How to Fill Out and Submit Form VTR-441: Texas Salvage Title Application

Form VTR-441 is the Texas Department of Motor Vehicles application that converts a regular vehicle title into a salvage or nonrepairable title. You file it when a vehicle has been damaged beyond its pre-accident value. The fee is $8, the form is one page, and TxDMV estimates about three weeks to receive the new title once the department has your paperwork.¹² You can download the fillable PDF from txdmv.gov and submit it by mail or in person at a Regional Service Center.

Pick the Right Title Type Before You Check a Box

VTR-441 does two very different jobs, and the choice is not reversible in the way people expect.

A salvage motor vehicle is one where repair costs exceed the vehicle’s actual cash value immediately before the damage.³ A vehicle with a salvage title can be repaired, inspected, and retitled as “Rebuilt Salvage” so you can register and drive it again.

A nonrepairable motor vehicle has been damaged, wrecked, or burned so severely that its only remaining value is as parts or scrap.⁴ A nonrepairable title is permanent. The vehicle can never be rebuilt, registered, or driven on Texas roads again. It can only be used for parts or scrap. Read both definitions on the application before you check either box.

Texas also allows voluntary applications. If a vehicle doesn’t strictly meet the threshold but you want it branded (say, to disclose flood damage before selling), you can submit VTR-441 with the fee and supporting documents anyway.⁴

Filling Out the Form

Vehicle Information

Enter the 17-character VIN exactly as it appears on the dashboard plate (visible through the windshield on the driver’s side) or on the federal certification label on the door jamb. TxDMV cross-references the VIN against law enforcement databases, so a single transposed digit will bounce the application. Also enter the year, make, model, and body style.¹

Odometer Disclosure

Record the current reading in whole miles, no tenths, and check the applicable box: “Actual Mileage,” “Not Actual,” “Exceeds Mechanical Limits,” or “Exempt.”¹

The exemption rule changed under federal law. Vehicles from model year 2010 and older are exempt if the transfer happens at least 10 years after January 1 of the model year. Vehicles from model year 2011 and newer aren’t exempt until 20 years after that date, which means in 2026 every 2011-or-newer vehicle still requires a disclosure.⁵ Don’t check “Exempt” on a 2011 or later vehicle unless another exemption applies, such as a gross weight over 16,000 pounds.

Applicant Information

Fill in your full legal name (or entity name for a business), mailing address, and contact information. The name must match the current title exactly. Nicknames or abbreviations that don’t appear on your existing title will cause a rejection.

Damage Description

Check the box for the type of damage: Accident/Collision, Flood Damage, or Other, with a space to specify. Fire falls under “Other.” After the checkbox, describe which areas of the vehicle sustained the most significant damage. Be specific. “Front-end collision, frame bent, airbags deployed” is far more useful than “car was hit.”¹

What to Send With the Form

You need evidence of ownership. In most cases that means the original Texas certificate of title, properly assigned to you. For a brand-new vehicle that was never titled, a Manufacturer’s Certificate of Origin serves the same purpose. If the vehicle came from out of state, include the out-of-state title, especially if it already carries a salvage, flood, or similar notation.¹

Make sure names and VINs on the supporting documents match what you entered on the form. Technicians verify the surrendered title against their electronic records, and a mismatch as small as a middle initial present on one document but missing on the other can send the whole package back.

Fee and Payment

The fee is $8 per application, regardless of the vehicle’s age or value, and it is non-refundable once received.¹ For mail submissions, pay by check or money order made payable to the Texas Department of Motor Vehicles. Regional Service Centers also accept cash and debit or credit cards for walk-in submissions.⁶

Where to Submit

You have two options: mail the packet to Austin or hand it in at one of TxDMV’s 16 Regional Service Centers.⁶

By mail, send the completed VTR-441, the original title, and your $8 fee to:¹

Consider certified mail or delivery confirmation. You’re sending the original title, and if it goes missing, replacing it means a separate application and more weeks of delay. Express couriers can’t deliver to P.O. boxes, which is why TxDMV publishes the Jackson Avenue street address as an alternative.

Processing Time and What the New Title Means

Plan for about three weeks from the day TxDMV receives the paperwork.² The title arrives by standard mail at the address on the form. If something is wrong — VIN mismatch, missing title, unsigned form — the department returns the packet with a letter explaining the deficiency and the clock resets when you resubmit.

Once processed, the vehicle’s electronic record carries the salvage or nonrepairable brand. That brand is also reported to the National Motor Vehicle Title Information System, the federal database that tracks title history across state lines, so any future buyer running a history check will see it regardless of which state they search from.

If You Plan to Rebuild and Drive a Salvage Vehicle

A salvage title by itself does not let you register or drive the vehicle. You need a “Rebuilt Salvage” title, and that involves several steps after TxDMV issues the salvage title.⁴

Complete all repairs and keep every receipt for parts and labor. You’ll document which components you replaced and where they came from.
Take the vehicle to an authorized inspection station once repairs are done. Request a Vehicle Inspection Report and an Identification Certificate (Form VI-30).
File at your county tax office with a completed Application for Texas Title and/or Registration (Form 130-U), a Rebuilt Vehicle Statement (Form VTR-61), the inspection report, proof of liability insurance, and the salvage title.
Pay the standard title application fee plus a $65 Rebuilt Salvage fee.⁴

The rebuilt salvage brand is permanent and stays on the title for the life of the vehicle. Some insurance carriers limit collision and comprehensive coverage on rebuilt salvage vehicles because it’s difficult to separate old damage from new claims, so check with your insurer before investing heavily in repairs.
