How to Complete the Illinois IL-W-4 Employee Withholding Allowance Form

To fill out Illinois Form IL-W-4, work through the two allowance worksheets on the back of the form, carry the totals to Lines 1 and 2 on the front, add any extra per-paycheck withholding on Line 3, sign and date it, and hand it to your employer’s payroll department. The worksheets do the real work: Step 1 counts your basic allowances (yourself, spouse, dependents), and Step 2 captures additional allowances for age, blindness, Illinois property taxes, and certain federal deductions. Illinois taxes wages at a flat 4.95 percent, and each allowance shelters a slice of your pay from that rate, so the numbers you enter directly control how much comes out of each check.

What You Need in Front of You

The form itself asks for your legal name, home address, and Social Security number. The harder inputs are your federal filing status and your dependent count, so keep your most recent federal W-4 or tax return nearby.

Under 35 ILCS 5/702, your Illinois allowances mirror the personal exemptions you can claim federally, plus a handful of Illinois-specific items like property tax paid on your primary residence. If you hand your employer an incomplete or unsigned form, state law treats it as no form at all, and payroll will withhold 4.95 percent of your entire pay with no allowance offset.1Illinois General Assembly. 35 ILCS 5/702 – Amount Exempt from Withholding

Step 1 Worksheet: Basic Allowances

Flip the form over and start with Step 1. The basic worksheet gives you:

  • One allowance for yourself.
  • One allowance for your spouse, if you’re married and your spouse is not claiming an allowance on a separate IL-W-4.
  • One allowance for each dependent you’re entitled to claim on your federal return.

Add them up on Line 4 of the worksheet. That total goes on Line 1 of the front of the form.2Illinois Department of Revenue. Form IL-W-4 – Employee’s and other Payee’s Illinois Withholding Allowance Certificate and Instructions

For 2026, each basic allowance is worth $2,925 of annual income sheltered from withholding, matching the Illinois personal exemption amount. Two basic allowances protect $5,850 of your yearly wages before the 4.95 percent rate applies.3Illinois Department of Revenue. FY 2026-15, What’s New for Illinois Income Taxes

Step 2 Worksheet: Additional Allowances

Step 2 picks up situations the basic count misses. Claim one additional allowance for each of the following that applies:

  • You are 65 or older.
  • Your spouse is 65 or older.
  • You are legally blind.
  • Your spouse is legally blind.

Then add one allowance for every $1,000 of Illinois real-estate taxes you expect to pay on your primary residence this year, and one more for every $1,000 of federal above-the-line deductions you expect to take (educator expenses, student loan interest, IRA contributions, and similar adjustments to gross income).

Total everything on Line 9 of the worksheet and bring that number to Line 2 on the front. Each additional allowance is worth $1,000 in the withholding formula, less than a basic allowance, because these items reduce taxable income dollar-for-dollar rather than through a personal exemption.4Illinois Department of Revenue. 2026 IL-700-T Illinois Withholding Tax Tables2Illinois Department of Revenue. If You’re a High Earner, Pull Back

Illinois disallows the personal exemption and the age-65 and blindness allowances on the IL-1040 if your adjusted gross income exceeds $500,000 on a joint return or $250,000 on any other filing status. If you expect to be above those thresholds, don’t claim those allowances on your IL-W-4 either, because they will under-withhold and leave you with a balance due at filing time. Reduce your Line 1 and Line 2 entries, or add a flat dollar amount on Line 3 to make up the difference.2Illinois Department of Revenue. Lines 1, 2, and 3 on the Front

With the worksheets finished, the front of the form takes about two minutes.

  • Line 1: the total basic allowances from Step 1, Line 4.
  • Line 2: the total additional allowances from Step 2, Line 9.
  • Line 3: an optional flat dollar amount you want withheld from each paycheck on top of what your allowances produce. Use it if you have other Illinois-taxable income with no withholding of its own (freelance work, investment gains), or if you simply want a larger refund.

Sign and date the bottom. An unsigned IL-W-4 is treated as no IL-W-4 at all, and your employer will withhold the full 4.95 percent with zero allowances applied.1Illinois General Assembly. 35 ILCS 5/702 – Amount Exempt from Withholding

Claiming Exempt Instead

If you owed zero Illinois income tax last year and expect to owe zero this year, you can claim a complete exemption from withholding. Check the exempt-status box, sign, and date — and leave Lines 1 through 3 blank. Entering allowances alongside an exempt claim creates a contradiction payroll can’t process.2Illinois Department of Revenue. Two things trip people up. Your employer must ignore an Illinois exempt claim unless you’ve also claimed exempt on your federal Form W-4. And because federal exempt status expires every February 15, you effectively need to refresh both forms at the start of each year. Check with payroll in January to confirm both are current.2Illinois Department of Revenue. Form IL-W-4 – Employee’s and other Payee’s Illinois Withholding Allowance Certificate and Instructions

If You Live in Iowa, Kentucky, Michigan, or Wisconsin

Residents of those four states who work in Illinois don’t use the IL-W-4 at all. Illinois has reciprocal tax agreements with each of them, so your Illinois wages are taxed only by your home state. File Form IL-W-5-NR (Employee’s Statement of Nonresidence in Illinois) with your employer to opt out of Illinois withholding. The same form covers military spouses who are in Illinois only because their service-member spouse is stationed here, provided both spouses share the same home state. If your state of residence changes, notify your employer within 10 days.5Illinois Department of Revenue. Employee’s Statement of Nonresidence in Illinois

Turning It In

Hand the signed form directly to your employer’s payroll or HR department. The Illinois Department of Revenue does not receive it; the form stays with the employer as an internal instruction. Many employers accept it through an online HR portal, others want paper. Either way, keep a personal copy of what you submitted.2Illinois Department of Revenue. When to File a New One

You can file an updated IL-W-4 any time your allowances go up — a new baby, a home purchase that adds property-tax deductions, a spouse who stops working. If your allowances go down, you have a stricter clock: file a new form within 10 days of the change. Divorce, a dependent aging out, and selling a home all fall in that bucket.2Illinois Department of Revenue. Review your pay stub after any life change and again early each year. If the Illinois withholding line doesn’t match what you’d expect from your allowance count, raise it with payroll before the gap compounds over months.

Don’t Pad the Allowance Count

Overclaiming allowances won’t produce an immediate penalty, but it will leave you short at tax time. If your Illinois tax liability exceeds your withholding and credits by more than $1,000 for the year, you can owe a late-payment penalty for underpayment of estimated tax on top of the balance due.6Illinois Department of Revenue. What Is the Penalty for Not Making Estimated Tax Payments?

Deliberate fraud is a separate problem. Filing a false withholding certificate to reduce the tax you actually owe falls under 35 ILCS 5/1301. A first offense is a Class 4 felony, with one to three years in prison and a fine of up to $25,000. The statute targets willful evasion rather than honest arithmetic mistakes, but it is reason enough to run your worksheet math carefully instead of inflating allowances to boost take-home pay.7Illinois General Assembly. 35 ILCS 5/1301 – Willful and Fraudulent Acts
