How to Complete the North Carolina Business Registration Application (NC-BR)

The NC-BR business registration application is North Carolina’s single form for opening state tax accounts: sales and use tax, income tax withholding, and the motor vehicle lease and subscription tax. The fastest way to file it is through the Department of Revenue’s free online portal at eservices.dor.nc.gov, which typically issues your account ID number on the spot. Before you start, pull together your federal ID, your entity details, and an estimate of how much tax you expect to collect or withhold each month.

What to Have Ready Before You Start

Missing information will stall the application, so gather everything first:

  • Federal Employer Identification Number (FEIN) from the IRS. Sole proprietors without employees can use an SSN instead.
  • North Carolina Secretary of State number, if your entity is registered there (corporations, LLCs, limited partnerships, and similar). Sole proprietors and general partnerships without a state filing do not need one.
  • Legal business name exactly as it appears on your formation documents, plus any trade names.
  • Physical address and mailing address. The Department sends tax correspondence to the mailing address on file.
  • Responsible person details: name, title, SSN, and home address of whoever controls the business. For a corporation that is a principal officer; for a partnership, a general partner.
  • Business start date in North Carolina, which sets when your first return is due.
  • Description of what you sell or do, whether sales are retail, wholesale, or both, and the types of items and services involved.

If you are registering for sales and use tax, you also need an estimate of monthly sales tax liability, your accounting method (cash or accrual), and whether the business is seasonal.1North Carolina Department of Revenue. No FEIN yet? Apply free through the IRS online tool; the number is issued at the end of the session. You need a valid SSN or ITIN for the responsible party to use it, and applicants whose principal place of business is outside the U.S. must apply by phone, fax, or mail.3Internal Revenue Service. Which Tax Accounts to Register For

The NC-BR consolidates several registrations. You check the accounts that apply and skip the rest.

Sales and Use Tax

Any retailer, wholesale merchant, or facilitator liable for North Carolina sales or use tax must obtain a Certificate of Registration before making taxable sales. The state’s general sales tax rate is 4.75 percent on tangible personal property, certain digital property, and taxable services such as repair, maintenance, and installation.4North Carolina General Assembly. North Carolina Code 105-164.4 – Tax Imposed on Retailers and Certain Facilitators Local and transit taxes stack on top, so total rates vary by county, and you collect based on where delivery occurs rather than where your business sits.5North Carolina Department of Revenue. Income Tax Withholding

If you pay wages to anyone working in North Carolina, you need a withholding account. The work location controls, not where the employee lives.6North Carolina General Assembly. North Carolina Code 105-163.6 – When Employer Must File Returns and Pay Withheld Taxes

Motor Vehicle Lease and Subscription Tax

Businesses that lease, rent, or offer vehicle subscriptions in North Carolina register for this account on the same application. Rates run 8 percent for short-term rentals, 3 percent for long-term leases, and 5 percent for vehicle subscriptions.7North Carolina Department of Revenue. Prepare to Register Your Business

How Often You Will File

Your estimated monthly liability on the NC-BR drives the filing schedule the Department assigns, and it adjusts that schedule later based on actual collections.

For sales and use tax, expect quarterly filing if liability runs under $100 per month, monthly filing between $100 and $20,000, and monthly with prepayment at $20,000 or more.8North Carolina Department of Revenue. Filing Frequency and Due Dates New businesses rarely land in the prepayment tier at the start. Estimate conservatively if you are unsure; the Department will move you once it has real data.

For withholding, employers averaging less than $2,000 per month file quarterly or monthly. Employers averaging $2,000 or more file semiweekly on the same deposit schedule as their federal employment taxes on the same wages.6North Carolina General Assembly. North Carolina Code 105-163.6 – When Employer Must File Returns and Pay Withheld Taxes The Department can reassign you to a faster schedule at any time if withholding grows or if it decides collection is at risk.

If You Sell Into North Carolina From Out of State

A physical presence is not required for sales tax to apply. A remote seller must register and begin collecting once gross sales sourced to North Carolina exceed $100,000 in the previous or current calendar year, counting marketplace-facilitated sales toward that threshold.10North Carolina Department of Revenue. Remote Sales Remote sellers can register through the state’s online portal or through the national Streamlined Sales Tax Registration System at streamlinedsalestax.org, which is useful if you need to register in several states at once.

After You Register

The Department issues a Certificate of Registration with your sales and use tax Account ID. That certificate is your authorization to collect sales tax, and state law requires you to have it before you make any taxable sales.2Cornell Law Institute. 17 NC Admin Code 07B 0104 – Registration and Returns Keep it accessible at your business location; the Department can ask to see it.

The certificate stays valid indefinitely unless the Department revokes it for noncompliance or it goes void automatically, which happens if you file no returns, or file returns showing zero sales, for 18 consecutive months.11North Carolina General Assembly. North Carolina Code 105-164.29 Your account ID is what you use to file returns and make payments through the online system.

Changing or Closing Your Account

If your business moves or your mailing address changes, file Form NC-AC (Business Address Correction) with the Department. It can be completed and submitted online.12North Carolina Department of Revenue. NC-AC Business Address Correction A separate federal step applies: file IRS Form 8822-B within 60 days of any change to your business address or responsible party.13Internal Revenue Service. When you stop doing business in North Carolina, file Form NC-BN (Out-of-Business Notification) to close your state tax accounts; this one can also be filed online.14North Carolina Department of Revenue. NC-BN Out-of-Business Notification Closing state accounts does not close federal ones. You still need to file final federal returns for the year you shut down, and corporations may need to file IRS Form 966 (Corporate Dissolution or Liquidation).15Internal Revenue Service.
