Form DL-143 is the paper application you use to renew a Pennsylvania non-commercial driver’s license by mail. Fill out the one-page form, mail it with a check or money order to PennDOT’s Bureau of Driver Licensing in Harrisburg, and PennDOT mails you back a camera card. You then take that camera card to any photo license center, where staff take your picture and print your new license on the spot.
When to Use Form DL-143
PennDOT mails a pre-printed renewal invitation about three months before your license expires.1Commonwealth of Pennsylvania. DL-143 is the standalone form you download and print when the pre-printed notice never arrived, got lost, or when you want to renew early. Pennsylvania law sets license expiration for the day after your birthday, at intervals of up to four years.4Pennsylvania General Assembly. If your license has already expired but fewer than six months have passed, DL-143 still works. Once six months elapse, the license is no longer eligible for standard renewal, and you may face additional testing or a different application path.3Commonwealth of Pennsylvania. Some situations rule out mail-in renewal entirely. You cannot use DL-143 if:
- You hold a commercial driver’s license. CDL renewals use a separate form, DL-143cd.
- Your license has been expired for six months or more.
- Your license is suspended, revoked, or cancelled. Resolve the suspension first.

One REAL ID Caveat
If you have never gotten a Pennsylvania REAL ID before, you cannot obtain your first one by mail. The initial REAL ID application requires an in-person visit to a photo license center with specific identity, Social Security, and residency documents.5Pennsylvania Department of Transportation. If your current license already has the gold star, you’re set. Every REAL ID renewal after the first is automatically REAL ID-compliant with no extra documents and no additional fee, so DL-143 will produce another compliant card.7Commonwealth of Pennsylvania. Apply for REAL ID
Filling Out the Form
The form fits on a single page. Print clearly in ink. Illegible entries are one of the most common reasons applications come back unprocessed.
Personal Information
Enter your full legal name, date of birth, and current Pennsylvania residential address. A P.O. Box can be added alongside your street address but cannot stand in for it. Fill in your eight-digit Pennsylvania driver’s license number and select your eye color from the options listed.2Pennsylvania Department of Transportation. Social Security Number

Voter Registration
The DL-143 doubles as a request to update your voter registration unless you check the box to opt out. If you’re not already registered, PennDOT sends a separate voter registration application.2Pennsylvania Department of Transportation. DL-143 Pennsylvania Driver’s License Renewal Form
Organ Donor Designation
You can choose to have an “Organ Donor” designation printed on the license at no extra cost. The designation is confirmed when you visit the photo license center, and you can add or remove it at any time before your license expires, not only during renewal.8Commonwealth of Pennsylvania. Signature
Sign and date the form. An unsigned application will be returned.
Fees and Payment
PennDOT charges $39.50 for a standard four-year non-commercial renewal. Drivers 65 and older can choose a two-year renewal for $27.50 instead.9Commonwealth of Pennsylvania. What Happens After You Mail It
Once PennDOT processes your application and verifies your driving record, it mails a camera card to the address on your form. Expect it within seven to ten business days.3Commonwealth of Pennsylvania. Driver Licenses, Learner’s Permits, and ID Cards FAQs
The camera card is not a license. It’s the ticket that lets a photo center take your picture and print your permanent card. Bring the camera card and another form of identification, such as your current or recently expired license, to any PennDOT Driver License and Photo License Center. At the center, staff take your photo and print the license on the spot. This is also when any organ donor designation is physically added to the card.11Commonwealth of Pennsylvania. Organ and Tissue Donation Don’t delay the photo visit. The camera card doesn’t substitute for a valid license.
If You’re Driving on an Expired License
Pennsylvania treats driving with an expired license as a summary offense carrying a fine of up to $200. If you can show you held a valid license on the last day it was active and fewer than six months have passed since renewal was due, the fine drops to $25. You can also avoid conviction entirely by producing a valid license at the issuing authority’s office within 15 days of the violation.12Pennsylvania General Assembly. The $25 grace-period fine only applies within six months of expiration. Beyond that, you’re looking at the full $200 fine and a more complicated path back to a valid license, because DL-143 is no longer an option once you cross the six-month line.
