To establish residency in Michigan, you move into the state with the intention of making it your permanent home, and then you back that intention up with a Michigan driver’s license, a registered and insured vehicle, voter registration, and a Michigan tax return. Legally, your status as a resident begins the moment you arrive with that intent; the paperwork is how you prove it to the state.
Michigan law defines your residence as the place where you habitually sleep, keep your personal effects, and maintain a regular place of lodging.1Michigan Legislature. Get a Michigan Driver’s License or State ID
Visit a Secretary of State branch office as soon as you settle in. Appointments are required, so book one before you go.3State of Michigan. New Michigan Residents – FAQs Bring four categories of documents: proof of your Social Security number (card, W-2, SSA-1099, or a pay stub showing the full number); proof of legal presence (a valid U.S. passport, a certified birth certificate with a raised seal, a Certificate of Naturalization, or qualifying immigration paperwork); proof of identity (your current out-of-state license works, even if expired within the last four years); and two separate documents proving your Michigan address, such as a signed lease, mortgage statement, utility bill, or bank statement.4State of Michigan. A standard operator’s license costs $25.5Michigan Legislature. You’ll take a vision screening at the office.7State of Michigan. Vision Standards for Motor Vehicle Driver’s Licenses If you hold a valid out-of-state license, you typically skip the written knowledge test and road exam. You’ll leave with a temporary paper document; the permanent card comes by mail. Michigan licenses expire every four years on your birthday, and most in-between renewals can be handled online or by mail, with an in-person photo update required about every 12 years.8State of Michigan. Title, Register, and Insure Your Vehicle
Michigan gives new residents no grace period on vehicle registration. State law requires you to title and register your vehicle as soon as you establish residency, not within 15 or 30 days.3State of Michigan. You cannot register without proof of Michigan no-fault insurance. Every vehicle owner in the state must carry personal injury protection, property protection, and residual liability coverage.9Michigan Legislature. Michigan Code 500.3101 – Security for Payment of Benefits A basic policy includes property protection up to $1 million for damage your car causes to others’ property in Michigan, plus bodily injury liability of $250,000 per person and $500,000 per accident.10State of Michigan. Brief Explanation of Michigan No-Fault Insurance You also choose a level of personal injury protection medical coverage; if you don’t actively select one, your policy defaults to unlimited coverage, which is expensive. Shop for Michigan insurance before you arrive if you can. What you had in your previous state is almost certainly structured differently.
To convert your title, bring the original out-of-state title, proof of Michigan no-fault insurance, and proof of identity. If your out-of-state title is held by a lender, bring your out-of-state registration (as long as it hasn’t been expired more than 90 days) and you can get a registration-only plate while your lender handles the title transfer.3State of Michigan. Register to Vote
Michigan offers automatic voter registration when you apply for or update a license or state ID at a Secretary of State office, so this can piggyback on the visit you’re already making. You can also register online, by mail, or in person at your local city or township clerk’s office.
If you’ve just moved and an election is close, Michigan allows same-day registration at your local clerk’s office through election day. Bring proof of your Michigan address such as a driver’s license, utility bill, bank statement, or paycheck; digital copies are accepted.12State of Michigan. File Michigan Taxes as a Resident
Michigan treats you as a tax resident if you’re domiciled here or if you spend at least 183 days in the state during the tax year, even without a formal change of domicile.2Michigan Legislature. If you moved to Michigan partway through the year, you’ll file a part-year return that splits your income between the period before you became a resident and the period after.2Michigan Legislature. Homestead Property Tax Credit
Once you’ve lived in Michigan for at least six months in a tax year, you may qualify for the Homestead Property Tax Credit, which offsets a portion of the property taxes or rent you paid on your primary home. Total household resources must be $71,500 or less; if you own, taxable value cannot exceed $165,400.14State of Michigan. You file Form MI-1040CR with your state return, and the credit is refundable, so it pays out even if you owe no Michigan income tax.
Where Residency Alone Isn’t Enough
Two situations trip up new Michiganders because “residency” in the everyday sense doesn’t automatically get you what you’re expecting.
In-State Tuition at Public Universities
General state residency doesn’t get you in-state tuition. Most Michigan public universities require 12 consecutive months of physical presence in the state, for reasons other than attending school, immediately before the first day of classes.15Michigan State University. Universities want evidence of genuine roots: Michigan tax returns, a Michigan driver’s license, employment records, voter registration.16Western Michigan University. Each school runs its own classification process, so check with the registrar for forms and deadlines.
Veterans and eligible dependents using Post-9/11 GI Bill, Montgomery GI Bill, or Veteran Readiness and Employment benefits can bypass the waiting period. Under Section 702 of the Veterans Choice Act, veterans who served at least 90 days on active duty since September 10, 2001, qualify for in-state tuition in whatever state they’re living in when classes start, provided they’re living there at the start of the term.17U.S. Department of Veterans Affairs. Professional Licenses
Your out-of-state professional license does not automatically follow you. Teachers have the easiest path: Michigan has signed an Interstate Compact Agreement with every state, accepting out-of-state teaching preparation and standard certificates on a reciprocal basis, with the Michigan Tests for Teacher Certification requirement waived for those with at least three years of experience matching their certificate.18State of Michigan: Department of Education. Building trades and many other professions regulated by the Department of Licensing and Regulatory Affairs get no reciprocity from any other state. You submit your out-of-state credentials, have your previous state verify your license on a standardized form, and take a Michigan-specific exam.
