How to Fill Out and Submit the California SAWS 2 PLUS Application

The SAWS 2 PLUS application is California’s combined intake form for CalFresh food benefits, cash aid programs like CalWORKs and General Assistance, and Medi-Cal health coverage. Filing it once lets the county screen your household for all three at the same time. You can download the form from the California Department of Social Services website, pick one up at any county welfare office, or apply online at benefitscal.com, which walks you through the same questions on-screen.

Documents to Have Ready Before You Start

You don’t need every document in hand to submit the form, but having them ready keeps the county from pausing your file to request verification. The front page of the SAWS 2 PLUS lists what to gather:

  • A driver’s license, state ID, or passport for the person applying.
  • Social Security numbers for everyone in the household who wants benefits (not necessarily every person living in the home).
  • Proof of address, such as a rental agreement or a current utility bill.
  • Earned income records covering the last 30 days — pay stubs or an employer statement, or income and expense records if you’re self-employed.
  • Unearned income documentation for unemployment, Social Security, veteran’s benefits, child support, worker’s compensation, school grants or loans, rental income, or any other money coming in.
  • Immigration documents and alien registration numbers for any non-citizen in the household.1California Department of Social Services. Application for CalFresh, Cash Aid, and/or Medi-Cal/Health Care Programs

If you can’t locate something, submit the application anyway, especially if you need food benefits quickly. The county will send a written request for missing items after it receives the form.

Filling Out the Form Section by Section

The SAWS 2 PLUS runs roughly 20 pages. You only need to answer questions tied to the programs you’re requesting, but filling out every section lets the county check you against all programs you might qualify for.

Household Information

Question 6 is where you list every adult and child living with you. For each adult, write their name, date of birth, gender, marital status, Social Security number, and citizenship status, and check which programs they’re applying for — CalFresh, cash aid, Medi-Cal, or none. For children, the form adds questions about whether a parent is absent, unemployed, disabled, or deceased, and whether immunizations are current.1California Department of Social Services. Application for CalFresh, Cash Aid, and/or Medi-Cal/Health Care Programs

Later questions in this section cover military service, non-citizen immigration details, disability, student status, pregnancy, and foster care history. Answer them honestly. They affect eligibility and benefit amounts for individual household members.

Income

Income is split across three questions. Question 7 covers unearned income — Social Security, unemployment, veteran’s benefits, child support, and similar payments. For each source, list who receives it, how much, and how often. Question 8 covers earned income: employer name and address, hourly rate, gross monthly income, and pay frequency for each employed household member. Self-employed applicants use Question 8a and can either take a flat 40-percent deduction for business expenses or report actual expenses. Question 10 asks for estimated total income this year and next; the Medi-Cal determination uses those projections.1California Department of Social Services. Application for CalFresh, Cash Aid, and/or Medi-Cal/Health Care Programs

Resources and Property

Question 24 asks about bank accounts, stocks, bonds, and similar financial holdings — whose name is on each, what type, and the current balance. Question 25 covers personal property such as jewelry or equipment. Question 26 asks for every vehicle in the household: year, make, model, estimated fair market value, and amount still owed.1California Department of Social Services. Application for CalFresh, Cash Aid, and/or Medi-Cal/Health Care Programs

How much resources matter depends on the program. California CalFresh applicants face no asset limit under broad-based categorical eligibility.2USDA Food and Nutrition Service. Broad-Based Categorical Eligibility (BBCE) CalWORKs does have one: $12,552 for most households, or $18,829 if someone in the household is disabled or age 60 or older.3Department of Public Social Services. CalWORKs Fill out this section even if you only want CalFresh, since the county uses the same answers to evaluate every program.

Expenses

Questions 11 through 17 ask for monthly expenses: childcare and adult care, child support you pay out, rent or mortgage, property taxes and insurance, and utilities. These numbers aren’t filler. CalFresh uses deductions for shelter and dependent care to calculate net income, and a lower net income produces a higher benefit. Report actual amounts and attach bills or receipts when you have them.

Signing and Submitting the Application

Go to the certification page at the end of the form, sign it, and date it. An unsigned application is incomplete and won’t be processed. Your application date — the day the county receives your signed form — sets the clock for processing and, if you’re approved, the day your benefits begin.

You have four ways to get the form to the county:

  • Online through BenefitsCal at benefitscal.com. You can apply directly on the site or upload a completed paper form, and you can upload supporting documents through the portal even without an account.4California Department of Health Care Services. Letter No. 24-18 – Electronic Signatures Collected by a Third Party
  • In person at your county social services office. Many offices have drop boxes if you’d rather skip the line.
  • By mail to your county’s social services mailing address.
  • By fax to the number listed on your county’s social services website.

Keep a copy of what you submit. If you mail the form, use certified mail or hold onto a fax confirmation page.

Asking for Expedited CalFresh Benefits

If your household is in financial crisis, you may qualify for expedited CalFresh, which loads benefits onto an EBT card within three calendar days of your application date instead of the standard 30.5California Department of Social Services. Expedited Service Entitlement and Application You qualify if any one of these is true:

  • Your household has less than $150 in gross monthly income and $100 or less in liquid resources.
  • Your monthly rent or mortgage plus the standard utility allowance exceeds your combined gross income and liquid resources for the month.
  • You’re a migrant or seasonal farmworker household with $100 or less in liquid resources, you’ve already received all income for the month, and you don’t expect more than $25 in the next ten days.

When you submit the form, tell the county worker you believe you qualify for expedited service. Don’t assume they’ll flag it on their own. If the county can’t meet the three-day target, federal rules still require expedited-eligible households to receive benefits within seven days.5California Department of Social Services. Non-Citizen Applicants

The form asks about immigration status because eligibility differs by program and by the documentation a non-citizen holds. If you don’t have a Social Security number, the form says to apply anyway. Non-citizens who don’t qualify for federal CalFresh may still get the same benefits through the state-funded California Food Assistance Program, which covers lawful permanent residents who haven’t met the five-year residency requirement, parolees, conditional entrants, and battered or abused non-citizens, among others.6California Department of Social Services. What Happens After You Submit

The county assigns an eligibility worker who reviews your file and schedules a mandatory interview. For CalWORKs, both parents or caretaker relatives in the home must participate and sign.7County of Orange Social Services Agency. CalWORKs Application Most interviews are by phone, but you can ask for an in-person meeting. If you speak a language other than English, the county must provide an interpreter at no cost.1California Department of Social Services. Application for CalFresh, Cash Aid, and/or Medi-Cal/Health Care Programs

During the interview, the worker reviews your answers, asks follow-up questions, and tells you what verification is still missing. If anything is outstanding, the county sends a written list and gives you ten calendar days to provide it. If the tenth day falls on a weekend or holiday, the deadline moves to the next business day.7County of Orange Social Services Agency. CalWORKs Application Missing that window is one of the most common reasons applications get denied. If you’re having trouble finding a document, call your worker before the deadline. They can sometimes extend the time or accept alternative proof.

You’ll get a written Notice of Action once the county decides. CalFresh must be processed within 30 days. Cash aid and Medi-Cal can take up to 45 days.8California Department of Social Services. Initial Application for CalFresh, Cash Aid, and/or Medi-Cal/Health Care Programs If you’re approved, the notice tells you your monthly benefit, your start date, and how long your certification period runs before you’ll need to recertify. CalFresh benefits go to an EBT card, CalWORKs payments to the EBT cash account, and Medi-Cal is confirmed through a Benefits Identification Card.

If Your Application Is Denied

A denial notice spells out the specific reason, usually excess income, missing verification, or a missed interview. Read it carefully, because the reason tells you what to fix. You can reapply immediately with no waiting period.

You can also request a state fair hearing if you believe the denial was wrong, if your benefits were reduced, or if the county failed to act on your application. California’s hearings are run by the State Hearings Division of the Department of Social Services.9California Legislative Information. California Welfare and Institutions Code 10950 File your request online at acms.dss.ca.gov, by phone, by fax, or by mail. If you request a hearing before a reduction or termination takes effect, your current benefits continue while the hearing is pending; cash aid and Medi-Cal stay the same until a decision, and CalFresh continues until the decision or the end of your certification period, whichever comes first.10California Department of Social Services. Public Appeal Request – ACMS If you lose the hearing, you’ll owe back any extra benefits you received in the meantime.
