Take the Exam First
The STD 678 by itself will not get you considered for most vacancies. California’s civil service system requires you to pass an examination for the classification before a hiring department can look at your application. Gather Your Records Before You Open the Form
The STD 678 asks for a lot of specific detail. The form’s own instructions say all requested information is mandatory unless marked otherwise, and if you leave things out CalHR cannot determine your eligibility.1CalCareers. Examination / Employment Application STD 678 Pull these together first:
- Full legal name, Social Security number (required for exams), mailing address, email, and phone numbers.
- For every relevant job: employer name and address, supervisor name and phone, exact employment dates, hours worked per week, your title, and a detailed description of duties.
- Every college, university, and trade school attended, with location, course of study, semester or quarter units completed, degrees or certificates earned, and completion dates. High school or GED status too.
- License or certification number, issue date, and expiration date for any credential relevant to the position.
- California driver license number, class, and restrictions if the position requires driving.
Weekly hours and dates matter more than most applicants realize. The state uses them to calculate full-time equivalent experience. If a classification requires two years full-time and you worked 20 hours a week, that stretch counts for half.

The form then asks a series of yes-or-no questions, including whether you currently work for the state, whether you have ever been fired or dismissed, and whether you have signed any agreement not to seek employment with a state agency. Answer truthfully even if the circumstances were later resolved. Question 10: Accommodation Requests
Question 10 asks whether you need an accommodation to take an examination or assessment. If you check “Yes,” attach the Accommodation Request form. Veterans’ Preference
The form includes a section for veterans’ preference status. Veterans, widows and widowers of veterans, and spouses of 100-percent-disabled veterans who pass an entrance exam are automatically placed in the top rank of the resulting eligibility list, regardless of actual score.6California Legislative Information. Education and Licenses
List each school starting with the most recent. Include full name and location, course of study, total units completed (specify semester or quarter), and any degree or certificate. If the job bulletin asks for specific coursework such as accounting or statistics, add those course titles and credit counts in the space provided or on an attached sheet. For licenses, enter the credential number, issue date, and expiration date. Missing or expired credentials tied to the minimum qualifications will get your application screened out.
Employment History
This is where most applications succeed or fail. The hiring department compares your listed duties against the position’s duty statement to decide whether your experience qualifies. Read the posting and the duty statement carefully before writing anything. If the posting doesn’t link to a duty statement, call the contact number and ask for a copy.8California Department of Technology. Vague summaries like “handled office tasks” get you nowhere; the reviewer is looking for verifiable duties that directly match the position’s requirements.
List hours per week and exact employment dates for every position (month and year at minimum). Accuracy here decides whether your experience clears the minimum qualifications.
Signing Under Penalty of Perjury
At the bottom of the applicant information page you sign a statement certifying that everything on the form is true and complete. False, incomplete, or incorrect statements can disqualify you from the exam process or lead to dismissal from state employment.1CalCareers. What to Attach With the Form
The STD 678 by itself rarely completes an application package. Read the “How to Apply” section of the posting line by line and include everything it asks for. Documents uploaded to your CalCareers account sit in storage and are not visible to hiring managers until you attach them to a specific application.
Statement of Qualifications
Many postings require a Statement of Qualifications, a written narrative explaining how your knowledge, skills, and experience align with the position’s desirable qualifications. Transcripts and Other Documents
When minimum qualifications include a degree or specific coursework, attach transcripts. Official sealed transcripts are typically required later, during the background check or at the point of hire, when the department may ask the school to send them directly.

Mail and Hand-Delivery

Timelines vary widely. Some hiring managers start scheduling interviews as soon as the job posts and don’t wait for the final filing date; other departments take weeks to screen a large pool. If You’re Withheld From the List
If a department withholds you from an eligibility list, typically for not meeting the minimum qualifications, you have 30 calendar days from the date the withhold notice is sent to file an appeal with the State Personnel Board.12CalHR. Appeals Division General Information Contacting the department’s HR office first often resolves the issue without a formal appeal, particularly when the withhold came from a misread duty description that a corrected STD 678 or a phone conversation can clear up.
Why Accuracy Is Worth the Extra Hour
CalHR or the hiring department can refuse to place you on an eligibility list, or remove you from one, under Government Code section 18935. Grounds include lacking the qualifications, having been dismissed from a prior position for cause, resigning to avoid dismissal, and misrepresenting yourself on the application or during the exam, which covers having someone else complete part of an exam on your behalf.14California Legislative Information. One boundary worth naming: the STD 678 does not ask about criminal history.
