How to Fill Out and Submit PennDOT Form MV-700: Refund Requests

PennDOT Form MV-700 is the Application for Refund of Motor Vehicle/Driver License Products, and you use it to get money back from PennDOT when you overpaid, paid twice, or no longer need a registration or driver license product you already paid for.1Commonwealth of Pennsylvania. Payments and Fees Download the current version from PennDOT’s website, attach proof of payment and any reason-specific documents, and send it by email, mail, or the online submission tool. One boundary to note up front: the MV-700 cannot be used for sales tax refunds, which go through the Pennsylvania Department of Revenue on a REV-65 petition instead.2Pennsylvania Department of Transportation. When You Can Request a Refund

The MV-700 covers two categories of fees: vehicle registration and driver license. Several reasons carry tight deadlines, so file as soon as you realize a refund is due. PennDOT only refunds fees paid directly to the department. Messenger fees, notary fees, and any other third-party charges are not refundable on this form.2Pennsylvania Department of Transportation. Vehicle Registration Reasons

Seven specific reasons qualify, plus an open-ended “Other” option:

  • Unused registration plate and card. PennDOT must receive the plate within 25 calendar days of the registration’s valid date printed on the card. The same 25-day window applies to two-year registrations.
  • Retired status, if you qualify for a reduced processing fee in lieu of the full registration fee. File within 90 days of the registration issuance date and include Form MV-140 or MV-371.
  • Disabled veteran, within 90 days of the registration issuance date, with your VA Awards Letter, Letter of Promulgation, or Single Notification Letter.
  • Double or duplicate payment, with proof of both charges.
  • Financial responsibility civil penalty or restoration fee, when you can prove you actually had insurance during the period at issue. Include proof of insurance and Form MV-221 if applicable.
  • Partial motor carrier vehicle registration fee, for commercial vehicles over 17,000 pounds that were stolen or demolished and have a non-repairable certificate or certificate of salvage.
  • Deceased registrant, with a death certificate or Form MV-39.

Driver License Reasons

  • Unused camera card, within 90 days of the card’s issuance date. If PennDOT issued a medical recall on your license, no refund will be granted for the unused camera card.
  • Double or duplicate payment, with proof of both payments.
  • Financial responsibility restoration fee assessed in error.
  • Deceased, with a death certificate or Form MV-39.

What PennDOT Will Not Refund

A few things fall outside the MV-700 and catch people off guard. Replacement fees for a title, registration plate, or registration card are not refundable unless the fee was a duplicate payment. If you transferred a registration from a higher vehicle class to a lower one, the difference is not refundable either. Messenger and notary fees stay with those third parties. Sales tax refunds go to the Department of Revenue on Form REV-65, filed with the MV-1 showing the tax you originally paid.2Pennsylvania Department of Transportation. How to Fill Out the Form

The MV-700 is two pages: page one collects your information and refund reason, page two holds the instructions.

Start with the applicant block at the top. Enter your full legal name, mailing address, email, and phone number. Sign where indicated. PennDOT will not process an unsigned application.

Next, complete only the block that fits your refund. For a vehicle registration refund, provide the title number, vehicle make, plate number, registration valid date, and VIN. For a driver license refund, provide your driver’s license number, date of birth, license expiration date, and license class. Leave the other block blank.2Pennsylvania Department of Transportation. Check the box matching your reason. If none fits, use the “Other” line and write a brief explanation. Indicate the original payment method: check, money order, credit card, debit card, or other. Card refunds go back to the card used for the original transaction, so this field matters.

If the refund should be paid to someone other than the applicant, complete the “Refund To” section near the bottom with that person’s name and mailing address.

Documents to Include

Every submission needs proof of the original payment. PennDOT accepts front and back images of the check or money order, or a copy of the bank or credit card statement showing the amount. Without proof of payment, the application stalls.2Pennsylvania Department of Transportation. MV-700 Application for Refund of Motor Vehicle/Driver License Products

Additional documents depend on your reason:

  • Unused plate: physically return the plate itself within the 25-day window.
  • Retired status: Form MV-140 or MV-371.
  • Disabled veteran: VA Awards Letter, Letter of Promulgation, or Single Notification Letter.
  • Financial responsibility: proof of insurance for the period at issue, plus Form MV-221 if applicable.
  • Deceased: death certificate or Form MV-39.
  • Duplicate payment: proof of both charges, such as two bank statements or copies of two checks.

After You Submit

PennDOT does not publish a specific processing timeline for MV-700 requests. Credit and debit card refunds go back to the original card. Refunds for payments originally made by check or money order arrive as a Commonwealth refund check. If several weeks pass with no response, contact PennDOT’s Driver and Vehicle Services at the mailing address above or through the contact information on the department website.4Commonwealth of Pennsylvania. Keep copies of everything you send: the completed form, proof of payment, and any supporting documents. If PennDOT returns your application because a document is missing or a deadline has lapsed, having copies ready makes resubmission faster.
