full-time state agency or local government employees when the employer pays tuition for job-related training
Narrower categories also qualify, including Southern Regional Education Board graduate students, U.S. citizen McKnight Doctoral Fellows, and Canadian or foreign military stationed in Florida under specific agreements.
