What to Gather Before You File
Form REG 227 asks for specific vehicle and owner details, so pull these together first:
- The vehicle identification number (VIN), license plate number, make, model, and year.
- The registered owner’s name, address, and California driver’s license or ID number. If a lienholder is on record, their name and address too.

The DMV’s virtual office handles replacement title requests directly. If Your Vehicle Still Has a Loan
A lienholder on record changes who can file. For vehicles two model years old or newer, the lienholder is the party that must request the duplicate, not you.2California Department of Motor Vehicles. If the lienholder is releasing their interest because the loan is paid off, their signature on the REG 227 must be notarized.6California Legislative Information. California Vehicle Code VEH 5752 That step can’t be skipped, and it’s usually where delays start.
One more thing worth checking before you pay for a duplicate: many California lenders participate in the state’s Electronic Lien and Title (ELT) program. When you pay off an ELT loan, the lender sends the satisfaction notice electronically and the DMV prints and mails a paper title to you automatically.7California Department of Motor Vehicles. If You’re Trying to Sell the Vehicle
You don’t always have to wait for a duplicate title to close a sale. A properly endorsed REG 227 serves as both a replacement title application and a transfer document when the original California title is lost, stolen, or illegible.8California Department of Motor Vehicles. The exception: if a lienholder is on record for a vehicle two model years old or newer, only the actual Certificate of Title can release the lien.8California Department of Motor Vehicles. Replacement Titles In that case, get the duplicate first, then complete the transfer.
Federal law also requires an odometer reading whenever ownership changes. When the original title isn’t available, the seller can use a power of attorney form to authorize the buyer to handle the mileage disclosure where state law allows. How Long It Takes and Where It’s Mailed
The DMV mails the replacement title by regular U.S. mail to the address it has on file, which isn’t always the address you write on the form. Update your address with the DMV first if it’s out of date. Current processing estimates:
