The Alabama DL-193 form is a one-page enrollment/exclusion certificate that every driver’s license or learner’s permit applicant under 19 must hand to the examiner at the Alabama Law Enforcement Agency (ALEA).1Alabama Legislature. It shows that you are enrolled in school, enrolled in a GED or job training program, or excused from school attendance for a reason the state accepts. Bring a completed one to every visit, whether you’re applying for the first time, renewing, or reinstating.
Who Has to Bring One
Anyone under 19 applying for, renewing, or reinstating an Alabama driver’s license or learner’s permit needs the DL-193.2Alabama Law Enforcement Agency. Alabama DL-193 Enrollment/Exclusion Form There is one substitute: a high school diploma, a GED certificate, or another certificate of graduation. Bring any of those and you can skip the form.1Alabama Legislature. Alabama Code 16-28-40 – License Applicant Under 19 to Provide Documentation of School Enrollment, Etc.
The requirement covers students at public, private, and church schools, along with homeschoolers and students in GED programs. Once you turn 19, the form is no longer needed.
Enrollment or Exclusion: Which Applies to You
The form has two paths. The one that fits you determines what the school official has to certify.
Enrollment
You qualify as enrolled if you attend a public, private, or church school in Alabama or another state, if you are making satisfactory progress in a state-approved GED or nontraditional diploma program (or have already earned the certificate), or if you participate in a job training program approved by the State Superintendent of Education.1Alabama Legislature. Exclusion
If you’re not in school, you may still qualify under one of these categories:1Alabama Legislature. Alabama Code 16-28-40 – License Applicant Under 19 to Provide Documentation of School Enrollment, Etc.
- Gainful and substantial employment.
- Being a parent with care and custody of a minor child or unborn child.
- Serving as the sole source of family transportation, certified by a physician.
- Circumstances beyond your control, as determined by the local superintendent of education. The form gives three examples: students who are mentally or physically unable to attend, students legally employed under Alabama’s Child Labor Law, and students who live more than two miles from school with no public transportation available.2Alabama Law Enforcement Agency. Suspension, expulsion, and incarceration do not count as circumstances beyond your control.
Filling Out the Form
Download the current DL-193 from the ALEA Driver License Forms page at alea.gov, or ask your school’s attendance officer for a copy.3Alabama Law Enforcement Agency. Driver License Forms The form has two parts.
Part I: Your Information
You complete Part I yourself. It asks for your legal name, date of birth, Social Security number, sex, prior driver’s license number if you have one, and home address.2Alabama Law Enforcement Agency. Alabama DL-193 Enrollment/Exclusion Form Match your name and date of birth to your other identity documents exactly. A mismatch is an easy reason for the examiner to send you home.
Part II: School Official Certification
A school official completes Part II. For traditional school students, that’s the attendance officer or chief attendance administrator.1Alabama Legislature. For GED and virtual school students, the form has a separate section for the appropriate official. That person marks your enrollment or exclusion status, records any disciplinary points, and signs.
Get the form signed well before your ALEA appointment. An incomplete form, or one signed by someone without authority to certify enrollment, will be rejected, and you’ll want time to fix any mistakes.
How Disciplinary Points Can Delay You
Alabama tracks in-school discipline through a point system, and points can push back the date you become eligible to apply. Points accrue starting the school year you turn 13, and each one adds a week to your eligibility date.4Alabama Legislature. Alabama Code 32-6-7.4 – Disciplinary Point System
- In-school suspension: 1 point per day.
- Out-of-school suspension: 2 points per day.
- Alternative school placement: 6 points.
- Expulsion: 20 points.
An expulsion, at 20 points, would push eligibility back 20 weeks. The total delay is capped at one year past the date you first apply.4Alabama Legislature. Alabama Code 32-6-7.4 – Disciplinary Point System Points drop by half after one clean school year and clear entirely after two. Your current point count goes on the DL-193 when the school official signs it.
Bringing the Form to ALEA
Take the completed DL-193 to any ALEA driver license examining office; locations and appointments are on alea.gov. The form is one piece of a larger application. You also need identity documents and proof of Alabama residency, plus a $5 testing fee and $36.25 for the license itself.5Alabama Law Enforcement Agency. The examiner reviews the form to confirm it’s complete and that you qualify under enrollment or an exclusion. Once it’s accepted, you move on to the written knowledge test for a learner’s permit or the road skills exam for a license.
You’ll Need It at Each Licensing Stage
Alabama uses a three-stage graduated licensing system, and applicants under 19 need to present a DL-193 (or diploma or GED) at each stage.6Alabama Law Enforcement Agency. Graduated Driver License
- Stage I learner’s permit: available at 15, requires a written exam, and limits you to driving with a parent, legal guardian, or licensed driver 21 or older in the front passenger seat.
- Stage II restricted license: available at 16 after six months on a Stage I permit, requires a road skills exam and either 50 verified hours of behind-the-wheel practice or an approved driver education course, with restrictions on nighttime driving (midnight to 6 a.m.) and passengers.
- Stage III unrestricted license: available at 17 after six months on Stage II. Applicants 18 or older can apply directly with a passing road skills exam.
Dropping Out and License Suspension
Leaving school hits your driving privileges quickly. Alabama treats more than 10 consecutive or 15 total unexcused absences in a single semester as a withdrawal, and the attendance officer notifies ALEA.1Alabama Legislature. Within five days of that notice, ALEA mails a warning. Your license or permit will be suspended on the 30th day after the letter was sent unless you show documentation that you’re back in compliance before then.1Alabama Legislature. Compliance means re-enrolling in school, enrolling in a GED program, or qualifying for an exclusion and obtaining a new DL-193 reflecting the change.
If the withdrawal was truly beyond your control, or was a legitimate school transfer confirmed in writing by a parent or guardian, the school official should not notify ALEA and no suspension process starts. The attendance officer and local superintendent decide whether the circumstances qualify.
Students Experiencing Homelessness
If you qualify as homeless, your school’s designated liaison for homeless children and youth can provide documentation on a state-approved form to bring to ALEA. It supports a new license, renewal, reinstatement, or replacement, and it provides the basis for a fee exemption.1Alabama Legislature.
