To establish residency in PA, you need to physically live at a Pennsylvania address and intend to make it your permanent home, then back that up with action: transfer your driver’s license within 60 days, title and register your vehicle within 20 days, start paying Pennsylvania income tax, and build a paper trail (utility bills, a lease or deed, voter registration, in-state insurance) that ties your life to the address. No single form makes you a resident. The state looks at the whole picture.
What Pennsylvania Counts as Residency
Pennsylvania uses the concept of domicile: the place you maintain as your permanent home and intend to return to whenever you’re away.1Commonwealth of Pennsylvania. Determining Residency for PA Personal Income Tax Purposes – Questions and Answers You can only have one at a time, and it doesn’t shift until you move somewhere new with genuine intent to stay.
To establish a Pennsylvania domicile, three things have to be true: you’ve abandoned your previous state as your base of operations, you’ve made Pennsylvania your new base, and you’re physically present at a Pennsylvania address, even if only temporarily.1Commonwealth of Pennsylvania. Each thread you tie to Pennsylvania strengthens the case.
The Two Proofs of Address You’ll Need Everywhere
Almost every step below asks for the same thing: two separate documents showing your Pennsylvania address. They must be originals or certified physical copies. Photocopies and screenshots don’t count.2Commonwealth of Pennsylvania. REAL ID Document Requirements
- A utility bill (electric, gas, water, cable) in your name at the Pennsylvania address
- A W-2, pay stub, or tax record
- A lease agreement, mortgage document, or deed
- Mail that has moved through USPS to your Pennsylvania address, such as a bank statement or an auto insurance card
If you’re living with someone and don’t have bills in your own name, that person can go with you to a PennDOT Driver License Center, bring their photo ID, and sign an affidavit confirming you live there. The affidavit counts as one proof; you still need a second document addressed to you.2Commonwealth of Pennsylvania. REAL ID Document Requirements
Getting utilities in your name and having mail forwarded early makes the rest of the process much easier.
Transferring Your Driver’s License (60 Days)
New residents with a valid out-of-state non-commercial license have 60 days after establishing residency to switch to a Pennsylvania license. Commercial driver’s license holders get 30 days.3Commonwealth of Pennsylvania. Moving to Pennsylvania – Driver and Vehicle Services
The transfer happens in person at a PennDOT Driver License Center. Bring:
- Your out-of-state license (it can be expired up to six months and still qualify)
- Your two proofs of Pennsylvania residency
- Proof of identity, such as a birth certificate or passport
- Your Social Security card
You’ll fill out Form DL-180R and take a vision screening. A valid out-of-state license spares you the written knowledge test and the road test. If yours has been expired more than six months, you’ll start over with a learner’s permit and take both tests.4Commonwealth of Pennsylvania. Transfer a Driver’s License from Another State
You surrender your out-of-state license at the counter. PennDOT hands you a 15-day temporary license, and the permanent card arrives by mail within about 15 business days.3Commonwealth of Pennsylvania. Moving to Pennsylvania – Driver and Vehicle Services
A standard four-year license for a new resident costs $39.50. Drivers 65 and older can get a two-year license for $27.50. A non-driver photo ID card is $43.50.5Commonwealth of Pennsylvania. Titling and Registering Your Vehicle (20 Days)
The vehicle deadline is tighter than the license deadline. You have 20 days after establishing residency to title and register any car you brought with you.7Commonwealth of Pennsylvania. Motor Vehicle Information for New Residents
Titling runs through an authorized agent, typically a notary or tag service, using Form MV-1. Bring your out-of-state title issued in your name, proof of Pennsylvania auto insurance with effective and expiration dates, and either a tracing of your VIN or the vehicle itself for the agent to verify.
If you still owe money on the car, the agent has to request the title from your lienholder, and that can take weeks. The 20-day clock keeps running while you wait, so start early.8Commonwealth of Pennsylvania. Transfer Vehicle Registration from Another State
The title fee is $72. Annual registration for a passenger vehicle is $48.9Commonwealth of Pennsylvania. Bureau of Motor Vehicles Schedule of Fees Pennsylvania also charges 6% sales and use tax on vehicles, though credits may apply for tax already paid in your previous state. Your titling agent can tell you the exact amount.
You need Pennsylvania auto insurance before you can register. The state minimums are $15,000 per person and $30,000 per accident for bodily injury, plus $5,000 for property damage.10Commonwealth of Pennsylvania. Insurance Overview – Driver and Vehicle Services Many drivers carry more than that, but those numbers satisfy the law.
Once you’re titled and registered, get the car through a PennDOT-certified annual safety inspection. Many counties add an emissions inspection on top. Driving an uninspected vehicle is a citable offense, so don’t push this one.
Paying Pennsylvania Taxes as a New Resident
Pennsylvania charges a flat 3.07% personal income tax on all taxable income.11Commonwealth of Pennsylvania. Tax Rates – Department of Revenue Once you’re a resident, you owe it on income from all sources, not just what you earn inside the state.12Commonwealth of Pennsylvania Department of Revenue. Brief Overview and Filing Requirements
You have to file a Pennsylvania Resident Income Tax Return (PA-40) if your gross taxable income exceeds $33 for the year, even if you owe nothing.13Pennsylvania. 2025 Pennsylvania Personal Income Tax Return Instructions (PA-40 IN) If you moved mid-year, you’ll file as a part-year resident and report Pennsylvania-taxable income for the months you lived here.14Legal Information Institute (LII) / Cornell Law School. 61 Pa Code 121.8 – Method of Taxing Part-Year Residents
Then there’s local tax, which surprises people moving in from states that don’t have it. Nearly every Pennsylvania municipality and school district levies a local earned income tax (EIT), commonly between 1% and 3% of earned income. Your employer withholds it, and you file a separate annual return with your municipality’s certified tax collector.15PA Department of Community & Economic Development. Local Income Tax Information
Most municipalities also charge a Local Services Tax (LST) on anyone working in their borders, capped at $52 per year and withheld in small increments. If the combined LST rate is over $10 and your earned income from that municipality stays under $12,000, you’re exempt.16PA Department of Community & Economic Development. Local Services Tax (LST)
To find your rate and the right collector, use the PSD code lookup tool on the Pennsylvania Department of Community and Economic Development’s website. Enter your home address and it returns your political subdivision code, EIT rate, and collector.
Registering to Vote and Other Signals of Intent
Voter registration is one of the clearest signals of intent to stay. You can register online, by mail, in person at your county voter registration office, or at a PennDOT Driver License Center when you apply for your license. To vote in the next election, you must be a U.S. citizen, at least 18, and have lived in your election district for at least 30 days beforehand.
Once you live in a Pennsylvania county, you’re in the jury pool. There’s no minimum duration; current residence is enough.17Pennsylvania General Assembly. Pennsylvania Code Title 42 Chapter 45 – Juries and Jurors
If You Hold a Professional License Elsewhere
If your work requires a license (nursing, teaching, engineering, cosmetology, and many others), apply for Pennsylvania licensure through the state’s online portal at pals.pa.gov. Boards accept applications by reciprocity or endorsement where agreements with your previous state already exist.18Department of State | Commonwealth of Pennsylvania. Applying for a Professional License From Outside Pennsylvania
Without a reciprocity agreement, Act 41 of 2019 provides a fallback. A board subcommittee reviews whether your previous state’s requirements are substantially equivalent, whether you’re in good standing, and whether you can demonstrate competency. If you meet most but not all of the Act 41 criteria, the board can issue a provisional license so you can practice while finishing the rest.18Department of State | Commonwealth of Pennsylvania. A Note on In-State Tuition
Establishing residency for driver’s license, tax, and voting purposes does not automatically qualify you for in-state tuition. Universities set their own rules. Penn State, for instance, presumes Pennsylvania domicile for tuition only if you’ve lived in the state continuously for at least 12 months immediately before enrollment and your presence isn’t primarily for school.19Penn State Policies. Residency Classification for Tuition Purposes Military personnel stationed in Pennsylvania and veterans using GI Bill benefits get in-state rates regardless.20University Bulletin.
