How to Complete and Submit Your NYC Handgun License Application Form

To get a handgun license in New York City, you file an NYC handgun license application through the NYPD License Division’s online portal at licensing.nypdonline.org, pay a $340 application fee plus an $88.25 fingerprinting fee, and sit through a background investigation that takes roughly six months. You must be at least 21, a city resident, and able to demonstrate good moral character. The License Division has discretion to approve or deny — there is no right to a license.¹

Who Can Apply

Before you spend money on the application, confirm the basics. You must be 21 or older, live in New York City, and have no mental or physical condition that would make firearm possession unsafe.¹ The good moral character standard is not a checklist. The License Division evaluates it through the full background investigation, and the denial factors in 38 RCNY Section 5-10 reach further than most applicants expect: multiple driver’s license suspensions, unpaid child support or tax debts, a history of lost or stolen firearms, a dishonorable military discharge, or a pattern of terminations that suggest poor judgment can each support a denial.²

Pick the Right License Type

New York Penal Law Section 400.00 sets out several handgun license categories. Choosing the wrong one either limits you unnecessarily or leads to a denial when you can’t meet the stricter standard.

Premises License (Residence or Business) is the most common. It ties the handgun to a specific address. You cannot carry it on your person outside that location, though limited transport to an authorized range is allowed. Premises applicants do not need to complete the state’s 18-hour firearms safety course.³
Carry Business License is for business owners with a documented need for armed protection, typically regular transport of large amounts of cash or high-value goods. The evidentiary bar is high.
Concealed Carry License lets you carry on your person throughout the city, subject to sensitive-location restrictions. Applicants must finish an 18-hour firearms safety course before the license issues.³
Special Carry License covers people who already hold a valid carry permit from another New York county and want to be authorized within the five boroughs. Your county license must be amended before you apply.

If you only want a firearm for home defense, the premises license is the direct path and has the fewest add-on requirements.

Documents to Gather Before You Start

The License Division will not process an incomplete application. Put everything below in one folder before you log in.

Your original Social Security card, not a photocopy.⁴
Proof of citizenship or lawful residency: a birth certificate, U.S. passport, naturalization papers, or Alien Registration Card. Applicants born outside the U.S. need naturalization documents or proof of derived citizenship through a parent.⁴
A New York State driver’s license or non-driver ID card.
Two color photos, 1½ by 1½ inches, chest up, nothing obscuring your face.⁴
Proof of residence: a current utility bill (electric, gas, cable, or landline), a property tax bill, co-op or condo shares, or a lease. If the bill isn’t in your name, add a notarized letter from the person you live with plus their bill.⁴
Character references. Carry and special license applicants must provide at least four, and at least two must be non-family. Premises applicants should line up references too, since the investigator may contact them.⁵
Disposition records for any arrest, indictment, or summons other than a parking ticket, including cases dismissed or sealed. You need a certificate of disposition and a written statement describing what happened.⁴

Filing Through the Online Portal

You create an account at licensing.nypdonline.org, pick your license type, and work through each section of the digital form.⁶ It is long. Plan on more than one sitting.

Criminal History

The application asks whether you have ever been arrested, indicted, or summonsed for any offense in any jurisdiction — federal, state, local, or foreign. Answer honestly even for cases that were dismissed, sealed, or wiped out by operation of law. The form itself states: “Do not rely on anyone’s representation that you need not list a previous arrest because it was sealed.”⁴ The state Division of Criminal Justice Services reports every arrest to the License Division. Omissions surface and are an independent ground for denial.

Mental Health and Medical History

A separate section asks about physical or mental conditions that could affect safe handling, including past psychiatric treatment, involuntary commitment, and substance use. Answer completely. Any condition the License Division believes makes possession unsafe supports denial under 38 RCNY Section 5-10.²

Affidavits and Safeguard Designee

You will electronically sign affidavits committing to state and local storage rules. The application also requires you to name a person who will take custody of your firearms if you die or become incapacitated, sometimes called a safeguard designee. Upload that person’s government photo ID with your application.

Fees

Two separate fees apply, both non-refundable whether or not you are approved.

Application fee: $340, paid by credit card or by U.S. Postal or bank money order made out to the New York City Police Department. No cash.⁷
Fingerprint fee: $88.25, paid when fingerprinting is scheduled.¹

Certain retired law enforcement officers who worked in New York State are exempt from the $340 fee but still pay the fingerprint fee.¹ After you submit, the system generates a confirmation page with a unique application ID. Save or print it. That number is how you track status through the portal for the next several months.

Fingerprinting and the Background Investigation

Once your file is logged, the License Division contacts you to schedule fingerprinting at One Police Plaza.¹ Prints run through state and federal criminal databases and feed the broader investigation.

An assigned investigator measures your record against the denial factors in 38 RCNY Section 5-10 and verifies your character references. Expect requests for additional documentation, such as disposition papers on old cases. An in-person interview is common. Respond promptly. Failing to cooperate with the investigation is itself grounds for denial.²

How Long It Takes

The License Division states you will receive a letter approving or denying your application within roughly six months of receipt of a complete file.¹ That clock does not start until every document is in. If the investigator asks for something and you take weeks to answer, the six-month estimate effectively resets. Carry license reviews often run longer.

Training if You Want to Carry

Concealed carry applicants must complete an 18-hour firearms safety course before the license issues: 16 hours in the classroom and 2 hours of live-fire training.³ Classroom topics include firearm safety, New York legal responsibilities, safe storage, and conflict de-escalation. The live-fire portion follows standards set by the New York State Division of State Police, including a five-round proficiency test at four yards in which at least four rounds must hit a paper target, along with a demonstration of safe drawing, loading, unloading, and condition checks.⁸ Course prices vary by provider; plan on several hundred dollars.

Premises license applicants do not need this training.³

If You Are Denied

A denial letter states the reasons your application was disapproved. You have 90 calendar days from the date of that letter to file a written appeal with the Director of the License Division at One Police Plaza, Room 110A, New York, NY 10038.⁹

The appeal must be a sworn, notarized statement explaining why the denial was wrong. If an attorney drafts it, you still sign the verification yourself. The Director reviews the existing file and will not accept new documentation that was not part of the original investigation. There is no in-person hearing at this stage.⁹ If that appeal fails, you receive a final Notice of Disapproval After Appeal, which exhausts the NYPD’s internal review. The remaining option is an Article 78 proceeding in New York State Supreme Court, filed within four months of the final denial, asking a judge to review whether the decision was arbitrary or lacked a rational basis. Most applicants at that stage work with an attorney.

Keeping the License Current

A handgun license is valid for three years. Renewal costs $340 and goes through the same online portal.¹ Do not let it lapse. Possessing a handgun on an expired license exposes you to criminal charges.

If you move, amend your license within ten days. That requires an in-person visit to One Police Plaza (Room 152, Monday through Friday, 9 a.m. to 4 p.m.) with your current license, a completed and notarized Address/Employment Change Report form, and a recent utility bill showing your name and new address. Missing the ten-day window can lead to suspension or revocation.¹⁰ Special license holders must have their county license amended first before updating the NYC permit.
