How to Fill Out and Submit Pennsylvania Form MV-63: Change of Address

Pennsylvania Form MV-63 is PennDOT’s one-page change-of-address form for updating your driver’s license, photo ID, and vehicle registration after a move. You can submit it by mail to the Bureau of Motor Vehicles or handle the same change through PennDOT’s online portals. State law gives you 15 days from the move to notify PennDOT.¹ Filing the form also updates your voter registration unless you check the opt-out box.

What One MV-63 Covers

The form does three jobs on a single page. The top section updates the driver’s license or photo ID address for up to two people living at the same new address. The middle section updates vehicle registration for up to three vehicles at that address. And unless you opt out, PennDOT forwards your new address to the voter registration system.²

Pennsylvania requires you to update both your license and your vehicle registration when you move, and MV-63 lets you handle both without filing separate paperwork.³

Who Cannot Use This Form

Two situations fall outside MV-63. If you hold a commercial driver’s license, use Form DL-80CD and pay the duplicate license fee; you can mail it or bring it to a Driver License Center.³

If you drive a leased vehicle, you cannot change that registration address yourself. Contact your leasing company so they can file Form MV-1L.² You can still file MV-63 for your driver’s license portion.

What to Have on Hand Before You Start

Pull these together before you open the form:

Your driver’s license or photo ID number.
The title number for each vehicle, including any letters. It appears on your current title and registration card.
The vehicle make (Ford, Toyota, and so on).
The registration plate number.

There is no field for the 17-character VIN, so you don’t need to dig that up.² If you have more than three vehicles to update, use a second form.

Filling Out the Form

Download MV-63 from pa.gov/dmv.³ Work top to bottom.

In the driver’s license section, print the full name and license or ID number for each person, up to two at the same new address. In the vehicle registration section, enter the title number, make, and plate number for each vehicle, up to three.

Fill in the new street address, city, and zip code. Print clearly; sloppy handwriting is one of the fastest ways to create a processing delay.

Near the bottom sits the voter registration opt-out. Leave the box unchecked if you want PennDOT to update your voter registration to the new address. Check it only if you do not want that update sent.²

Submitting by Mail

There is no filing fee. First-class postage is the only cost. PennDOT does not publish a specific turnaround time for mailed forms, and mail processing runs slower than the online route.

Submitting Online

PennDOT runs two separate portals: one for driver’s license and ID card changes, and another for vehicle and trailer registration changes. To update both, run through both. The driver’s license portal is at dmv.penndot.gov/driver_services/dllogin.jsp, and the vehicle registration portal is at dmv.penndot.gov/vehicle_services/vrlogin.jsp.³

The online route has a real advantage for vehicle registration: at the end of the transaction you can print a permanent registration card on the spot. PennDOT no longer mails a registration card for registration changes completed online.³

What Arrives After You Submit

For a non-commercial driver’s license change made online, PennDOT mails a free address update card to your new address within 10 days. Carry that card with your driver’s license, ID card, or learner’s permit at all times.³ It’s small and easy to misplace during a move, so put it with your license right away.

For an online vehicle registration change, you print the permanent registration card at the end of the transaction. Keep the printed card in your vehicle. If you filed by mail, your updated registration will arrive by mail once PennDOT processes the form. If a few weeks pass and nothing shows up, contact PennDOT to confirm the update went through. A current registration card matters at traffic stops and annual inspections.

If you ever need a duplicate registration card, PennDOT charges $7.00.⁴

Active-Duty Military Stationed Elsewhere

Active-duty military stationed outside Pennsylvania or deployed overseas can keep a Pennsylvania registration active. You can renew or change your address online, but the online system requires a Pennsylvania address. To use an address outside Pennsylvania or outside the United States, file Form MV-8 (Self-Certification for Proof of Residency) instead of the standard MV-63 process.⁵

Plan for one thing when you return: your vehicle must be inspected within ten days of coming back to Pennsylvania. Someone else can bring the vehicle in for inspection for you, as long as they have your registration card and proof of insurance.⁵

The 15-Day Deadline

Under 75 Pa. C.S. § 1312, you must notify PennDOT in writing of both your old and new address, along with the title or registration number of every vehicle registered in your name, within 15 days of the change.¹ Beyond the legal requirement, an outdated address sends renewal notices, inspection reminders, and any citations to your old home. A lapsed registration because you missed a renewal notice is a much bigger problem than a one-page form.
