The SC W-4 form is South Carolina’s Employee’s Withholding Allowance Certificate, and it tells your employer how much state income tax to hold back from each paycheck. You download it from the South Carolina Department of Revenue, fill out a short worksheet to figure your allowances, transfer the total to the front page, sign it, and give it to your employer’s payroll office. Where to Get the Current Form
The 2026 SC W-4 is a fillable PDF on the SCDOR’s withholding forms page at dor.sc.gov.2South Carolina Department of Revenue. Withholding Forms Many employers hand you a printed copy on your first day. If you would rather not fill out a second form, South Carolina law also accepts a properly completed federal Form W-4 for state withholding, so the certificate already in your file can do double duty.3South Carolina Legislature. Working Through the Personal Allowances Worksheet

- Line A, Yourself. Enter 1. Everyone gets this line.
- Line B, Married filing jointly. Enter 1 if you plan to file a joint return.
- Line C, Head of household. Enter 1 if you are unmarried and pay more than half the cost of maintaining a home for yourself and a qualifying dependent.
- Line D, Single job or low second income. Enter 1 if you are single with only one job, married filing jointly with a non-working spouse, or wages from a second job (or your spouse’s wages, or the two combined) come to $1,500 or less.
- Line E, Dependents. Enter the number of dependents you will claim on your 2026 federal return. The count has to match the federal return and covers both qualifying children and qualifying relatives.
- Line F, Dependents under age 6. Of the dependents on Line E, count how many will be under 6 as of December 31, 2026.
- Line G, Total. Add lines A through F.
If you plan to itemize or expect adjustments to income that will lower your tax, the form has a second worksheet, the Deductions, Adjustments, and Additional Income Worksheet, that can raise your allowance count further. Completing the Front Page
The front of the form has seven numbered lines.
- Lines 1 and 2. Your full legal name, home address, and Social Security number.
- Line 3. Check one filing status: single, married (filing jointly or separately), or head of household.
- Line 4. Check this box if your last name differs from the one on your Social Security card. The Social Security Administration needs to match your name to your number for state withholding to post correctly.
- Line 5. Enter the total from Line G of the Personal Allowances Worksheet.
- Line 6. Enter any extra dollar amount you want withheld from each paycheck on top of the standard calculation. This is where to add a cushion for investment income, rental income, or other earnings not subject to withholding.

Two Jobs or a Working Spouse
Holding more than one job, or filing jointly when both spouses work, is the setting where the standard worksheet routinely under-withholds. The combined income lands at a higher effective rate, but each employer only sees its own paychecks. The SCDOR’s fix is to claim your allowances on the SC W-4 for the highest-paying job only and enter zero allowances on every other one. If that still comes up short, add an extra flat amount on Line 6 of one of the forms.1South Carolina Department of Revenue. Claiming Full Exemption From Withholding
You can claim exemption on Line 7 only if both statements are true: you had no South Carolina income tax liability for 2025 and were entitled to a refund of everything withheld, and you expect no South Carolina income tax liability for 2026.1South Carolina Department of Revenue. An exemption on the 2026 form expires December 31, 2026. If you still qualify in 2027, submit a new SC W-4 at the start of that year. The prior exemption does not carry over, and your employer will withhold as if you claimed zero allowances until the replacement form arrives.1South Carolina Department of Revenue. Handing the Form to Your Employer
Give the completed SC W-4 to payroll or HR. The SCDOR does not accept it from employees. Your employer keeps it on file and updates the payroll system. If you claim ten or more exemptions, the employer must notify the department within 30 days.3South Carolina Legislature. South Carolina Code 12-8 – Income Tax Withholding
No statute sets a hard deadline for when the new withholding has to take effect. Most payroll departments apply changes within one to two pay periods. Check the state withholding line on your next couple of pay stubs, and follow up with payroll if the number has not moved.
When to File a New SC W-4
The SCDOR recommends completing a new SC W-4 each year and any time your personal or financial situation shifts.1South Carolina Department of Revenue. South Carolina Employee’s Withholding Allowance Certificate Common triggers are marriage, divorce, a birth or adoption, a spouse starting or leaving a job, and adding a second job. Any of these can move your allowance count enough to open a real gap between what gets withheld and what you actually owe.
Every new employer also needs a fresh form. South Carolina law requires every employee to furnish a signed withholding exemption certificate on or before the first day of work.3South Carolina Legislature. South Carolina Code 12-8 – Income Tax Withholding Skip it and your employer will withhold at the highest rate, as if you claimed zero allowances, until the form comes in.
Nonresidents Working in South Carolina
South Carolina’s withholding law defines “employee” to include nonresidents who receive wages for services performed inside the state.3South Carolina Legislature. South Carolina Code 12-8 – Income Tax Withholding If you live elsewhere but work here, your South Carolina employer must withhold state income tax, and you should file an SC W-4 to set your allowances.
A narrow exception exists. Nonresidents whose South Carolina work is connected to their regular employment in another state are exempt from withholding when their gross South Carolina wages fall at or below the federal personal exemption amount. The exception does not reach workers performing construction, installation, engineering, or similar on-site services in the state.3South Carolina Legislature. Penalties for False Withholding Information
Claiming allowances or an exemption you are not entitled to carries a cost. South Carolina Code Section 12-54-46 imposes a $500 civil penalty for each violation, including inflated allowance counts, unqualified exemption claims, and refusing to hand in a certificate at all. Willful false information is a misdemeanor under Section 12-54-44(B)(5), punishable by a fine of up to $1,000, up to one year in jail, or both. The civil penalty does not apply when a change in family circumstances made an existing certificate inaccurate and neither your employer nor the SCDOR has told you to update it.4South Carolina Legislature. If the department questions your allowance count, it can ask for written verification within 30 days. Fail to respond adequately and the SCDOR will reduce your allowances to one and notify your employer to withhold on that basis.3South Carolina Legislature.
