Who Has to File
You must file a PA-40 if you received more than $33 in total PA gross taxable income during the year, or if you had a loss from any transaction as an individual, sole proprietor, partner, or S corporation shareholder.2Commonwealth of Pennsylvania. 2025 Pennsylvania Personal Income Tax Return Instructions PA-40 IN In practice that catches almost every wage earner, including students and part-time workers.
Which income you report depends on your residency status:
- A resident lived in Pennsylvania all year, or maintained a permanent home in the state and spent more than 183 days there. Residents owe PA tax on all income no matter where it was earned.
- A part-year resident moved into or out of Pennsylvania during the year and owes tax on income earned while maintaining a permanent home in the state.

One boundary worth noting for cross-border commuters: Pennsylvania has reciprocal tax agreements with Indiana, Maryland, New Jersey, Ohio, Virginia, West Virginia, and Washington, D.C. If you live in one of those places and work in Pennsylvania, your employer should withhold for your home state, and you generally won’t need to file a nonresident PA return just because you crossed the border for work.3Commonwealth of Pennsylvania. What Pennsylvania Taxes
The 3.07% flat rate applies to eight specific classes of income: compensation (wages, salaries, tips); interest; dividends and capital gains distributions; net business income; net gains from property sales; net rental and royalty income; estate and trust income; and gambling and lottery winnings.1Commonwealth of Pennsylvania. If an income type isn’t on that list, Pennsylvania doesn’t tax it. That has real consequences for retirees. The Forms You’ll Fill Out
Form PA-40 is the core return. You report income in each of the eight classes on its own line, declare your residency status, and enter your Social Security number. Watch out for one common trap. Pennsylvania has its own Schedule C for business income, and you cannot simply copy numbers from your federal Schedule C. The PA version uses PA-specific rules for deductions and accounting, and the instructions explicitly warn against substituting the federal form. Beyond the main return, several schedules handle specific situations. Schedule G-L lets residents who paid income tax to another state claim a credit so they aren’t taxed twice; you’ll need copies of the W-2s showing that other state’s withholding.4Pennsylvania Department of Revenue. PA Schedule G-L Resident Credit for Taxes Paid Schedule UE documents unreimbursed employee business expenses such as required uniforms, union dues, or tools your employer didn’t reimburse. Schedule D reports gains or losses from selling property, calculated by subtracting cost basis from sale price. Schedule W-2S aggregates wage and withholding data when you have multiple W-2 forms.
Every schedule you attach must support the numbers on your PA-40. If you claim a deduction or credit without the matching schedule, the Department of Revenue will likely send a notice of adjustment and recalculate your tax.
Check Whether You Qualify for Tax Forgiveness
Before you finalize the return, look at Schedule SP. Pennsylvania’s Tax Forgiveness credit can reduce or completely eliminate your state tax liability based on family size and income, with a forgiveness percentage that ranges from 10% to 100%. The income thresholds vary widely by household. A single filer with no dependents qualifies for 100% forgiveness at $6,500 or less in eligibility income and phases out entirely above $8,750; a married couple with two children reaches 100% forgiveness at $32,000 and phases out above $34,250.5Commonwealth of Pennsylvania. Filing Through myPATH

Filing by Mail
If you file on paper, the mailing address depends on whether you owe money, expect a refund, or break even. Sending it to the wrong address can delay processing by weeks:

Use certified mail or another tracked service so you have proof of delivery.
Deadline, Extensions, and Paying What You Owe
The deadline for the 2025 PA-40 is April 15, 2026. If you need more time, Pennsylvania grants a six-month extension to October 15 under either of two methods.8Commonwealth of Pennsylvania. 2026 State Tax Due Date Reference Guide DPO-05 If the IRS has already granted you a federal extension, Pennsylvania automatically extends your state deadline by the same period; just attach a copy of the federal extension when you eventually file. If you don’t have a federal extension, submit Form REV-276 to the Department of Revenue before April 15, with a specific explanation of why you need more time. Vague reasons like “too busy” will be denied.
An extension to file is not an extension to pay. You must still pay the full estimated tax owed by April 15, even if you won’t submit the return for another six months.9Legal Information Institute. 61 Pa Code 121.18 – Extension of Time for Filing a Return If you make an electronic payment by the original deadline through myPATH, the six-month extension is automatic and you don’t need to mail REV-276 at all.10Commonwealth of Pennsylvania. If your return shows a balance due, you have several ways to pay. myPATH accepts free ACH withdrawal from your bank account. You can pay by credit or debit card through ACI Payments, Inc., though credit card transactions carry a 2.75% convenience fee (with a $1 minimum) and debit cards a flat $3.95 fee. Or mail a check or money order with Form PA-40 V, the payment voucher, to the Payment Enclosed address. If you can’t pay the full amount, the department offers payment plan options for outstanding balances, but a payment plan doesn’t stop collection through the Treasury Offset Program, and interest continues to accrue.11Commonwealth of Pennsylvania. If You’re Getting a Refund
You can check refund status through the myPATH portal using your Social Security number and the exact refund amount.12Commonwealth of Pennsylvania. Track Status of Pennsylvania Income Tax Refund Electronically filed returns generally take about four weeks to process before a refund is issued, plus additional time for the deposit or check to arrive. Paper returns take significantly longer, especially during the spring rush, and any verification the department has to do adds more delay.
If You Find a Mistake After Filing
If you discover an error after filing, whether a missing W-2, a miscalculated deduction, or an overlooked credit, you correct it using Schedule PA-40 X. The schedule is not a standalone form. You file it attached to a new PA-40 marked as amended, and the department won’t consider the amendment received until both documents arrive together.13Commonwealth of Pennsylvania. If you’re amending to claim a refund, you generally need to file within three years of the date the tax was originally paid, typically the original due date of the return. If You File or Pay Late
Missing April 15 without an extension triggers an immediate penalty of 5% of the tax owed. Each additional month or fraction of a month late adds another 5%, up to a maximum of 25% of the unpaid tax. Unpaid balances also accrue interest. For calendar year 2026, Pennsylvania charges 7% annual interest on all underpayments, running from the original due date rather than from when you finally file.16Pennsylvania Bulletin. Interest Rate Notice Filing an extension without paying still means interest is accumulating from April 15 forward. Between the 5% monthly penalty and 7% annual interest, a balance left unaddressed for several months can grow substantially, so if you can’t pay everything by the deadline, pay as much as you can to shrink both charges.
