New Jersey’s main rental assistance programs — the federal Section 8 Housing Choice Voucher and the state-funded State Rental Assistance Program (SRAP) — both start with the same step: an online pre-application submitted through the Department of Community Affairs during a limited open-enrollment window. The NJ housing application is a pre-application, not a full application, and submitting it only puts you into a random lottery. If the lottery selects you, your name goes on a waitlist ordered by preference categories, and you complete a full eligibility interview later. Local municipal housing authorities run their own separate waitlists on their own schedules.
Who Qualifies
Income
Eligibility is tied to your household income against the Area Median Income (AMI) for your county, published each year by HUD.1HUD USER. Income Limits HUD groups applicants as extremely low income (at or below 30% of AMI), very low income (at or below 50%), and low income (at or below 80%). The dollar cutoff for each tier rises with household size. In practice, demand so far outstrips supply that most people who make it off the waitlist fall well below 50% of AMI.
Residency and Citizenship
Only New Jersey residents may apply for SRAP, and you must have lived in the state for at least six months before submitting. DCA also applies a county residency preference: applicants who live or work in the county where they want to use the voucher get priority over applicants from elsewhere in the state.2New Jersey Department of Community Affairs. At least one household member must be a U.S. citizen or have eligible immigration status. In mixed-status families, the housing authority prorates the subsidy rather than denying it outright.3U.S. Department of Housing and Urban Development. Criminal Background
All adult household members go through a criminal background screening during the eligibility review.4New Jersey Department of Community Affairs. Housing Choice Voucher Program Two federal bars are absolute: a lifetime sex-offender registration requirement, and a conviction for manufacturing methamphetamine on the premises of federally assisted housing.5eCFR. 24 CFR 982.553 Housing authorities must also deny anyone currently using illegal drugs and anyone evicted from federally assisted housing for drug activity within the past three years. Beyond those categories, they have discretion, and can deny for recent violent crime or activity that threatens other residents. Documents to Have Ready Before the Window Opens
Enrollment windows can be short. Bergen County’s 2025 opening ran only five days.7Housing Authority of Bergen County. State Rental Assistance Program The full document package gets verified later, at the eligibility interview, but pulling it together in advance means you won’t scramble when the window opens or when the interview letter arrives.

- Birth certificates for infants under 12 months.
- Recent pay stubs: four consecutive if you’re paid weekly, two consecutive if you’re paid biweekly or twice a month, dated within eight weeks of submission.
- Award letters or check copies for Social Security, SSI, disability, veterans benefits, or pensions.
- TANF or General Assistance award letter or printout.
- A statement of monthly child support or alimony received.
- Bank and investment statements showing interest or dividends.
If you plan to claim a preference, collect that proof too. Veterans need discharge papers showing an honorable or general discharge. Disabled applicants need either an SSA determination letter or a physician’s certification on the required disability form.
Where and How to Apply
DCA’s statewide Section 8 and SRAP pre-applications go through WaitlistCheck.com; the DCA-specific Section 8 link is www.WaitlistCheck.com/NJ559. These lists are not always open. As of DCA’s most recent posting, the statewide Section 8 waitlist is closed and applicants are told to check back for the next opening.4New Jersey Department of Community Affairs. The form starts by designating a Head of Household, who becomes the primary contact for all future correspondence. Enter their full legal name, address, phone, and email exactly as they appear on ID. Then list every person who will live in the household, at any age, with name, date of birth, and Social Security number for each.
Report every income source — wages, benefits, child support, interest. Housing authorities cross-check against federal databases, and underreporting is one of the fastest ways to lose eligibility down the line. A transposed digit in a Social Security number or a misspelled name can trigger verification failures that delay or kill your application, so read the form back against your documents before submitting. You’ll be asked to acknowledge that the information is truthful under penalty of law.
Only one pre-application per household is accepted; duplicates get thrown out.
Paper Applications and Accommodations
DCA does not accept paper pre-applications in normal circumstances. The exception is a reasonable accommodation for a disability. The Lottery and the Waitlist
Submitting a pre-application does not put you on the waitlist. DCA runs a random lottery, and only a fixed number of households from the applicant pool get selected. Local authorities select far fewer than the statewide program.
Selected applicants are then ordered on the waitlist by preference weight, not by the order they applied. DCA’s preferences, highest to lowest:
- Veterans with honorable or general discharges, and their surviving spouses until remarriage.
- Homeless individuals and families.
- Persons with disabilities.
- Victims of domestic violence.
- People who live or work in the county where they want to use the voucher.
Qualifying for more than one preference stacks your priority. You must document every preference you claim at the time of selection, not just when you file the pre-application.2New Jersey Department of Community Affairs. State Rental Assistance Program
A successful submission generates a confirmation number. Save it. You’ll use it to check your status on WaitlistCheck.com. The wait between lottery selection and an actual voucher offer runs from months to years depending on local funding and vacancy rates. Keep your contact information current through the online portal the whole time. Morris County, for example, requires changes to family size, address, and income to be submitted through its portal.10Morris County Government. Apply for Subsidized Housing Letting an address lapse is one of the most common ways people lose their spot: the housing authority mails a time-sensitive notice, it bounces, and the name is purged.
The Eligibility Interview
When your name reaches the top of the list and funding is available, DCA or your local housing authority contacts you for an eligibility interview. You must meet the income limits for the county where you plan to live and prove New Jersey residency.4New Jersey Department of Community Affairs. Under SRAP, you have 15 days after being notified to declare and document all sources of household income.11New Jersey Office of Administrative Law. New Jersey Administrative Code Title 5 Chapter 42 – State Rental Assistance Program If your income has dropped since you applied, that reduction is not held against you, but you still have to document what you currently earn. Failing to provide proof of eligibility at selection makes the application ineligible.
If You’re Denied
A denial has to come in a written notice that explains the reason and tells you how to request an informal review.12eCFR. 24 CFR 982.554 Federal rules at 24 CFR 982.554 give you the right to present written or oral objections to someone who was not involved in the original decision. The notice itself states the deadline to request the review, and missing it forfeits your right to challenge.
Bring anything that addresses the specific reason for denial. Updated pay stubs if you were denied for exceeding income limits. Evidence of rehabilitation, treatment completion, or changed circumstances if the denial was based on criminal history. The reviewer has to give you a written final decision with reasons.
If the denial came from DCA, you have 45 days from the final decision to appeal to the Appellate Division. If it came from a municipal housing authority, you have 45 days to file a complaint in lieu of prerogative writs in Superior Court.13Legal Services of New Jersey.
