When to File
You can submit your recertification as early as 60 days before your certification period ends.1NYC311. SNAP Recertification Filing early doesn’t shorten the period; it just gives HRA time to process the case and schedule your interview before benefits lapse.
Under New York regulations, an application submitted by the 15th day of the final month of your certification period is considered timely.2Cornell Law Institute. New York Codes, Rules and Regulations Title 18 387.17 – Certification/Authorization That cutoff triggers HRA’s obligation to process the case before benefits expire. File after the 15th and HRA will still process the application, but you risk a gap in coverage. File after the period actually ends and different rules kick in, covered further down.
Where to Get the Form

What to Have Ready Before You Fill It Out
The form asks for current information on everyone in your household: legal names, dates of birth, and Social Security numbers. HRA also needs supporting documents to verify what you report. Gathering them first saves back-and-forth later.
Income
Collect pay stubs covering the most recent 30 days for every household member who works. For Social Security, SSI, unemployment, or other government benefits, bring the current benefit letter or bank statements showing deposits. Self-employed members should prepare business records, tax returns, or profit-and-loss statements. Housing and Utilities
Shelter costs lower your countable income and often raise your benefit, so document them fully. Have your lease, rent receipts, or mortgage statements ready, along with property tax bills if applicable. For utilities, New York uses Standard Utility Allowances rather than exact bill amounts. As of October 2025, the Heating/Cooling SUA for NYC households is $1,062 per month, the non-heating utility allowance is $419, and the telephone allowance is $32.5New York Codes, Rules and Regulations. A recent utility bill helps confirm which category applies.
Medical Costs for Elderly or Disabled Members
If a household member is 60 or older or has a qualifying disability, out-of-pocket medical costs above $35 a month that aren’t covered by insurance are deductible.6Food and Nutrition Service. SNAP Medical Expenses Handbook Qualifying costs include prescription copays, doctor visit fees, transportation to medical appointments, over-the-counter medications recommended by a doctor, and health insurance premiums. Keep receipts and pharmacy printouts. The deduction is easy to overlook and can meaningfully raise the monthly benefit.
Household and Childcare Changes
Report any changes in who lives with you since the last certification: a child who moved out, a new baby, or a new adult in the household. Note any change in relationship status. If a working or job-training member has childcare expenses, document them, since they also count as a deduction; verification of childcare costs must be provided with the form.2Cornell Law Institute. Extra Rules for Students and ABAWDs
Two groups face additional requirements that surface at recertification.
College Students
Anyone enrolled at least half-time in a college or university must meet a specific exemption to remain eligible for SNAP. Common exemptions include working 20 or more hours a week, participating in federal or state work-study, caring for a child under 6, receiving TANF, or being under 18 or 50 and older. Students enrolled less than half-time follow standard SNAP rules. Students who get most of their meals through a campus meal plan are ineligible regardless of other circumstances.7Food and Nutrition Service. Able-Bodied Adults Without Dependents
Adults ages 18 through 54 with no dependents and no disability must meet work requirements to keep benefits beyond three months in any three-year period.8Food and Nutrition Service. SNAP Work Requirements The general standard is 80 hours a month of work, training, or volunteering. Have documentation of those hours available. Exemptions exist for people in high-unemployment areas and for those who can show physical or mental unfitness for work.
How to Submit the Completed Form
HRA accepts recertification through three channels. Pick the one that gives you a confirmation you can keep.
ACCESS HRA Online or Mobile App
The fastest route is the ACCESS HRA portal. Log in at a069-access.nyc.gov/accesshra, choose the recertification option, and complete the form electronically. One limitation matters: supporting documents can only be uploaded through the ACCESS HRA mobile app or the separate NYC HRA Document Upload app. The desktop website does not currently support document uploads.4NYC Human Resources Administration. By Mail
Mail the paper form to the address printed on your recertification notice. Use a method with tracking. If the form arrives after your certification period expires, you lose the protection of a timely filing. The postmark date does not count; what matters is when HRA receives it.
In Person
Any SNAP walk-in customer service center accepts hand-delivered forms. Ask for a date-stamped receipt when you drop it off. That receipt is your proof of filing if a timing dispute comes up.
The Recertification Interview
Every recertification requires an eligibility interview, and this is where the process trips people up: HRA does not call you. You call them. After you submit the form, you get instructions to contact HRA’s SNAP interview phone line at (718) 762-7669, Monday through Friday, 8:30 AM to 5:00 PM.9NYC Human Resources Administration. You can also complete the interview in person at a SNAP walk-in center if the phone option doesn’t work for you.9NYC Human Resources Administration. SNAP Application Frequently Asked Questions During the interview, a caseworker reviews the income, expenses, and household information on the form and may ask follow-up questions about anything that looks inconsistent or incomplete.
Interview Waiver for Elderly and Disabled Households
New York participates in the Elderly Simplified Application Project, which waives the recertification interview for households where every member is 60 or older or has a qualifying disability and no one has earned income. Under ESAP, an interview is only required if the information you submitted is questionable, if the application would otherwise be denied, or if you request one. HRA cannot deny an ESAP recertification without first trying to schedule an interview.10Cornell Law Institute. If HRA Requests More Documents
If the caseworker needs additional proof of anything you reported, HRA will send a list of required documents after the interview. You have 10 days from the date of the interview to return them.11ACCESS HRA. SNAP Recertification FAQ That 10-day window is built into the regulatory timeline; the state must give you at least that long before denying a case for missing verification.2Cornell Law Institute. Missing the 10-day window results in a denial and a loss of benefits. The fastest way to submit verification is through the ACCESS HRA mobile app. If you provide the missing verification late but are ultimately found eligible, HRA must issue a full month’s benefit within five working days of receiving it.2Cornell Law Institute. Processing Time and the Decision
After the interview and any requested documents are in, HRA can take up to 30 days to make a final decision.1NYC311. SNAP Recertification If you filed on time and the delay is HRA’s fault, federal rules require the agency to provide a full month’s allotment for the first month of the new certification period, so an agency backlog should not cost you benefits.12eCFR. 7 CFR 273.14 – Recertification
HRA mails a Notice of Decision to your registered address. It states whether benefits will continue at the same amount, be adjusted, or be terminated. If approved, your EBT card is loaded on your regular issuance schedule.
What Happens If You Miss the Deadline
If your certification period ends without a completed recertification, your benefits stop. But the timeline after that matters.
Submit the form within 30 days after the end of your certification period and HRA treats it as a recertification rather than a new application. The catch: benefits for the first month of the new period are prorated from the filing date, not backdated to the first of the month. If you filed on time but missed the interview or the verification step before the period ended, completing those steps within 30 days lets HRA reopen the case without a new application.12eCFR. 7 CFR 273.14 – Recertification
Past 30 days, you must start over with a new SNAP application. That means a longer wait, a fresh eligibility determination, and potentially several weeks without benefits. Filing early, ideally as soon as the packet arrives, avoids all of it.
If You Disagree With the Decision
If HRA denies your recertification or reduces your benefit and you believe the decision is wrong, request a Fair Hearing through the New York State Office of Temporary and Disability Assistance.13NYC311. Public Benefit Fair Hearing The Notice of Decision includes filing instructions. OTDA accepts hearing requests online, by mail, by fax, or by phone. An administrative law judge reviews HRA’s decision independently. If you request the hearing before benefits are actually reduced or cut off, you may be able to keep receiving them at the current level while the hearing is pending, a protection known as aid continuing.
Language and Disability Access
SNAP agencies must provide application materials, notices, and assistance in languages that people with limited English proficiency can understand.14Food and Nutrition Service. SNAP walk-in centers can also assist with in-person interpretation and with accommodations for disabilities that make completing the form on your own difficult.
