To apply for a Mississippi child care voucher, gather proof of your child’s age, your household income for the last 30 days, and your work or school enrollment, then submit everything through the Mississippi Department of Human Services (MDHS) Child Care Payment System at apps.mdhs.ms.gov.1Mississippi Department of Human Services. Apply for Child Care Payment Assistance The voucher is officially called a child care certificate, and it comes through the Child Care Payment Program (CCPP). If approved, you get a certificate good for 12 months that pays a portion of your provider’s fees while you pay a co-payment.
Check You Qualify Before You Start
Three things determine whether you’re eligible. At least one parent in the household must be working at least 25 hours per week, enrolled full-time in an approved education or job training program, or doing a combination that totals 25 hours. Children receiving care must be under 13, or under 19 if they have documented special needs. And your family income must sit at or below 85 percent of Mississippi’s state median income (SMI) for your household size, with assets under one million dollars.2Mississippi Department of Human Services. CCPP Eligibility Guidelines3Legal Information Institute. Mississippi Code Title 18, Part 17, Chapter 1 – Introduction
The 85 percent SMI ceiling currently runs about $38,516 for a family of two, $47,579 for a family of three, $56,641 for a family of four, $65,704 for a family of five, and $74,767 for a family of six. The 50 percent SMI line, which matters for your priority group and co-payment, is $22,657, $27,988, $33,319, $38,649, and $43,980 for those same household sizes. MDHS updates these figures periodically, so confirm the current numbers on the agency’s eligibility page before you rely on them.2Mississippi Department of Human Services. CCPP Eligibility Guidelines
Mississippi doesn’t serve every eligible family at once. Applicants are sorted into four priority groups, with TANF and protective-services referrals first, families with special needs or a deployed service member second, very low-income working or student parents (at or below 50 percent SMI) third, and other low-income working or student parents (50 to 85 percent SMI) fourth. When funding is tight, lower-priority families go on a waitlist.2Mississippi Department of Human Services. CCPP Eligibility Guidelines
Documents to Gather
Pull everything together before you open the portal. Missing paperwork is the most common reason applications stall, and MDHS will stop processing yours while it waits on you.1Mississippi Department of Human Services. Apply for Child Care Payment Assistance
Proof of Your Child’s Age
You need a long-form birth certificate for each child who will receive care. For infants under three months whose long-form certificate hasn’t arrived, a Record of Live Birth is accepted temporarily.1Mississippi Department of Human Services. Apply for Child Care Payment Assistance
Proof of Income (Last 30 Days)
What you submit depends on how you’re paid:1Mississippi Department of Human Services. Apply for Child Care Payment Assistance
- Paid by an employer: consecutive check stubs covering 30 days — one monthly stub, two bimonthly stubs, or four weekly stubs.
- Paid in cash: a completed Wage Verification Form from the MDHS website, or a notarized letter from your employer showing start date, pay rate, hours, and confirming cash payment.
- Paid by personal check: copies of the front and back of two checks that have cleared the bank.
- New job under 30 days old: a letter on company letterhead with your start date, pay rate, schedule, hours, and employer contact information.
- Self-employed with a filed return: a Wage Verification Form plus either an estimated quarterly tax report or your federal 1040 with Schedule C. MDHS reads total sales and receipts on Schedule C for the work requirement and Line 22 of the 1040 for income.
- Self-employed, new business: a Wage Verification Form and a current business license.
Report gross earnings, before taxes, for everyone in the household.
Proof of School Enrollment (If Applicable)
If school rather than work is what makes you eligible, submit either a letter from the Registrar confirming current full-time enrollment or a printout of your current class schedule with your name on it showing full-time status.1Mississippi Department of Human Services. Submit the Application
The online portal at apps.mdhs.ms.gov walks you through household size, income, work or school status, provider selection, and document uploads.1Mississippi Department of Human Services. One point to confirm before you submit: your provider must already be licensed by the Mississippi State Department of Health and registered with MDHS as a Standard Center before CCPP money can flow to them.5Mississippi Department of Human Services. Child Care Providers If the provider you’ve chosen isn’t registered yet, they’ll need to complete that process on their end, and your voucher can’t pay them until they do. Ask before you enroll.
Attach every supporting document when you submit. If anything is missing, MDHS will come back asking for it, and the clock keeps running on your wait.
What You’ll Pay If Approved
A voucher is not free child care. Every family pays a share, capped by income:6Legal Information Institute. 18 Mississippi Code R 5-1-2.7 – Payment Rates for Child Care Services
- Income at or below 50 percent of SMI: co-payment does not exceed 6.5 percent of total family income per child.
- Income between 50 and 85 percent of SMI: co-payment does not exceed 8 percent of total family income per child.
You pay the co-payment directly to the provider. If the provider charges more than the state’s reimbursement rate, you also owe the difference, so ask about the full rate before you enroll.
After Approval
Your certificate is valid for 12 months from the date it’s issued. It tells the provider the reimbursement rate MDHS will pay and the co-payment you owe, and the provider bills the state directly for the covered portion.7Mississippi Department of Human Services. Child Care Payment Program Updates
While the certificate is active, you have to notify MDHS when something changes: family income, work hours, employment or school status, a move out of Mississippi, or a decision to withdraw from CCPP.1Mississippi Department of Human Services. Apply for Child Care Payment Assistance Don’t wait for your annual renewal. Unreported changes can create overpayments you have to pay back, or cost you the certificate.
About 60 days before your certificate expires, MDHS sends a redetermination notice. You complete a renewal application confirming you still meet the work, school, and income rules. Families who renew on time don’t get sent to the waitlist. If you want to add another child during renewal, your existing certificate can be recertified, but the new child goes on the waitlist separately.7Mississippi Department of Human Services. If You’re Denied or Waitlisted
Most denials come from incomplete documentation or from falling outside the current exception categories when a waitlist is in effect. You can ask for a desk review by a DECCD Eligibility Team Member by emailing ccpayment@mdhs.ms.gov or calling 1-800-877-7882.7Mississippi Department of Human Services. Even if you expect to be waitlisted, applying is still worth doing. MDHS places otherwise-eligible applicants on the waitlist and notifies them when a certificate opens up.7Mississippi Department of Human Services. Child Care Payment Program Updates
