The state rate is 6% on most tangible goods and many listed services, and most jurisdictions add a 1% local option tax on top.1Iowa Legislature. Iowa Code 423.2 – Tax Imposed Everything else is a matter of getting the frequency, the math, and the deadline right.

Get Your Permit Before You Sell

Every person or business that sells taxable goods or services at retail in Iowa must hold an active sales tax permit before the first sale, with a separate permit for each physical location in the state.2Iowa Legislature. Iowa Code 423.36 – Permits Required to Collect Sales or Use Tax Registration is free through the Department of Revenue’s business registration page. You collect the tax from the buyer at the point of sale and remit it to the state on your assigned schedule.3Iowa Department of Revenue. Sales and Use Tax Guide

Selling without a permit is a serious misdemeanor under Iowa law, and continuing to sell after a permit has been revoked is an aggravated misdemeanor.4Iowa Legislature. Iowa Code 423.40 – Penalties, Offenses, Limitation Once a permit is revoked, the department does not reinstate it; you would have to apply for a new one.5Iowa Department of Revenue. Out-of-State and Marketplace Sellers

Remote sellers must collect Iowa sales tax once they hit $100,000 or more in gross Iowa sales in the current or preceding calendar year. Collection starts on the first day of the next calendar month that begins at least 30 days after you crossed the threshold.6Iowa Department of Revenue. Remote Sellers and Marketplace Facilitators Physical presence — a warehouse, office, sales rep, or inventory in Iowa — creates a collection obligation regardless of sales volume.

If a marketplace like Amazon, eBay, or Etsy handles all your Iowa sales, the facilitator collects and remits the tax and you do not need your own permit. If you also sell through your own website or in person, combine those channels with your marketplace sales when measuring the $100,000 threshold for your non-marketplace activity.6Iowa Department of Revenue. How Often You File

Iowa assigns your filing frequency based on how much sales and use tax you collect per year. There is no quarterly option.7Iowa Department of Revenue. Filing Frequency and Return Due Dates

  • Monthly: You collect $1,200 or more in sales and use tax per year. Hotel, motel, auto rental, and construction equipment businesses file monthly regardless of volume. Each monthly return is due on the last day of the month following the reporting period, so January’s return is due by February 28 (or 29).
  • Seasonal: You collect $1,200 or more, but all of it falls within four or fewer months of the year.
  • Annual: You collect less than $1,200 per year. The annual return is due January 31 for the prior calendar year.8Legal Information Institute. Iowa Code r 701-202.1 – Sales and Use Tax Return Filing

Filing the Return on GovConnectIowa

All Iowa sales tax returns are filed electronically through GovConnectIowa, the Department of Revenue’s online portal.10Iowa Department of Revenue. GovConnectIowa Help Before you log in, pull together your total gross sales for the period, the split between exempt and taxable sales, and any local option tax owed by jurisdiction.

Getting the Numbers Right

Start with gross sales for the reporting period. Subtract exempt transactions: resale purchases backed by exemption certificates, exempt food, sales to government entities, and any other deduction your records support. What remains is the net taxable amount, which you multiply by the applicable rates. If you operate in more than one jurisdiction, break sales down by location, because the local option tax varies by county and city. The return has separate lines for state tax and local option tax.

If your business bought anything during the period without paying sales tax at purchase, such as office supplies from an out-of-state vendor, you owe consumer use tax on those items. Report occasional use tax purchases on the “Goods Consumed” line of your regular return. If you expect to owe $1,200 or more in use tax per year, report it through the dedicated use tax section of the return under your sales and use tax permit.11Iowa Department of Revenue. Submitting and Paying

Log in, select the filing period that matches your assigned frequency, and confirm your business information. Enter gross sales, deductions, and taxable amounts. The system calculates your liability using the rates for your jurisdiction. Review the summary before submitting. Fixing an error afterward means filing an amended return.

You can pay by bank account transfer or credit card, though credit cards may carry processing fees. After you submit, the portal generates a confirmation with a unique transaction number and emails a copy to the address on file.10Iowa Department of Revenue. GovConnectIowa Help Keep both. The transaction number is your proof of timely filing.

What Iowa Taxes and What It Doesn’t

Tangible personal property is generally taxable unless specifically exempted. Services work the other way: they are taxable only when Iowa law specifically lists them. The list is long. It covers vehicle repair, landscaping and lawn care, dry cleaning, barber and beauty services, plumbing, electrical repair, pet grooming, photography, commercial janitorial services, parking facilities, software as a service, and many more.12Iowa Department of Revenue. Iowa Sales and Use Tax Taxable Services One important carve-out: services performed on new construction, reconstruction, or remodeling of a building are exempt, while repair work on existing structures remains taxable.

Several major categories of goods are exempt:

  • Most food and food ingredients — bread, meat, dairy, fruits, vegetables, cereal, eggs, and bottled water. Candy, soft drinks, prepared food, dietary supplements, and vending machine sales stay taxable.13Iowa Department of Revenue. Iowa Sales Tax on Food
  • Prescription drugs, exempt from both state and local sales tax.
  • Items purchased with SNAP benefits, regardless of category.
  • Sales for resale, provided the buyer gives you a completed Iowa Sales/Use/Excise Tax Exemption Certificate (Form 31-014) and you keep it on file.14Iowa Department of Revenue. Iowa Sales/Use/Excise Tax Exemption Certificate Instructions

Claim exemptions only when your records back them up. Overclaiming invites an audit; failing to claim legitimate ones means overpaying.

Late Filing: Penalty and Interest

Missing your deadline triggers a penalty of 5% of the unpaid tax.15Iowa Legislature. Iowa Code 421.27 – Penalties Interest accrues from the due date at the rate the department sets each year. For 2026, the annual rate is 10%, which works out to 0.8% per month.16Iowa Department of Revenue. Penalties and Interest Rates Penalty and interest are calculated separately, so a late return with a real balance owed gets expensive quickly. The department can also revoke a permit for persistent noncompliance.5Iowa Department of Revenue. Business Permit Registration

Records to Keep After You File

The Department of Revenue recommends keeping sales tax records for at least five years. That means copies of filed returns, exemption certificates you accepted from buyers, receipts for goods you bought without paying sales tax (for use tax purposes), and documentation for every deduction you claimed.14Iowa Department of Revenue. Iowa Sales/Use/Excise Tax Exemption Certificate Instructions An exemption certificate on file is your defense if an auditor questions an exempt sale. Organize your ledgers by filing period; it makes both routine compliance and any audit far easier.

Closing or Transferring the Permit

Permits are not transferable. If you close the business, sell it, or move to a different county, cancel the existing permit and file a final return through the cancellation date. A new owner or new location needs a fresh registration. You can cancel through GovConnectIowa or by submitting the Iowa Business Tax Cancellation form (92-034).5Iowa Department of Revenue. Business Permit Registration Skip this step and the department will keep expecting returns from you, which starts looking like noncompliance.
