How to Fill Out and Submit Florida Form 82994: Title Reassignment

Florida Form 82994, formally the Motor Vehicle Title Reassignment Supplement, is an FLHSMV document that continues the chain of ownership when a Florida Certificate of Title has no reassignment space left, when the title is electronic, or when the existing title doesn’t include Florida’s standard reassignment fields. You complete it, attach it to the title (for paper titles), and submit it to a county tax collector’s office. The transfer fee is $75.25 for an electronic title.¹

When You Need Form 82994

Florida Statute 319.225 authorizes dealers to reassign a title using a separate department-issued form once the reassignment spaces on the back of the certificate are full.² The form itself lists five situations where it applies:³

All dealer reassignment and odometer disclosure areas on the back of a conforming Florida title have been used.
The Florida title is non-conforming and lacks standard reassignment spaces.
A conforming Manufacturer’s Certificate of Origin exists but is not physically available at the time of sale.
An out-of-state title lacks Florida-compliant reassignment fields.
The vehicle has an electronic Certificate of Title rather than a paper one.

One boundary to know: don’t use Form 82994 if you’re a private owner transferring a vehicle that has a paper title with space still available. In that case, complete the “Transfer of Title By Seller” section on the back of the paper title instead.³

How to Complete the Form

The form is available as a PDF on the FLHSMV website and at county tax collector offices. It has a vehicle description at the top and then repeating blocks for each transfer, each containing seller information, odometer disclosure, and buyer information.

Vehicle Description

Copy these fields exactly from the existing title: the full seventeen-character VIN, the year, the make, the model, and the body type code (for example, 4D for a four-door sedan).³ Check every character of the VIN. A single transposed digit can delay processing or cause the form to be rejected.

Odometer Disclosure

Enter the current mileage in each transfer block as a whole number with no tenths, and record the date the reading was taken. You must check one of three boxes:³

Actual mileage.
In excess of mechanical limits (for example, a five-digit odometer that has rolled past 99,999).
Not actual mileage (for any other known inaccuracy, such as a replaced instrument cluster).

Not every vehicle needs an odometer disclosure. Vehicles with a model year of 2010 or older are exempt after 10 years; vehicles with a model year of 2011 or newer are exempt after 20 years.⁴ Exempt vehicles can have the odometer section left blank or marked as exempt.

Knowingly misrepresenting mileage is a third-degree felony in Florida, and the vehicle can be seized as contraband. This applies to anyone who supplies a false written odometer statement or sells a vehicle with a tampered odometer.⁵

Seller, Buyer, and Auction Information

Enter each party’s full legal name and current address in the designated fields, printed clearly and without abbreviations. Dealers must add the dealership name and dealer license number. If the vehicle passed through an auction, the form has separate fields for the auction name, auction license number, state of license, and date of auction.³

Signatures

Both the seller and buyer must sign in the appropriate spaces, and every signature must be original. Photocopies and digital reproductions are not accepted for title reassignment.³

Alterations and Errors

A bold notice on the form warns that any alteration or erasure may void the assignment and every assignment that follows it.³ That means no white-out, no strike-throughs, and no writing over mistakes. If you catch an error while filling it out, start with a fresh copy. For an error on a form that has already been submitted, FLHSMV’s General Affidavit (Form 82250) can be used to attest to corrections such as a misspelled name or a transposed VIN digit, though the county tax collector will decide whether the affidavit is enough or a new reassignment supplement is required.

Transferring a Vehicle With an Electronic Title

When the title is electronic, both the buyer and seller must appear in person at a motor vehicle service center, bring valid photo identification, and complete Form 82994 together at the office.⁶ You cannot fill out this form at home and mail it in for an electronic title; the service center verifies identities and processes the reassignment on the spot.

If a paper title is held by a lienholder or has been lost, the seller can execute a power of attorney for odometer disclosure using HSMV Form 82995, which must be attached to the title certificate once it becomes available.⁷

Where to Submit and What It Costs

For paper title transfers, bring the original Certificate of Title with the signed Form 82994 physically attached to a county tax collector’s office. Treat the completed form as part of the title, and don’t separate them.³

The transfer fee is $75.25 for an electronic title. Add $2.50 shipping and handling if you want a printed paper title. A $2 lien recording fee applies when a lienholder is noted on the new title, and vehicles previously registered outside Florida carry an additional $10 charge. FLHSMV also charges a $20 late title fee if the transfer application isn’t filed promptly after the sale.¹

A buyer does not have marketable title until a certificate of title has been issued in their name, so a delayed filing leaves the buyer legally exposed.⁸

Dealer Recordkeeping

Licensed dealers must keep a copy of every completed Form 82994 in their records for five years. The requirement comes from Florida Statute 319.225 and is also printed on the form itself.⁴ The original goes to the department with the title application, and the dealer retains the copy. Missing reassignment records can trigger enforcement action during audits, so dealers handling frequent trades need a reliable filing system for these supplements.

Receiving the New Title

Once the county tax collector processes the paperwork, FLHSMV updates the vehicle’s ownership record in its central database. Paper titles generally arrive by mail within three to four weeks.⁹ An electronic title exists only in the state’s records, so nothing is mailed. You can confirm the update through FLHSMV’s Vehicle Information Check by entering either the VIN or the title number.¹⁰ When the new certificate shows the buyer’s name, the transfer is complete.
