Pennsylvania Schedule UE is the form W-2 employees use to deduct unreimbursed work expenses from their state taxable compensation, even though the federal deduction for these costs has been suspended since 2018. You attach the completed schedule to your PA-40 Personal Income Tax Return, and the net expense total flows to Line 1b of the PA-40, reducing the compensation taxed at Pennsylvania’s flat 3.07% rate.1Pennsylvania Department of Revenue. Personal Income Tax There is no percentage-of-income floor like the old federal rule imposed; 100% of qualifying expenses reduce your taxable pay.2Pennsylvania Department of Revenue. Who Can Use Schedule UE
Schedule UE is for W-2 employees only. Independent contractors and self-employed filers report their costs elsewhere on the Pennsylvania return. If you worked more than one job during the year, prepare a separate Schedule UE for each employer. Spouses filing jointly each file their own; you cannot combine expenses across spouses or across employers.3Pennsylvania Department of Revenue. My Spouse and I File a Joint Return – Do We Have to Submit Separate UE
Every expense you claim must meet five tests set by the Department of Revenue. It has to be ordinary in your trade, actually paid by you in real dollars, reasonable in amount, necessary to perform your job, and directly related to the duties of the specific position.4Pennsylvania Department of Revenue. Gross Compensation Convenience is not enough. If your employer would have reimbursed the cost and you didn’t ask, or you bought a nicer version than the employer would have covered, only the mandatory, unreimbursed portion is potentially deductible.
What Goes in Each Section
The form has four sections, and putting a cost in the wrong one is a common reason returns come back for correction.5Pennsylvania Department of Revenue. PA Schedule UE Allowable Employee Business Expenses
Section I: Direct Employee Business Expenses
Union dues and initiation fees paid as a condition of membership tied to the job. Required work clothes and uniforms that are not suitable for everyday wear (a logo uniform, yes; a suit, no). Small tools and supplies your employer requires but doesn’t provide. Professional licenses, malpractice insurance, and fidelity bonds, but only when the law or your employer requires them.
Section II: Business Travel Expenses
Vehicle costs under either the standard mileage rate or actual expenses, plus parking, tolls, overnight hotel stays, meals, and entertainment while traveling for work. Pennsylvania wants actual amounts for meals and entertainment. Federal per-diem rates and flat allowances are not accepted substitutes for what you really spent.2Pennsylvania Department of Revenue. Unreimbursed Business Expenses
Section III: Miscellaneous Expenses
A catch-all for breakage fees or cash shortages you must repay the employer, wages reported on your W-2 that you have to pay back as a condition of employment, costs for readers who assist blind employees, and business gifts that are ordinary, necessary, and reasonable.
Section IV: Office or Work Area Expenses
Home office deductions. Before claiming anything here you must answer yes to three questions on the form: your employer requires you to keep a work area off its premises, you neither rent nor own any part of that area to or from the employer, and you use the space regularly and exclusively for work. A single no closes Section IV. If you qualify, calculate the percentage of your home used exclusively for work (typically workspace square footage divided by total square footage) and apply that percentage to depreciation (homeowners), real estate taxes, mortgage interest, utilities, and property insurance.
What Pennsylvania Will Not Allow
Several categories are off-limits no matter how real the expense feels:
- Commuting between home and your regular workplace, however far the drive, and commuting between jobs for different employers.
- Clothing suitable for everyday wear, even when your employer requires business-professional attire.
- Personal grooming such as haircuts and cosmetics.
- Estimated or federal per-diem amounts in place of actual receipts.
The pattern is simple. If the expense mainly benefits you as a person rather than being imposed by the job, the Department will disallow it.
Vehicle Expenses for 2026
For 2026, the IRS standard mileage rate is 72.5 cents per mile, effective January 1.6Internal Revenue Service. IRS Sets 2026 Business Standard Mileage Rate at 72.5 Cents Per Mile, Up 2.5 Cents Pennsylvania uses the same federal rate on Schedule UE. Multiply business miles by the rate and you’re done with the mileage method.
You can instead claim actual vehicle costs (gas, oil, repairs, insurance, rentals, depreciation), but you cannot mix the two methods in the same year. If the IRS adjusts the rate mid-year, the Schedule UE instructions tell you to use the higher rate for the full year rather than split the calculation. One trap worth remembering: you cannot claim depreciation on any vehicle for which you use the standard mileage rate. Either way, you have to report total business miles and total miles driven for all purposes, which the form uses to figure the business-use percentage.
The Employer Verification Letter
This is where most Schedule UE claims live or die. The Department requires a letter from your employer confirming the expenses were necessary and not reimbursed, and Pennsylvania provides an official template, Form REV-757, for the purpose.2Pennsylvania Department of Revenue. Unreimbursed Business Expenses
If your employer won’t sign one, or isn’t reachable, or is out of business, Pennsylvania accepts two substitutes:
- Form REV-775, a signed personal affidavit stating the expenses were required and unreimbursed.
- A copy of your employer’s written reimbursement policy, which the Department can use to confirm your costs fell outside what the employer covered.
A letter you or your tax preparer draft is not enough. During processing the Department may ask for a detailed breakdown of each expense, dated receipts, and a letter from each employer. Having the REV-757 ready before you file is the single best way to avoid delays and disallowed deductions.
Completing the Form
Download the current-year Schedule UE from the Department of Revenue website. At the top, fill in your name and Social Security number, then your employer’s name, address, federal EIN, and phone number. Describe the duties of the job the expenses relate to with enough specificity that a reviewer can see why the costs were necessary.
Work through Sections I through IV using actual dollar amounts backed by receipts. Each expense needs a date, an amount, and a business purpose on file. At the bottom, add the four sections together to get your total allowable expenses on Line H. Subtract any reimbursements the employer did provide on Line I. The difference, Line J, is your net unreimbursed expense. When Line H exceeds Line I, carry Line J to Line 1b of the PA-40.
Filing and Where to Mail It
The easiest way to file is Pennsylvania’s free myPATH portal, which handles the PA-40 and attached Schedule UE electronically at no cost.7Pennsylvania Department of Revenue. File a Pennsylvania Income Tax Return E-filed returns with Schedule UE generally take about four weeks to process.
Paper filers need the right Harrisburg address based on whether money is owed:8Pennsylvania Department of Revenue. To What Address Do I Mail My PA-40 Personal Income Tax Return or Supporting Documentation
- Payment enclosed: PA Dept of Revenue, Payment Enclosed, 1 Revenue Place, Harrisburg, PA 17129-0001.
- No payment or refund due: PA Dept of Revenue, No Payment/No Refund, 2 Revenue Place, Harrisburg, PA 17129-0002.
Paper returns can take eight to ten weeks just to post into the system, with more time for review after that. The wrong address or a missing Schedule UE attachment compounds the wait.
If You Overstate the Deduction
If the Department reviews your return and finds you claimed too much, you’ll owe the additional tax plus a 5% addition on the amount underpaid.9Legal Information Institute. Pennsylvania Code 61 Pa.
