How to Complete the Massachusetts B2B Drop Off Cover Sheet (REG128)

The Massachusetts B2B Drop Off Cover Sheet is the document RMV business partners attach to a bundle of vehicle transactions before dropping the bundle at a designated Registry service center. You can generate it online through the myRMV portal, which produces a scannable QR code, or download a fillable PDF from Mass.gov.1Mass.gov. Who Can Use It

The cover sheet is only for registered RMV business partners: auto dealers submitting new registrations, titles, and transfers; insurance agents handling renewals, cancellations, and address changes; and runners acting on their behalf.2Mass.gov. Generating the Cover Sheet Online

The online version is the faster route because the QR code it generates feeds directly into the B2B Tracker once staff scan your bundle at intake.4Mass.gov. B2B Tracker Customer Job Aid The steps:

  • Go to atlas-myrmv.massdot.state.ma.us and scroll to the Vehicle Registration section. Click the “More…” link.
  • Select “B2B Drop Off Cover Sheet Request” from the links on the left.
  • Click Next on the Transaction Information screen, then fill in every required field. You can list up to 8 VINs per transaction.
  • Review the summary. Use Previous to correct anything, or Submit to finalize.
  • On the Confirmation screen, click “Printable View” to print the sheet. A copy is also emailed to the address you entered.

Print the sheet and attach it to the front of the bundle. Whoever physically delivers the work needs the printed sheet in hand at drop-off.

Using the Fillable PDF

If you’d rather not use the portal, the RMV posts a fillable PDF version at mass.gov/lists/b2b-cover-sheets-for-drop-off-work.5Mass.gov. B2B Cover Sheets for Drop Off Work Complete it on your computer before printing rather than by hand; if you do write it in, every field has to be legible.

Be careful with the contact email. The RMV uses that address to notify you when the work is ready for pickup and when payment is due, so the person listed needs to be available to handle the invoice. Don’t put down someone who will be out of the office.5Mass.gov. B2B Cover Sheets for Drop Off Work

Preparing the Bundle

Organize the paperwork into a single bundle with the cover sheet on top. Every supporting document for the transactions listed on the sheet needs to be inside: title applications, registration forms, insurance documentation, and any required fees.

Volume matters for turnaround. Bundles of up to 100 items follow the shorter processing window; anything over 100 takes an extra business day. If you regularly move more than 100 transactions at a time, splitting them into separate bundles can be faster, but each bundle needs its own printed cover sheet.

Where to Drop Off and When You Get It Back

Only designated B2B service centers accept these drop-offs. Boston Haymarket, for example, has a dedicated intake area for dealers, agents, and runners, and a separate pickup area.3Mass.gov. Boston (Haymarket) RMV Service Center Hours and turnaround times are consistent across B2B locations:

  • Drop-off: 9:00 a.m. to 5:00 p.m. daily.
  • Pickup: 9:00 a.m. to 5:00 p.m. daily.
  • Bundles of up to 100 items: ready on the second full business day after 9:00 a.m.
  • Bundles over 100 items: ready on the third full business day after 9:00 a.m.

Tracking the Bundle

If you generated the cover sheet through myRMV, you can follow the bundle through the B2B Tracker rather than calling the service center. The statuses you’ll see:4Mass.gov. B2B Tracker Customer Job Aid

  • New: a service center rep has scanned the QR code. You get an email with a Confirmation Number.
  • In Progress: staff has opened the bundle and started work. A second email arrives with a Tracking Number.
  • Completed: every transaction in the bundle was processed successfully.
  • Partial Completion: some transactions went through, others were flagged.
  • Rejected: the bundle couldn’t be processed, usually because of missing or incorrect documentation.

To check status manually, sign in to myRMV, open Vehicle Registration, click “More…,” select “Check B2B Case Status,” and enter the Case ID or Tracking Number.

If Your Bundle Is Partially Completed or Rejected

Partial Completion means the RMV worked through what it could and flagged specific transactions inside your bundle. The Tracker comments show which items failed and why. Frequent causes are mismatched VINs, missing signatures on title applications, and insurance documentation that’s incorrect or missing. Fix the flagged items and resubmit them in a new bundle with a fresh cover sheet.

Full rejection is less common and usually points to a fundamental problem, such as a cover sheet that doesn’t match the contents of the bundle or documentation too incomplete to work with. Start with the Tracker comments; if they don’t explain enough, contact the service center where you dropped off the work.

Getting Registered as a Business Partner First

Access to the B2B system requires prior registration with the RMV as a business partner. The process starts with an online form:6Massachusetts RMV. New Business Registration

  • Submit the registration form with your business information and the program you’re joining. The person filling it out becomes the Primary Business Contact.
  • Wait for email confirmation, which can take up to 10 business days.
  • Log into the Community Portal within 24 hours of receiving the confirmation to activate access.
