Documents to Have Ready Before You Open the Portal
Missing a document is the fastest way to stall. Pull all of this together first:9Highland Rim Economic Corporation. Energy Assistance
- A valid government-issued photo ID for the head of household (driver’s license, state ID, or passport)
- Social Security cards for every member of the household, including children
- Proof of income for every household member age 18 and older covering the period before your application: pay stubs, benefit award letters from Social Security, SSI, TANF, or unemployment, pension statements, child support records
- Your most recent utility bill showing your name, account number, and current balance
- A 12-month usage and payment history from your utility provider, which you can usually request by phone or download from the provider’s website
If an adult in the household had no income during the relevant period, you cannot leave the income section blank. Tennessee uses a Self-Declaration of Zero Income form, which each adult claiming no income signs to confirm nothing came in from wages, self-employment, Social Security, unemployment, pensions, child support, rental income, or any other source during the 30-day window.10Nashville.gov. Self-Declaration of Zero Income The form is treated as a last resort, used after you’ve tried to document zero income another way, such as a termination letter from a former employer.
Walking Through the Online Portal
Go to the THDA SmartSimple portal and either create an account or log in. The application moves through several sections:
- Household composition. Enter every person living in the home with their full name, date of birth, Social Security number, and relationship to the head of household.
- Income. Report gross income for every household member age 18 and older, totaled across every source for the relevant period. If what you type doesn’t match your uploaded documents, the application gets flagged for extra review.
- Utility information. Enter the account number, provider name, and the name on the account exactly as it appears on your bill. The payment goes straight to the utility, so a mismatched detail here means a delayed credit.
- Heating and cooling source. Identify your primary fuel: electric, natural gas, propane, wood, or whatever you use. This tells the agency what kind of assistance to categorize.
Upload your ID, Social Security cards, income proof, utility bills, and 12-month usage history directly in the portal. THDA also posts downloadable reference copies of the application and supporting forms so you can read the questions before you start.3Tennessee Housing Development Agency. Low-Income Home Energy Assistance Program (LIHEAP)
You sign the application electronically. By signing, you attest under penalty of perjury that everything you provided is true. Knowingly submitting false information carries a fine of up to $10,000, imprisonment of up to five years, or both.6Tennessee Housing Development Agency. What Happens After You Submit
LIHEAP is a one-time benefit per program year. You will not receive monthly payments or a check. Once approved, the payment goes directly to your utility provider and shows up as a credit on a future statement. Keep paying your bills while you wait, because the credit takes time to move through the state system.
Benefit amounts for 2025–2026 run from $174 to $750 based on your household’s energy burden.2Tennessee Housing Development Agency. Energy Assistance Programs A household spending 20 percent of its income on energy will generally receive more than one spending 8 percent, even when both fall below the income ceiling.

Crisis cases are processed on a faster timeline and get priority over standard applications when funds are available.7South Central Human Resource Agency. Energy Assistance You’ll usually need to provide an official shut-off notice from your utility or proof that you’re already without fuel. Local requirements can add to that baseline. If Your Application Is Denied
You have 30 days from the date on your denial notice to file an appeal.12Legal Information Institute (LII). Tennessee Comp R Regs 1240-05-03-.03 – Time Limit for Filing an Appeal You can request a hearing by phone, in writing, or in person, but a written request leaves a paper trail that protects you if the filing date is later disputed.13Tennessee Department of Human Services. Fair Hearing Requests The local agency reviews the grievance first. If you disagree with that outcome, you have another 30 days to escalate the appeal to the state Department of Human Services for a formal fair hearing, where you can be represented by a lawyer, relative, or friend. Read the denial letter closely: the reason listed, whether it’s income, missing documents, or household composition, tells you whether to appeal or simply reapply with corrected information.
