How to Fill Out and Submit the California 290 Registration Form (DOJ Form 8102)

California’s 290 registration form, officially DOJ Form 8102 (CJIS 8102S), is completed in person with a registering officer at the police department or sheriff’s office covering where you live. You do not fill it out and mail it in. You appear within five working days of being released from custody, moving, or arriving in a new jurisdiction, bring proof of residence and identification, and the officer records your information, fingerprints, photograph, and signature on the form.1California Legislative Information. What Form 8102 Is and When to File It

Form 8102 is the Department of Justice document that captures every piece of information the Sex Offender Registration Act requires you to disclose. Penal Code Section 290.015 sets the statutory baseline for what you must provide; the DOJ form itself collects somewhat more detail than the statute’s bare list.2California Legislative Information. The form is not available for self-service completion. The registering officer fills it in with you during an in-person appointment at the law enforcement agency with jurisdiction over your residence.1California Legislative Information. California Code PEN 290 – Sex Offender Registration Act Call ahead. Many agencies accept registrations only during specific windows or by appointment.

The five-working-day deadline governs almost every triggering event: release from custody, release on probation or other supervision, a move to a new address, or arrival in a new California jurisdiction. Missing the window by even one day can lead to prosecution, so plan the appointment early in the five-day period rather than at the edge of it.

Information the Form Collects

Be ready to provide all of the following before you walk in. The officer records each item on the form and asks you to confirm it.2California Legislative Information. • Full legal name, every alias you have used, date of birth, Social Security number, driver’s license or state ID number, sex, and race.
  • Physical description: height, weight, hair color, eye color, place of birth, and the location and description of every scar, mark, and tattoo on your body.
  • Current street address and dwelling type — single-family home, apartment, hotel, or other. If you have no residence, the locations you frequent.
  • Occupation, employer’s name and address, the start date of your current job, and your actual work address if it differs from the employer’s main office.
  • If you attend, work at, or volunteer at a college or university, the name and address of the campus.
  • Every vehicle you own, that is registered to you, or that you regularly drive: license plate number, VIN, year, make, model, body style, and color. The statute specifically requires the plate number; the DOJ form captures the rest.
  • Every email address and every username you actually use for instant messaging or for social networking where messages are not accessible to the general public. Passwords and PINs are not collected.4Office of the Attorney General. Collection of Identifiers from Registered Sex Offenders
  • Name, phone number, and relationship of an emergency contact.

If you have a CII (State Identification) number, a CDCR institution number, or an FBI number, bring them. The form has fields for each.

Documents to Bring to the Appointment

Penal Code Section 290.015(a)(7) lists the acceptable forms of proof of residence. Bring at least one.2California Legislative Information. California Code PEN 290.015 – Sex Offenders

  • A California driver’s license or California identification card.
  • A recent rent or utility receipt.
  • Printed personalized checks or other recent banking documents showing your name and address.
  • Any other document the registering officer accepts as reliable.

Also bring your California driver’s license or state ID for identity verification even if you are using something else as proof of residence. The form records the ID number and expiration date.

If you have a residence but cannot produce documentation at the appointment, the officer will still register you, and you then have 30 days to furnish proof.2California Legislative Information. California Code PEN 290.015 – Sex Offenders If you have no residence and no reasonable expectation of obtaining one, you sign a statement to that effect and register as a transient. Transient status comes with its own, much tighter update cycle, covered below.

What Happens During the In-Person Appointment

The officer completes Form 8102 using the information and documents you provide. Three biometric steps take place during the same visit: you are fingerprinted, photographed, and asked for a rolled right thumbprint.3California Department of Justice. Once the form is filled in, you sign a certification that the information is true and accurate. The form itself warns that providing false information, failing to provide accurate information, or refusing to sign is a criminal offense. Read what the officer wrote before you sign. Corrections are far easier to make at the counter than later.

After you sign, the officer gives you a photocopy of the completed form. Keep it. This copy is your proof that you met your registration obligation, and you will need it if you later petition the court to end registration.

Updates After Your Initial Registration

Submitting the form once does not close out your obligation. Several update rules kick in immediately, and each uses the same DOJ form.

Annual Birthday Update

Starting with your first birthday after initial registration, you must appear at the registering agency within five working days of your birthday every year.5California Legislative Information. California Penal Code 290.012 – Sex Offenders The update confirms or corrects the information in paragraphs (1) through (4) of Section 290.015(a): your written statement with employer information, fingerprints and photograph, vehicle license plate numbers, and internet identifiers. You receive a copy of the DOJ registration requirements at every update.

Transient Re-Registration

If you register as transient, you must re-register at least once every 30 days, with the first re-registration due on or before the 30th day after initial registration, regardless of how long you have been in a jurisdiction.6California Legislative Information. California Penal Code 290.011 – Sex Offenders The annual birthday update is on top of, not instead of, the 30-day cycle. Registrants classified as sexually violent predators verify every 90 days.7California Megan’s Law Website. Summary of California Registration Laws

Change of Address

When you move, appear in person at the agency where you last registered within five working days to report the move, the new address if you know it, and any plans to return to California.8California Legislative Information. California Code PEN 290.013 – Sex Offenders If you did not yet know the new address when you reported the move, you have another five working days after settling in to notify that same agency in writing by certified or registered mail. A move to a new California jurisdiction also requires registering with the new local agency within five working days of arrival. Moving out of state does not end your California obligations until you complete notification, and you will almost certainly have to register in the new state under its own laws.

College and University Enrollment or Work

If you enroll at, work at, or volunteer at a California college or university for more than 14 days or an aggregate of more than 30 days in a calendar year, register separately with that institution’s campus police within five working days of starting. If the school has no campus police, register with the city police or county sheriff covering the campus. When you leave the school, notify campus police within five working days.9California Legislative Information. California Code, Penal Code – PEN 290.01

A narrow exception exists for coursework that is entirely online with no on-campus component at any point. In that case you can register by mail using the DOJ Online Course Registration Form from the Attorney General’s office.10Office of the Attorney General. Sex Offender Registration and Exclusion Forms Any required on-campus activity defeats the exception, and you must appear in person.

Penalties for Missing a Deadline or Giving False Information

The penalty depends on whether your underlying offense was a misdemeanor or a felony.11California Legislative Information. California Code PEN 290.018

  • If your qualifying offense was a misdemeanor, a willful violation of any registration requirement is itself a misdemeanor, up to one year in county jail.
  • If your qualifying offense was a felony, a willful violation is a felony, punishable by 16 months, two years, or three years in state prison. The same felony exposure applies to anyone with a prior failure-to-register conviction who violates again.
  • Failing to re-register as a transient within any 30-day period is a misdemeanor carrying 30 days to six months in county jail, and can be charged as a felony under circumstances the statute specifies.
  • A sexually violent predator who fails to verify every 90 days faces state prison or up to one year in county jail.
  • Failing to provide proof of residence is a misdemeanor up to six months in county jail.
  • Failing to disclose internet identifiers is a misdemeanor up to six months in county jail.

Each failure-to-register conviction also extends your mandatory minimum registration period: one additional year per misdemeanor conviction, three additional years per felony conviction.12California Department of Corrections and Rehabilitation. Registration Requirements Put every deadline into a calendar with reminders well ahead of the date.

Ending Your Registration Obligation

Form 8102 is the entry point, not a life sentence. Once your mandatory minimum registration period has passed, you can petition the superior court to terminate your obligation using Judicial Council Form CR-415. There is no filing fee.13California Courts. How to Ask to End Sex Offender Registration Requirement File in the county where you register (your primary county, if you register in more than one), and have someone 18 or older serve copies on the district attorney and the registering agency. Law enforcement then has 60 days to investigate, and the DA has 60 days to decide whether to request a hearing. If no one objects and you meet the eligibility rules — current registration, no pending charges that could change your tier, and not being in custody or on supervision — the court can grant the petition without a hearing. Your Form 8102 receipts and update records are what prove current registration, which is why keeping every copy from every appointment matters from the first day.
