To change approved construction plans on an active Collier County building permit, file a revision through the Growth Management Department’s online portal rather than filling out a paper Collier County revision form. The portal’s “Add a Revision” function lets you submit only the sheets that changed, keeps your existing permit number, and routes the updated drawings back to the same review divisions that approved the originals.
When a Revision Is Actually Required
Any change that affects structural elements, mechanical systems, plumbing layouts, electrical work, or the building footprint needs a formal revision. Florida law prohibits altering permitted work without updated approval from the local enforcing agency.1Online Sunshine. Florida Code 553.79 – Permits; Applications; Issuance; Inspections
Not every change rises to that level. Collier County Ordinance 2023-64 exempts cosmetic and minor work from permitting entirely, which also means no revision is needed. Flooring, painting, wallpaper, finish trim, gutters, interior door swaps that don’t change the framed opening, drywall repair under 64 square feet, ceiling fixture replacement using the existing box and wiring, plumbing fixture repair, and isolated ductless ventilation all fall outside the permitting process so long as the Florida Building Code isn’t violated. Detached single-family homes get a wider exemption: licensed contractors can perform electrical, plumbing, mechanical, or non-structural building repairs up to $1,500 in labor and materials without a permit, including water heater replacement up to 52 gallons and A/C duct repair.2Collier County Government. Ordinance No. 2023-64
If your change touches anything structural, affects occupancy, or involves life safety, a revision is required.
What to Gather Before You Log In
Collecting these items first will save you from a stalled submission:
- Your existing master permit number, printed on the job-site placard or in your original confirmation email.
- The declared construction cost of the revised work. The portal uses this figure to calculate your fee.
- Only the plan sheets that changed. Identify each one by its sheet reference, for example “Sheet 1 of Floor Plans” or “Sheet 2 of Plumbing Plans.”3Collier County Government. Revision BLDG Guide E-Permitting for Applicants
- Signed and sealed revisions to structural calculations, energy assessments, or architectural drawings. Florida law requires engineers to sign, date, and seal all final plans filed for public record.4Florida Senate. Florida Code 471.025 – Seals
- An active state license number for the contractor of record, current with the Florida Department of Business and Professional Regulation. An expired or inactive license will hold the revision.
Everything uploads as a high-resolution PDF. Don’t password-protect any file. Engineers must use a third-party digital signature; architects and surveyors who create their own digital signatures email the public key to Permitting.dept@colliercountyfl.gov for building, right-of-way, well, and sign permits, or to gmdclientservices@colliercountyfl.gov for planning and zoning. A scanned image of a hand signature is not a valid digital signature.3Collier County Government. Revision BLDG Guide E-Permitting for Applicants If you’re resubmitting after a correction, append a number to the file name, for example “ConstPL2.”
Filing the Revision in the GMD Portal
Everything happens at cvportal.colliercountyfl.gov. Your permit status must read “Issued” or “Inspections Commenced” before the portal will accept a revision.
- Sign in and click “My Items” at the top of the page.
- Expand the category group you used for the original application (Building, Remodel & Accessory, Mechanical, Electrical, Plumbing, and so on) and find your permit.
- Click “Add a Revision.” Enter the declared construction cost, select the revision type, and continue to the Contacts step.
- Confirm the owner and contractor contact information.
- Upload each revised sheet and supporting document, one at a time.
- Review the summary, enter the CAPTCHA, and click “Submit Application.”
Your permit number does not change. The portal generates a fee invoice, and review will not begin until you pay it.3Collier County Government. Revision BLDG Guide E-Permitting for Applicants
What the Revision Costs
Revision fees follow the same schedules used for original permits (Sections N through R of the county’s fee resolution) and scale with the declared construction cost of the revised work. The minimum fee is $50.5Collier County. Collier County Growth Management Community Development Department Services Fee Schedule
The first round of corrections, if reviewers send plans back, is free. Each additional correction round on the same set of plans costs $65.5Collier County. After You Submit
Once the fee is paid, the county routes the revised sheets to whichever review divisions the changes touch, which can include structural, plumbing, zoning, and electrical. Reviewers evaluate the plans against the Florida Building Code and Collier County’s land development regulations.1Online Sunshine. Florida Code 553.79 – Permits; Applications; Issuance; Inspections Track completion through “My Items” on the portal.
If a reviewer flags something, state law requires them to identify the specific plan features that don’t comply and cite the exact code sections behind the finding.1Online Sunshine. Florida Code 553.79 – Permits; Applications; Issuance; Inspections You’ll receive a correction notice through the portal describing what has to change. Upload corrected sheets the same way you submitted the original revision. When every division signs off, an approval email arrives and you can proceed with the updated work.
Why Revisions Get Sent Back
A handful of problems account for most correction notices. Each repeat round costs $65, so a clean first submission matters.
- Drawings that aren’t signed and sealed by a licensed Florida design professional.
- Missing energy calculations when the revision changes the building envelope or HVAC system.
- Setback violations after a footprint shift or added structure.
- Finished floor elevations that don’t meet base flood elevation plus required freeboard after a foundation or floor plan change.
- Impact-rated windows, doors, or similar products without valid Florida Product Approvals on file.
- Expired, inactive, or scope-mismatched contractor licenses.
If You Only Need to Change the Contractor
Swapping the contractor on an existing permit is a different filing. Use the “Request Changes to Contractor or Permit Status” form instead; the new contractor completes it, signs an acknowledgment accepting full responsibility for all work the previous contractor completed, and uploads it through the portal.6Collier County Government. Request Changes to Contractor or Permit Status Adding a subcontractor of the same trade uses a Subcontractor Affirmation form, uploaded to the subcontractor condition on the portal.
Don’t Build the Change Before It’s Approved
Constructing something different from what your permit shows, even with the intent to file the revision later, is unlawful under Section 553.79.1Online Sunshine. Florida Code 553.79 – Permits; Applications; Issuance; Inspections If an inspector finds unapproved deviations in the field, the county can revoke the permit outright. You’d then have to reapply rather than revise, and non-compliant work may need to come out before a new permit will issue. File the revision before the change is built.
